PAHRUMP VETERANS MEMORIAL ADVISORY COMMITTEE NOVEMBER 17, 2022 DRAFT MINUTES 1. Pledge of Allegiance and Call to Order. The meeting was called to order at 4:00pm by Vice Chair Alice Lubbers. 2. Roll Call. In attendance were Vice Chair Alice Lubbers, Secretary Dina Williamson Erdag, Beverly Baker, Bruce Cox, Liasion Frank Carbone, and Jimmy Martinez. Absence excused were Greg Cardarelli, Stephen Hall, Eddie Williams, and Chair Carl Jones. Jannis Saunders was also not present. 3. Approval of the Agenda for November 17, 2022. Beverly Baker made the motion to accept the November 17, 2022 agenda as presented, Bruce Cox seconded. Motion passed 4-0. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). Jerry Dumond was in attendance and stated that he had submitted his application to the Town Office to be a member of this advisory committee. 5. For Possible Action – Discussion and deliberation of the minutes of the Pahrump Veterans Memorial Advisory Committee meeting of October 20, 2022. Beverly Baker stated that the October 20, 2022 minutes needed to be corrected, Agenda Item #12 to correct her first name from Barbara to Beverly. Beverly Baker made the motion that the October 20, 2022 minutes be approved as corrected, Bruce Cox seconded the motion. Motion passed 4-0. 6. For Possible Action – Discussion and deliberation regarding approval of past actions on out-of- cycle events at the Pahrump Veterans Memorial by the Chairman, Vice Chairman or Activities Coordinators. None 8. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). None 9. For Possible Action - Discussion and deliberation of acceptance of resignation of Jannis Saunders from the Pahrump Veterans Memorial Advisory Committee. Beverly Baker made the motion to accept the resignation of Jannis Saunders, Bruce Cox seconded the motion. Motion passed 4-0 10. For Possible Action - Discussion and deliberation of changing the alternate member with the most seniority, Bruce Cox, to become a regular member of the Pahrump Veterans Memorial Advisory Committee. Dina Williamson Erdag made the motion to change Bruce Cox from an alternate member to a regular member, Beverly Baker seconded the motion. Motion passed 3-0. Bruce Cox abstained from the vote. 11. For Possible Action - Discussion and deliberation of certificate of appreciation to be presented to Jannis Saunders for her five years of participation in and support of the Pahrump Veterans Memorial Advisory Committee. Beverly Baker stated that Jannis was well deserving of special recognition for her five years of participation and support of the Pahrump Veterans Memorial Advisory Committee, and requested that a certificate and plaque be given to her. Beverly Baker made the motion, Alice Lubbers seconded the motion. Motion passed 4-0. 12. For Possible Action - Discussion and deliberation of not having a Pahrump Veterans Memorial Committee meeting during the month of December 2022. Beverly Baker asked if the Bylaws could be changed to include that this committee would always be dark in December so that we did not have to vote on it every year. Bruce Cox made the motion that the Pahrump Veterans Memorial Committee not have a meeting in December, 2022, Beverly Baker seconded the motion. Discussion and deliberation of certificates of appreciation and plaques to be presented from the Pahrump Veterans Memorial Advisory Committee. None 14. Discussion and deliberation for update on the progress of Memorial Building renovations. Jimmy Martinez from announced that the Multi-purpose building at the Veterans Memorial has been demolished by Double M Construction. The forms are in place and the footings are being poured. 15. Discussion and deliberation of Sub-committee reports of the Pahrump Veterans Memorial Advisory Committee. None 16. Discussion and deliberation regarding current status for change to SOP’s, Subparagraph “I Holidays”, page b. Dina Williamson Erdag stated that she was working with Anne Horak at the Town Office to have the BOCC agenda item request prepared along with the copy of the suggested Bylaws. She had requested a progress update but had not yet received an answer to her request. 17. Discussion and deliberation regarding current status of approved applications of members with expiring terms of January 1, 2023 . Dina Williamson Erdag stated that she had requested a progress update from the Town Office regarding actions taken by the BOCC on this agenda item request, but had not yet received an answer. 18. Discussion and deliberation regarding meeting attendance as outlined on the 2022 Meeting Attendance Record that includes the November, 2022 meeting. This agenda item will be moved to the January, 2023 agenda for further discussion. 19. COMMITTEE COMMENTS (second): Dina Williamson Erdag requested that an agenda item be added in January, 2023 for the Pahrump Veterans Memorial Committee Bylaws be reviewed for possible changes to include a) attendance requirements and possible actions, b) going “dark” in December of each year. She stated that she would send out a copy of the Bylaws to each member before the January 19, 2023 meeting. Dina Williamson Erdag reminded those in attendance that per the Bylaws there will be an election of new officers at the January, 2023 meeting. Frank Carbone reminded those in attendance that while the Pahrump Veterans Memorial Committee has significant value to the Town, without a conscience and visible support and commitment from all the members this committee may be viewed as unneccitary. Alice Lubbers thanked the members present for their support of the Pahrump Veterans Memorial Committee work, and wished all a Happy Holiday. 21. ANNOUNCEMENTS (second) Bruce Cox reminded everyone that the Pahrump Pow Wow is this weekend, and encouraged all to attend. 22. ADJOURNMENT The meeting was adjourned at 4:33pm.
