PAHRUMP OFF HIGHWAY VEHICLE PARK ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump, NV 89048 February 5, 2026 5:30 p.m. 1. Pledge of Allegiance and Call to Order. Pledge recited. 2. Roll Call. Joe Toste, Joe Steidl, Mitch Peterson, Laurie McLaughlin, Brad Harris, Jimmy Lewis, Doug Martin 3. Approval of the agenda for February 5, 2026. Motion to approve by Brad Harris. Second by Jimmy Lewis. No opposition. 4. For Possible Action – Discussion and deliberation to approve the minutes of the Pahrump Off Highway Vehicle Park Advisory Committee meeting of January 8, 2026. Motion to approve by Jimmy Lewis. Second by Brad Harris. 5. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). Joshua Denning – Congratulations to the group for the efforts on the project thus far. 6. COMMITTEE COMMENTS (This item is limited to announcements, brief discussions of public comments, correction of factual inaccuracies, direction to staff, or topics proposed for future committee meetings. deliberation of topics not on the agenda is prohibited by the Nevada Open Meeting Law). Jimmy Lewis – Deadline for the grant was extended so it could be paid on time. Brad Harris – Thanks to everyone for their part in the previous successful ride day. Specifically, Mikey Burton, Britt Davis, and United Rentals. 7. For Possible Action – Discussion and deliberation regarding the budget, town/county staff to provide a status on how the budget has been spent and what we can expect moving forward. Liaison/Nye County Staff/Town Staff Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). Debra Strickland – Thanked Jimmy Lewis for attendance and support at the Board Of County Commissioners meeting. Asked for support from the rest of the committee and public at future BOCC meetings. 9. For Possible Action – Discussion and deliberation regarding track design bidding with different track builders to use latest Off Highway Vehicle Park grant funding. Jimmy Martinez – In process to go out to bid. Jennifer Fanning - Package submitted by end of month. April 9, 2026 tentative date for going out to bid. May 5, 2026 to be put in front of the board. 10. For Possible Action – Discussion and deliberation regarding the status of water and electrical lines being installed to the Off Highway Vehicle Park site. Debra Strickland – Email on February 5, 2026 from public works said they would do the dirt work to set the electrical lines for $10,000.00 from the fairgrounds budget. Bid for well and electrical still pending. 11. For Possible Action – Discussion and deliberation regarding the scheduling of the next youth track ride day. Motion to schedule the next ride day for February 22, 2026, 9:00 a.m. to 4:00 p.m. by Joe Steidl. Second by Brad Harris. Joe Toste - Put a warning in the rules sheet about riding groups being broken up if the track is crowded. Jimmy Martinez – Advised more diligence on evaluating rider skill levels and track crowding. 12. For Possible Action – Discussion and deliberation regarding the possible scheduling of youth track ride days that would not include track preparation (i.e. watering and ripping). Motion to only do watered/groomed organized ride days by Jimmy Lewis. Second by Joe Toste. All approved. 13. Announcements. Jimmy Lewis – Off Highway Vehicle Commission coming out for meeting in Pahrump late April or early May. 14. For Possible Action – Discussion and deliberation to set the date and time for the next meeting. Motion to schedule meeting by Brad Harris March 5, 2026, at 5:30 p.m. at the Veterans Memorial Building. Mikey Burton – Proposed back-to-back weekends for ride days. To be considered as part of the agenda item to schedule the next ride day. Joshua Denning – Offered to volunteer on the project. 16.
