PAHRUMP VETERANS MEMORIAL ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump, NV 89048 July 17, 2025 4:00 p.m. 1. Pledge of Allegiance and Call to Order. The meeting was called to order at 4:00 p.m. by Bruce Cox, Chairman. Location: Veterans Building, Chief Tecopa Cemetery. Copies of the April 2025 meeting minutes, July 2025 agenda, and completed Committee applications forms were available. Voting Tokens were provided for each committee member. 2. Roll Call. In attendance: Bruce Cox, Chair, Beverly Baker, Vice chair, Alice Lübbers. Secretary, Eddie Williams, Jerry Paradise, Marge Paradise, and Stephen Hall. Commissioner Bruce Jabbour via teleconference, Jimmy Martinez, Building and Grounds supervisor, and Courtney Kenney were present. Public present 3. Approval of the Agenda for July 17, 2025. Jerry Paradise made the motion to accept the agenda as written. Beverly Baker seconded. Motion was approved. No public input. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). None. No Public input. 5. For Possible Action - Discussion and deliberation of the Pahrump Veterans Memorial Advisory Committee meeting minutes of April 17, 2025. Note: May and June Veterans Advisory Committee meetings were cancelled. Alice Lübbers made the motion to accept the minutes as written. Beverly Baker seconded. Motion was approved. No public comment. 6. Announcements (First). • Thank you everyone for the Memorial Day Flag placement and pick-up event, greatly appreciate your assistance. • Labor Day is Monday, September 1, 2025. • Fall Festival Dates is September 25-28, 2025. • Annual Building and Grounds Thank You BBQ is Thursday, October 23, 2025. ---PAGE BREAK--- PAHRUMP VETERANS MEMORIAL ADVISORY COMMITTEE MEETING MINUTES ITEM # SUBJECT July 17, 2025 7. For Possible Action – Discussion and deliberation regarding approval of past actions on out-of-cycle events at the Pahrump Veterans Memorial by the Chairman, Vice Chairman, or Activities Coordinators. None. No public input. 8. Committee Comments (This item is limited to announcements or topics/issues proposed for future workshops/agendas). None. No Public input. 9. For Possible Action - Discussion and deliberation regarding future Certificates of Appreciation and plaques to be presented by the Pahrump Veterans Advisory Committee. Plaque presentation for Commissioner Carbone. Bruce Cox presented a plaque from the committee thanking Frank Carbone for his assistance while serving as our commissioner liaison. 10. For Possible Action - Discussion and deliberation regarding placing a bulletin board and a file holder for Veteran brochures in the lobby area of the Veterans Memorial building. Jimmy Martinez will provide product information and pricing. Martinez will provide product pictures, information, and pricing at the August meeting. 11. For Possible Action - Discussion and deliberation regarding planting two to three trees between the pergolas and the Veterans building. Trees would provide needed shade and improve the landscaping in this area. Bruce Cox to present. Bruce Cox asked Jimmy Martinez if this was a doable project. Jimmy stated there are grant monies available for tree purchase. He further stated the trees would need a water supply line. Jimmy will double check water line access and what type of trees the grant money will cover. He will present information at the August meeting. 12. For Possible Action - Discussion and deliberation regarding a Veterans Advisory Committee Christmas party luncheon. Possible date of December 13, 2025. Beverly Baker will provide information. Beverly stated the Christmas party will consist of multiple Veteran organizations. The Veteran Advisory Committee and the Extravaganza Committee, Jimmy and Courtney are invited. The menu will be potluck. She will have a list of menu items and signup sheets. A gift exchange and 50:50 raffle will be part of the event. Date: December 13, 2025, at 11:00 a.m., in the Veterans building. Stephen Hall made the motion to approve the Christmas party. Beverly Baker seconded. Motion passed. No public input. 13. For Possible Action - Discussion and deliberation to consider the following applicants to fill two positions, due to two resignations, and provide appointment recommendations to the BOCC: Frank Carbone, Arthur Hodge Sr., Carl Jones, Danielle Kirk, Ethel F. Luebbe, Bryan Pettengill, Sterling Robert Ripley. All members were provided voting tokens and reviewed the 7 applications. Voting procedures were as follows: each member was provided voting ballot tokens marked with the letter for yes and for no. The selected token was placed in a paper bag and given to the chairman for a vote tally. Stephen Hall made the motion to accept Frank Carbone and Robert Sterling Ripley as alternate committee members. Bruce Cox seconded. Motion passed. No public input. 14. The next meeting of the PVMAC will be on August 21, 2025, at 4:00 p.m., in the Veterans Building, Chief Tecopa cemetery. 17. Adjournment. 4:20 p.m.
