PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE MEETING MINUTES February 11, 2025 Pursuant to NRS, February 11, 2025, a meeting of the Pahrump Public Lands Advisory Committee was held at the Veterans Memorial Building, 751 East Street, Pahrump, NV 89048 1. Pledge of Allegiance and Call to Order. 5 p.m. 2. Roll Call. Frank Slaghuis, Mike Zaman, Robert Adams, Jim Hannah, Phillip Alexander, Nicolle Underwood, and Nye County Commissioner Deb Strickland. Guests: Mitch Peterson, Duane Enger. 3. Approval of the agenda for February 11, 2025. No changes. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person). Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). Duane Enger spoke on the proposed Copper Rays Solar Project. 5. For Possible Action - Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee meetings of January 14, 2025. Jim Hannah moved to approved as written. 2nd by Frank Slaghuis. Yes by all. 6. Announcements (First). None. 7. Committee Comments (This item is limited to announcements or topics/issues proposed for future workshops/agendas). Commissioner Strickland reported $17,500.00 was awarded for Southside Trailhead improvements with an additional $85,908.00 upon completion of an Environmental Assessment. 8. For Possible Action – Discussion, deliberation, and possible decision to consider making recommendations to support the proposed Mineral Withdrawal around the Ash Springs National Wildlife Refuge (NWR). Save Ash Meadows - Amargosa Conservancy or The proposed 276,121-acre withdrawal was questioned as excessive. Jim Hannah moved to continue discussion at the next meeting. Robert Adams 2nd. Mitch Peterson questioned the science behind justifying that many acres. Frank Slaghuis read a list of people and organizations supporting the withdrawal from the backup. Vote was called for. Yes by all. 9. For Possible Action – Discussion, deliberation, and possible decision regarding: • Design of the Northside Trailhead. • Request the footprint corners be marked. Jim Hannah moved to continue discussion at the next meeting. 2nd by Frank Slaghuis. For Possible Action – Discussion, deliberation, and possible decision to continue Pahrump Public Lands Advisory Committee’s relationship with Nevada Department of Wildlife (NDOW) inspecting and making minor repairs to ten Spring Mountain wildlife guzzlers. Jim Hannah moved we continue working with NDOW. 2nd by Mike Zaman. Yes by all. 11. For Possible Action – Discussion, deliberation, and possible decision to: • Begin marking Phase 1 of the Battleborn Trail from Basin Road to Roadrunner Road. Jim Hannah moved we begin marking. 2nd by Frank Slaghuis. Yes by all. • Temporarily reroute the Phase 2 digital map to the race route pending Bureau of Land Management’s approval of Nye County Right of Way application for Phase 2. Jim Hannah moved to approve detour. 2nd by Frank Slaghuis. Yes by all. 12. For Possible Action – Discussion, deliberation, and decision to set a time and date for the next meeting.
