Page 1 November 20, 2019 Pursuant to NRS, a meeting of the Pahrump Park & Recreation Advisory Committee was held on November 20, 2019 at 6:30pm at the Bob Ruud Community Center located at 150 N. Hwy 160 Pahrump, NV 89060. Chairman Jaydee Webb, Secretary Helen W. Schneider, David Harris, Vanessa Simmons, Michael Hyde, and Eugene Frank. 1. Pledge of Allegiance The pledge was recited at 6:33pm. 2. Roll Call Members present Jaydee Webb, David Harris, Helen Schneider, Michael Hyde, and Eugene Frank. Vanessa Simmons and Donna Cox (Nye County Board Member) were absent. Guests: Ray Wagner, Diane Roberts, Jimmy Martinez, Richard Swingle, and Chris Fried. 3. Approval of the Agenda for November 20, 2019. Michael Hyde made a motion to accept the agenda. David Harris seconded and the motion was approved 5-0. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None. 5. For Possible Action- Discussion and deliberation of minutes of the Pahrump Park & Recreation Advisory Committee meeting of October 16, 2019. Michael Hyde made a correction he arrived at the last meeting at 7:45 pm and made a motion to approve the minutes with that change. David Harris seconded the motion and approved 5-0. 6. For Possible Action – Discussion and deliberation of the Park Reservation Requests for field usage. Jaydee Webb made the statement the Parks in Pahrump were established for the residents of Pahrump. The residents who build homes pay a special fee for building a home which 1/3 each goes to the fire department, sheriff department and the parks plus each year residents pay property taxes. Any organizations have 100% residents reservations get decided first. Any groups not have 100% residents of Pahrump will be last for park usage. As our community grows we will have more groups locally wanting to use our parks. Field requests for Winter/Spring 2020: ---PAGE BREAK--- Page 2 November 20, 2019 High School can use the field they requested November and December 2019. Due to limited field space a motion was made by Helen Schneider to not allow the High School field space in January. Michael Hyde seconded the motion and the vote was 3 to 2. Pahrump Youth Softball will have field A at Petrack Park only and can put in a request for Simmons Park if needed. Pahrump Valley Obedience Club will have field C at Petrack Park from January to June from 6:30 am to 11:00 am. The Soccer Group will have field B and C fields at night Monday – Saturday. Plus Saturday from 11:00 am and the rest of the day. Red Rock Schutzhund Club will get Friday night 9:30 to 10 pm on field C Petrack Park. Saturday no field request approved and Sunday field C Petrack Park from 7 am to noon was approved. All other park requests for the Winter/ Spring 2020 were approved with a Park Request form and proof of insurance. Motion was made by Eugene Frank to reject Red Rock Schutzhund Club request for Jan 11 and 12 due to incomplete form sent to us. Helen Schneider seconded the motion and approved 5-0. 7. For Possible Action – Discussion and Deliberation to accept any applications to the Pahrump Parks and Recreation Advisory Committee. The applicants are Brain Thompson, Helen Schneider, Jaydee Webb, and David Harris. Eugene Frank made a motion to accept all the candidates for the Pahrump Parks and Recreation Advisory Committee. David Harris seconded the motion and the motion was approved 5-0. 8. Announcements (first) Jaydee Webb stated he will be gone for the next two or three months in Illinois (Dec.- Jan. or Feb.). 9. Committee Comments. None. 10. For Possible Action- Discussion and deliberation regarding the Valley Electric Community Center. ( Item 13) Billy Miller will be coming to our January Meeting. He will discuss moneys for the Community Center. Michael Hyde reviewed for the guests at the meeting what has happened so far on the Community Center. 11. For Possible Action – Discussion and deliberation regarding the Fairgrounds. Purpose-To obtains development updates and current status and discusses fairground development progress. (Item 14) 1) BLM manage the property ---PAGE BREAK--- Page 3 November 20, 2019 2) Study due in February to get water in fairgrounds Town Board wants in fairgrounds: 1) Convention Center 2) 2) Motor Cross (40 acres course) 3) NV Standard Breed Association racetrack & Barns (75 acres) 4) Rodeo moved to fairgrounds 5) 8 multi-purpose fields 12. For Possible Action – Discussion and deliberation regarding the Kellogg Park Development Project. Purpose – To obtain development updates and current status and discuss park development progress. Plans for Phase 1, and other park related subject matter. $480,000.00 for wiring. Industrial Light and Power will be doing the work. $400,000.00 is left of the 1.6 million. Following schedule for Kellogg: 1) grading 2) wiring 3)Water and restrooms Walking trails will be pea gravel now. General funds, fireworks, and room tax are going into Kellogg Park. 13. For Possible Action – Discussion and deliberation regarding Ian Deutch, Petrack, Simkins, and Blosser parks, etc. (Item 11) Ian Deutch Park – Up and fully running Petrack Park –Up and fully running Simikins Park- Up and fully running Blosser Park- is broken by a field into two fields. New dogs are on one field until they are ready to join the other group of dogs. It seems to be working. 14. Possible Action – Discussion and deliberation regarding July 4, 2021. Our next regular meeting is January 15, 2020 at the Bob Ruud Center at 6:30pm.
