PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE DRAFT MINUTES October 12, 2021 Pursuant to NRS, a meeting of the Pahrump Public Lands Advisory Committee was held on October 12, 2021, at 5:00pm at the Board of County Commissioner’s Chambers. 1. Pledge of Allegiance and Call to Order The meeting was called to order at 5:00pm. 2. Roll Call Kathy Ujifusa, Robert Adams, Jim Hannah, Mike Zaman. Rick Tretter excused absent. NC Commissioner Deb Strickland. BLM PFO Mgr. Nick Pay. Sign in sheet of public participants attached. 3. Approval of the agenda for October 12, 2021. No objections. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None. 5. For Possible Action – Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee meeting of September 14, 2021. Jim Hannah moved to approve. 2nd by Kathy Ujifusa. Yes, by all. 6. Announcements (first) Mike Zaman announced BLM plan proposal. 7. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) Kathy Ujifusa askes PLAC consider a remote attendance option. 8. For Possible Action – Discussion, deliberation, and possible decision to make recommendations regarding the proposed Rough Hat-Nye Solar Project by Robert Adams. Motion by Robert Adams to hear presentation by the proposed Rough Hat project team. 2nd by Jim Hannah. Commissioner Strickland commented files not in the backup can’t be presented. Verbal presentation was made. Item continued following discussion and public comment. 10. For Possible Action – Discussion, deliberation, and possible decision to make recommendations regarding density project planning parameters by Robert Adams. Robert Adams moved PLAC work with the Conservation District, stakeholders, and interested parties to write project planning parameters including project size and density of concentration of projects. 2nd by Jim Hannah. Public comment heard. Item continued following discussion and public comment. 11. For Possible Action – Discussion, deliberation, and possible decision of Southside TH (Trail Head) plan and improvements and trail map continued from the July 13, 2021, meeting of the Pahrump Public Lands Advisory Committee, refer to sharing trails using gpx files or the freely available RIDE COMMAND mapping app. Robert Adams moved to continue pending resolving solar project decisions. 2nd by Kathy Ujifusa. For Possible Action – Discussion, deliberation, and possible decision for Stewardship of the OST (Old Spanish Trail) Jim Hannah to give report regarding mapping existing trails that are believed to be the OST, continued from the July 13, 2021, meeting of the Pahrump Public Lands Advisory Committee, referencing website Robert Adams moved that PLAC research, map, and photograph OST for future presentation. Yes, by all. Announcement volunteers are needed. 13. For Possible Action – Discussion, deliberation, and possible decision to design logos and buy trail markers using awarded 2021 RTP grant funds to mark the Westside Silver State Trail Phase 1 from Crawford & 160 to Roadrunner & 160 by Robert Adams. Kathy Ujifusa volunteered to do artwork on logo presented at the December meeting. Robert Adams moved to continue. 2nd by Kathy Ujifusa. Yes, by all. 14. Presentation – Report on the progress of shooting range in vicinity of Irene and Oyster, progress presented by Debra Strickland. Report by Debra Strickland. Location is Mesquite & Higley. Presentation – How NSSF may help mitigate BLM required mitigation of Bell Vista informal shooting range hazardous waste pickup, continued from the July 13, 2021, meeting of the Pahrump Public Lands Advisory Committee by Mike Zaman. None 18. Presentation – Discussion of Pahrump Public Lands Advisory Committee role in the new Resource Management Plan. A work in progress per BLM PFO Manager Pay. 19.
