Page 1 October 16, 2019 Pursuant to NRS, a meeting of the Pahrump Park & Recreation Advisory Committee was held on October 16, 2019 at 6:30pm at the Bob Ruud Community Center located at 150 N. Hwy 160 Pahrump, NV 89060. Chairman Jaydee Webb, Secretary Helen W. Schneider, David Harris, Vanessa Simmons, Michael Hyde, and Eugene Frank. 1. Pledge of Allegiance The pledge was recited at 6:30pm. 2. Roll Call Members present Jaydee Webb, David Harris, Helen Schneider, Vanessa Simmons and Eugene Frank. Michael Hyde and Donna Cox (Nye County Board Member) were absent. 3. Approval of the Agenda for October 16, 2019. David Harris made a motion to accept the agenda with moving items 10 to 13 and item 11 to 14 and 12, 13, and 14 up to 10, 11, and 12. Eugene Frank seconded and the motion was approved 5-0. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None. 5. For Possible Action- Discussion and deliberation of minutes of the Pahrump Park & Recreation Advisory Committee meeting of September 18, 2019. Vanessa Simmons made a motion to accept the minutes as submitted. Eugene Frank seconded the motion and approved 5-0. 6. For Possible Action – Discussion and Deliberation to accept an application to the Pahrump Parks and Recreation Advisory Committee. We will put this on hold until next meeting. 7. For Possible Action – Discussion and deliberation of the Park Reservation Requests for field usage. The Pahrump Valley Obedience Club presented their show request for next year. There was a discussion of the PVOC field schedule for next year and the need for clubs who membership is 100 % Pahrump residents to have pretense over a group that have more residents in their group from out of town. Residents from Pahrump pay special fees when ---PAGE BREAK--- Page 2 October 16, 2019 they build a house in town to the parks and pay taxes each year toward the parks in Pahrump. After much discussion the Park & Recreation approved all dates for the PVOC for next year. 8. Announcements (first) The Taco Festival at the Calvada-Eye made between 2 and 3 thousand dollars. Vendors sold taco samplers last weekend. Nov. 18th 6:00 or 6:30 pm the County Commissioners will be looking at changes in putting in fencing, buildings, etc. 9. Committee Comments. Sheets were passed on the Survey sheets from the Fall Festival. We had a good response, but questioned if we need more. There is a craft show at the Bob Ruud Center in November. We should find out who’s in charge and get a table at the show. 10. For Possible Action- Discussion and deliberation regarding the Valley Electric Community Center. ( Item 13) Vanessa Simmons stated Henderson Community Center built in 2003 cost 9 ½ million dollars. Papers on a possible Community Center were passed out to the board by Michael Hyde and discussed by the board. Michael Hyde and Eugene Frank will still work with VEA. If they come up with something more they will send it to the Secretary to she will send to all the board members. Carson City and Winchester Community Centers were discussed. UNLV, Great Basin College and the Smith Center, we want to know what they are going and any help they could give us. A motion was made by Helen Schneider for the board to continue to work on the Pahrump Community Center. Seconded was made by Vanessa Simmons and the vote was 5-0. 11. For Possible Action – Discussion and deliberation regarding the Fairgrounds. Purpose-To obtains development updates and current status and discusses fairground development progress. (Item 14) Rodeo should be at the Fairgrounds and the current area added to Petrack Park. Michael Hyde talked to a member of the NV Standard Breed Association. This group involes 500 horses and wants a race track. They have $896,000.00 in income per year. 40 dates a year of racing per year. Vets and Vet Techs plus an Education Center at the race track. They will need 81 areas for horse area at the fairgrounds. 12. For Possible Action – Discussion and deliberation regarding the Kellogg Park Development Project. Purpose – To obtain development updates and current status and discuss park development progress. Plans for Phase 1, and other park related subject matter. (Item 10) ---PAGE BREAK--- Page 3 October 16, 2019 There is new person in charge of Kellogg Park-Tim Sutton says. Jimmy is not in Matt’s position – the town is looking for someone to fill Matt’s position. Grading for walking trails is laid out. Watering system needs to be figured out. Wulfstein’s contact was for grading and prep work. 13. For Possible Action – Discussion and deliberation regarding Ian Deutch, Petrack, Simikins, and Blosser parks, etc. (Item 11) Ian Deutch Park – None Petrack Park – none Simikins Park- soccer will be putting lines on the field. Blosser Park- is broken by a field into two fields. New dogs are on one field until they are ready to join the other group of dogs. It seems to be working. 14. Possible Action – Discussion and deliberation regarding July 4, 2021. Discussion of 4-H being asked to pay $400.00 to be at the Fall Festival, which they could not afford. Booth participate on July 4, 2021 will have to provide their own shade. 15. General Public Comment (second). None. 16. Announcements (second). Next meeting will be held in the Main Hall of Bob Ruud Center. 17. ADJOURMENT Meeting adjourned at 9:16 pm. Our next regular meeting is November 20, 2019 at the Bob Ruud Community Center at 6:30 pm.
