PAHRUMP VETERAN’S MEMORIAL ADVISORY COMMITTEE DRAFT MINUTES OCTOBER 8, 2020 Page I 1 Pursuant to NRS, a meeting of the Pahrump Veterans Memorial Advisory Committee was Held on October 8, 2020 at 4:00pm at the Bob Ruud Community Center, located at 150 N Hwy 160, Pahrump, NV 89060. 1. Call to Order and Pledge of Allegiance The meeting was called to order at 4:00pm, and the Pledge was recited. 2. Roll Call Committee members present: Carl Jones, Alice Lubbers, Dina Williamson-Erdag, Stephen Hall, and Beverly Baker. Commissioner Koenig and Jimmy Martinez, Buildings and Grounds Supervisor were also present. Members absent: Jannis Saunders, Cless Saunders, and Greg Cardarelli, all unexcused. There were four members of the public present. 3. Approval of the Agenda for October 8, 2020 Hearing no changes, the Agenda stands as presented. 4. PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item. (First) Vicki Gladjo from the Nevada Silver Tappers announced that on 12/2/20, 3:00pm and 7:00pm at the Saddle West Showroom the Silver Tappers will be presenting a show and are looking for talented veterans to participate and be entertainers. 5. For Possible Action – Discussion and deliberation of the Pahrump Veterans Memorial Advisory Committee meeting minutes of September 23, 2020. Motion to approve by Stephan Hall, second by Beverly Baker. Motion passed 5-0. 6. Announcements (First) a. All future Committee meetings will be held at the Bob Ruud Community Center or an alternate location until the Multipurpose Building has been repaired. b. The October 15, 2020 Veterans Stand down has been cancelled due to COVID-19. c. The annual DAV Veterans Day Sundown event will be held November 11, 2020, 3:30- 4:30pm at Chief Tecopa Veterans Memorial. 7. For Possible Action – Discussion and deliberation regarding approval of past actions on out-of- cycle events at the Pahrump Veterans Memorial by the Chairman, Vice Chairman or Activities Coordinators. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). Carl Jones wants to have the following agenda item added to all future agendas, “Discussion and deliberation of certificates of appreciation and plaques to be presented from the PVMAC”. 9. For Possible Action – Discussion and deliberation of graveside wreath placements by “Wreaths Across America”. Presented by a Pahrump Silver Tappers representative. Vicki Gladjo from Pahrump Silver Tappers spoke about the Nationwide program of placing wreaths on veteran’s graves. She said that our cemetery does not qualify for the Wreaths Across America program, however the Silver Tappers would like to provide the service at their expense and with their volunteers. They suggest they place the wreaths on December 19 and remove them a day or two after Christmas. There was some discussion as to if they would be using fresh wreaths or reusable wreaths that can be placed again next year. They would need to know how the number of wreaths needed (to include the Columbarium, the Memorial Wall, veteran gravesites in both the Veterans section and the public section). The motion was made by Alice Lubbers and seconded by Stephan Hall to accept the offer by Nevada Silver Tappers to place wreaths at the Chief Tecopa Cemetery on all veterans’ gravesites, plus Columbarium, plus Memorial Wall. Motion passed 5-0. 10. For Possible Action – Discussion and deliberation for the approval/disapproval of committee members applications for the following individuals: Carl Jones, Alice Lubbers, Beverly Baker, Greg Cardarelli, Jannis Saunders, Cles Saunders, Bruce Cox, Peter Nicastro, Eddie Williamson Jr., Bruce Downs and Jerry Hashimura. Peter Nicastro and Eddie Williams Jr attended the meeting and introduced themselves. A paper ballet was passed out and after each committee member marked their vote the ballets were tallied by Commissioner Koenig. The following applications were accepted as committee members: Carl Jones, Alice Lubbers, Beverly Baker, Greg Cardarelli, Jannis Saunders, and Cles Saunders. Bruce Cox’s application was accepted as an alternate member. 11. For Possible Action – Discussion and deliberation on using “Zoom” for meetings instead of in- person attendance. There was discussion on how this may or may not work for our committee. After discussion there was no motion made so there was no action taken. 12. For Possible Action – discussion and deliberation on Pahrump Veterans Memorial Advisory Committee meetings going dark for the months of November (11/19/20) and December (12/17/20). After some discussion the motion was bade by Alice Lubbers and seconded by Beverly Baker to not have PVMAC meetings in November and December 2020. Motion passed 5-0. 13. For Possible Action – Discussion and deliberation on the possible design, type and purchase of Advisory Committee shirts. ---PAGE BREAK--- PAHRUMP VETERAN’S MEMORIAL ADVISORY COMMITTEE DRAFT MINUTES OCTOBER 8, 2020 Page I 3 After some discussion the motion was made by Alice Lubbers that Beverly Baker would do the research and bring the information to the January 2021 meeting about pricing for polo shirts (with pockets), embroidery of PVMAC logo, and optional addition of member name. Motion was seconded by Stephan Hall. Motion carried 5-0. 14. PUBLIC COMMENT (Second) None 15. ANNOUNCEMENTS (Second) a. The next PVMAC meeting will be on Thursday, January 21, 2021, 4:00pm to be held at the Ruud Center. b. Jimmy Martinez from Building & Grounds brought us up-to-date on the repair progress on the Multipurpose building – new cracks have been discovered, the insurance company will make an evaluation and give options for a path forward. c. Carl Jones said that there are several ongoing projects at the Memorial that are currently on hold, painting the remaining pergolas, ordering tables & chairs for the multipurpose room, securing funding for the construction of a bathroom facility, and planning a bench donation appreciation event. 16. ADJOURNMENT The meeting was adjourned at 5:00pm.
