PAHRUMP PARK AND RECREATION ADVISORY COMMITTEE DRAFT MINUTES July 21, 2021 Pursuant to NRS, a meeting of the Pahrump Park and Recreation Advisory Committee was held on July 21, 2021 at 6:30pm at the BOCC Chambers. 1. Pledge of Allegiance and Call to Order. The pledge was recited at 6:32 PM 2. Roll Call Members Present: Chair Helen W. Schneider, Vice-Chair Vanessa Simmons, ABSENT, Secretary Bonnie Darrell, Pamela Hiler, ABSENT and David Harris, Brian Harris, ABSENT, Commissioner Donna Cox, ABSENT, Town of Pahrump: Courtney Kenney. Advisor: Jimmy Martinez. Guests: Ten Members of the community who attended to discuss field allocations. 3. Approval of the Agenda for July 21, 2021. Bonnie Darrell made a motion to accept the agenda. David Harris seconded, and the motion was approved 3-0. 4. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) Packet regarding plants will be tabled until the next meeting regarding Kellog Park. 5. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None. 6. For Possible Action – Discussion and deliberation of minutes of the Pahrump Park and Recreation Advisory Committee, meeting of June 23, 2021. Helen Schneider read from Meeting Minutes of November 2019 regarding assignment of field allocations based on being a resident of Pahrump. Resident first choice of field, not resident’s 2nd choice. 7. For Possible Action – Discussion and deliberation to approve the August-December 2021 field allocation requests for Ian Deutch Memorial Park, Simkins Park, and Petrack Park. All field allocations and assignments were discussed, and any issues will be worked out with each organization. Final Calendar will be ready at next meeting. PV Obedience Club having a Dog Show October 28-31. 8. Announcements (first) None. 9. For Possible Action – Discussion and deliberation of any Park Reservation Requests. August Food Truck Festival Fall Festival September 23-26, 2021 Jimmy Martinez said there will be Field Cleaning at Petrack Park September 6- October 4 10. For Possible Action – Discussion and deliberation to accept the amended By-Laws for the Pahrump Parks and Recreation Advisory Committee. Bonnie Darrell made a motion to accept the amended By-Laws. Dave Harris 2nd the motion. Approved 3-0. By-Laws may now be sent on to the BOCC 11. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of the Fairgrounds. After committee discussion – Public Discussion. Jimmy Martinez explained that we are still waiting on the environmental study, needs another evaluation. November/December time frame on this study. Area will be expanded to 40 acres because of Tortoises and other artifacts. 12. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of Kellogg Park. After committee discussion – Public Discussion. Jimmy Martinez stated that the roof has been installed on the bathroom, Dog Park started. Trenching this week, tree planning has begun before the sod goes in. Begin the parking lot by October. Completed by end of December. No money for 2nd phase. Second phase money comes from Taxes, impact fees, hotel fees. Match Grants. Write letters to get funding. We need to look for sources of money. Plant literature was brought in by Helen Schneider to show a variety of low water plants. 13. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the other parks in Pahrump (Ian Deutch Memorial Park, Simkins Park and Blosser Park). New irrigation in the infield. Jimmy Martinez gave an update on the Skate Park grant money. It has not come through, the people providing the grant came back to look at the park again. They are waiting for FED money. Jimmy Martinez explained that the Executive Golf Course deck will be repaired. 60 days to complete project, there will be a different way to get in. Simpkins Park has had lots of parties. Blosser Park located at David and Greta has a water fountain going in. Concrete pad is coming out. A member of the public tried to move a fence at the park but was stopped. Petrack Park has new arena lights, tennis court lights and basketball lights that are all automated. Phone number is posted in each are to call to have lights turned on. 14. For Possible Action – Discussion and deliberation to approve the August-December 2021 field allocation requests for Ian Deutch Memorial Park, Simkins Park, and Petrack Park. Moved item up following item 6. 15. For Possible Action – Discussion and deliberation of Movies in the Park for 2021. After committee discussion – Public Discussion. David Harris gave an update that the heat has been terrible for the movies. Up to 107 degrees. During the movie Onward there were 150-200 people, Maleficent 150 people, Antz 125-175 people. Jimmy Martinez stated that there are 3 weeks of movies left for the summer. No problems have arisen, no complaints from the snack bar. 16. GENERAL PUBLIC COMMENT (second). None. 17. ANNOUNCEMENTS (second). David Harris mentioned that Kiwanis Club provided breakfast for the county managers. He asked the managers to be supportive to the kid’s programs in the county. 18. ADJOURNMENT The meeting adjourned at 7:36. David Harris made the motion, it was seconded by Helen Schneider and approved 3-0.
