PAHRUMP VETERANS MEMORIAL ADVISORY COMMITTEE DRAFT MINUTES April 22, 2021 Pursuant to NRS, a meeting of the Pahrump Veterans Memorial Advisory Committee was held on April 22, 2021 at 4:00pm at the Bob Rudd Community Center. 1. Pledge of Allegiance and Call to Order The meeting was called to order at 4:00pm. 2. Roll Call In attendance were Chairman Carl Jones, Vice Chairman Alice Lubbers, Secretary Dina Williamson Erdag, Beverly Baker, and Liasian Frank Carbone. Excused Absent were Greg Cardarelli, Cles Saunders, Jannis Saunders, Stephen Hall, and Bruce Cox. 3. Approval of the agenda for April 22, 2021. The motion was made by Beverly Baker to move agenda items #10 and #17 to the next meeting. Motion was seconded by Alice Lubbers. Motion passed 4-0. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None. 5. For Possible Action – Discussion and deliberation of minutes of the Pahrump Veterans Memorial Advisory Committee, meeting of March 18, 2021. Beverly Baker moved that the minutes be approved as presented, Alice Lubbers seconded. Motion passed 4-0. 6. Announcements (first) Frank Carbone informed the Committee that a report was made to the BOCC on Tuesday, April 20, 2021, regarding the current actions and progresses of the PVMAC. 7. For Possible Action – Discussion and deliberation regarding approval of past actions on out-of-cycle events at the Pahrump Veterans Memorial by the Chairman, Vice Chairman or Activities Coordinators. It was discussed that Town personnel have not notified the Activity Coordinators of the PVMAC when the Memorial Area is being reserved. It was suggested that Liaison Frank Carbone might notify the Town personnel of this procedure. 8. For Possible Action – Discussion and deliberation of certificates of appreciation and plaques to be presented from the Pahrump Veterans Memorial Advisory Committee. None. 10. For Possible Action – Discussion and deliberation of review and training on OML procedures to help members become aware of how the committee meetings are to be conducted. Moved to next meeting. 11. For Possible Action – Discussion and deliberation of processing orders from members to purchase Advisory Committee shirts. The motion was made by Alice Lubbers that Beverly Baker should proceed with processing current orders from members to purchase Advisory Committee shirts, the motion was seconded by Beverly Baker. Motion passed 4-0. 12. For Possible Action – Discussion and deliberation on the attendance guidelines stated in the Bylaws. Dina Williamson Erdag made the motion that this agenda item be moved to the May meeting, Beverly Baker seconded the motion. Motion passed 4-0. 13. For Possible Action – Discussion and deliberation on a possible “In Kind” form for tracking members time on projects and events. Alice Lubbers provided a sample form. Dina Williamson Erdag suggested that an instruction sheet also be prepared to offer guidelines for completing the form, and that the form and instruction sheet be given to all members for review, Alice Lubbers felt no instruction sheet was needed. Dina Williamson Erdag made the motion this agenda item be moved to the May meeting, and that a copy of the sample form be provided to each member, Beverly Baker seconded the motion. Motion passed 4-0. 14. For Possible Action – Discussion and deliberation on adjusting member renewal dates to agree with the Bylaws. The Committee Bylaws require three members plus one alternate member have renewal dates in an odd-number year and four members plus one alternate member have renewal dates in an even-number year. Alice Lubbers moved that Carl Jones, Dina Williamson Erdag, Beverly Baker and Stephen Hall have their renewal dates changed to January 1, 2022. Beverly Baker seconded the motion. For Possible Action – Discussion and deliberation on process needed to update the information that appears on the Town website (outdates Bylaws, SOP’s, Committee Member names.) Carl Jones said he would like to take the lead on this agenda item and requested that it be moved to a future meeting. Alice Lubbers made that motion and Beverly Baker seconded. Motion passed 4-0. 16. For Possible Action – Discussion and deliberation on process that could be taken for advertising of the Contribution Wall bronze plaques. Alice Lubbers made the motion that this agenda item be moved to the May meeting agenda since the sub-committee was not present at this meeting. Beverly Baker seconded. Motion passed 4-0. 17. For Possible Action – Discussion and deliberation on proposed designs for the rebuild of the Multipurpose building regarding the remodel and work plan. Moved to next meeting. 18. GENERAL PUBLIC COMMENT (second). None. 19. ANNOUNCEMENTS (second). None. 20. ADJOURNMENT The meeting was adjourned at 4:38pm. APPROVED this 2021. Chair
