PAHRUMP OFF HIGHWAY VEHICLE PARK ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump, NV 89048 March 5, 2026 5:30 p.m. 1. Pledge of Allegiance and Call to Order. Pledge recited. 2. Roll Call. Jimmy Lewis, Brad Harris, Joe Steidl, Laurie McLaughlin, Joe Toste, Mitch Peterson. 3. Approval of the agenda for March 5, 2026. Removed item 14. This topic was discussed and rejected at the previous meeting. Motion to approve by Brad Harris. Approved with no objections. 4. For Possible Action – Discussion and deliberation to approve the minutes of the Pahrump Off Highway Vehicle Park Advisory Committee (OHVPAC) meeting of February 5, 2026. Motion to approve by Jimmy Lewis. Second by Brad Harris. No objections. 5. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). Tami Pitman – Voiced concerns with airborne asbestos from dust generated at the park. Linda Clark – Suggested that residences within three miles of the park should be provided with purifiers/ventilators (dust concerns). 6. COMMITTEE COMMENTS (This item is limited to announcements, brief discussions of public comments, correction of factual inaccuracies, direction to staff, or topics proposed for future committee meetings. deliberation of topics not on the agenda is prohibited by the Nevada Open Meeting Law). Brad Harris – Reminder that the track is thoroughly watered every time it is in operation. Report on the budget, town/county staff to provide a status on how the budget has been spent and what we can expect moving forward. Jimmy Lewis – Summarized the contents of an email from Jennifer Fanning as follows: Request for proposals advertised on February 26, 2026. There is a non-mandatory pre-bid meeting scheduled for March 11, 2026, at 10:00 a.m. and bids are due by March 26, 2026. Bids to be put before the Board of County Commissioners (BOCC) on April 21, 2026. The Phase II grant ended on February 28, 2026, and the final draw request and reports were submitted. We ended up spending $59,863.85 of the grant so we will be de-obligating $22,036.15 which will go into their next round of Off Highway Vehicle (OHV) funding from the OHV Commission. The improvement and grading plans will be provided to potential bidders. They also updated a portion of the drainage study specifically at the OHV Park which will be available as well. 8. Liaison/Nye County Staff/Town Staff Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). Debra Strickland – Noted that the Nevada OHV Commission would be visiting Pahrump on April 8, 2026, at 10:00 a.m. at the Commissioners’ Chambers. 9. Report by Commissioner Strickland on the Fairgrounds/Off Highway Vehicle Park related updates from the latest Board of County Commissioners meeting, and to introduce a proximity map as backup from the previous BOCC meeting. Debra Strickland – If landfill goes through, a portion of the land would be released fully to the town of Pahrump and public and private partnership of the use of the land could be entertained at that time. Jimmy Lewis – Reminder that the track layouts in the project plans are a guide and may be subject to change based on site conditions discovered at the construction stage. 10. Update by Chair Jimmy Lewis to provide further details on the Off Highway Vehicle Commission coming out for meeting in Pahrump in late April or early May. Jimmy Lewis – Confirmed that Nevada OHV Commission would be visiting Pahrump on April 8, 2026, at 10:00 a.m. and proposed a short ride day session at the park when the commission is present. ---PAGE BREAK--- PAHRUMP OHV PARK ADVISORY COMMITTEE AGENDA ITEM # SUBJECT March 5, 2026 3 11. For Possible Action – Discussion and deliberation regarding track design bidding with different track builders to use latest Off Highway Vehicle Park grant funding. Jimmy Lewis – Bid listed, and up for consideration, covered in item Maryan Hollis – Questioned the amount of grant money available for the current phase of the project. Jimmy Lewis confirmed the current phase funding at $88,000. Maryan Hollis - Asked about number of tracks. The original plans show five, but current bid shows two. Jimmy Lewis explained that there is only funding to build two tracks (“Vet” and ATV/SXS) for now. Linda Clark - Asked if more tracks would be coming with future funding. Brad Harris explained that that the overall area containing the tracks would remain the same regardless of the number of tracks built within the park’s boundaries. 12. For Possible Action – Discussion and deliberation regarding the status of water and electrical lines being installed to the OHV Park site. Debra Strickland – Recreation Meeting on March 10, 2026, would provide a more current update, nothing to report for now. No public comment. 13. For Possible Action – Discussion and deliberation regarding the scheduling of the next youth track ride day. Motion by Jimmy Lewis to set the next ride days for March 15 and 22, 2026 from 9:00 a.m. – 5:00 p.m. and April 8, 2026, from 4:00 p.m. – 6:00 p.m. Second by Brad Harris. Approved by all. Maryan Hollis – Asked if staff would enforce rules about speeding in the parking area. All on the committee agreed that this will be an important area of focus going forward. Mario Chiancone – Proposed a night ride session and offered donation of lights from United Rentals. Jimmy Lewis requested this be added as an agenda item for the next POHVPAC meeting. Jimmy Lewis also thanked Mario for equipment support on this item and the project in general. 14. For Possible Action – Discussion and deliberation regarding the possible scheduling of youth track ride days that would not include track preparation (i.e. watering and ripping). This item was removed from the agenda. 15. ANNOUNCEMENTS. Brad Harris – Noted strong turnout again at the previous ride day. 16. For Possible Action – Discussion and deliberation to set the date and time for the next meeting. Motion by Joe Steidl to set the next meeting for April 2, 2026, at 5:30 p.m. at the Veterans Memorial Building. Brad Harris second. Maryan Hollis – Asked about publicizing of the maps presented at the meeting. Commissioner Strickland mentioned that the maps have previously been shared at BOCC meetings and that it is to be expected that the maps would change over time. Jimmy Lewis reminded all in attendance that the scope of POHVPAC meetings is to be constrained to topics within the OHV Park’s forty-acre boundaries. Maryan Hollis - Noted the park’s close proximity to residential properties. Jimmy Lewis responded that nothing has changed from the original plans (regarding the park’s distance to neighboring properties). 18. ADJOURNMENT. Meeting adjourned.
