Page 1 February 19, 2020 Pursuant to NRS, a meeting of the Pahrump Parks & Recreation Advisory Committee was held on February 19, 2020 at 6:30pm at the Bob Ruud Community Center, Rm A, located at 150 N. Hwy 160 Pahrump, NV 89060. Chairman Michael Hyde, Vice-Chairman Jaydee Webb, Secretary Helen W. Schneider, Eugene Frank, Vanessa Simmons, David Harris, and Brian Thompson. 1. Pledge of Allegiance The pledge was recited at 6:30pm. 2. Roll Call Members present David Harris, Helen Schneider, Michael Hyde, Vanessa Simmons and Eugene Frank. Jaydee Webb, Brian Thompson, and Debra Strickland (Nye County Board Member) were absent. Guests: Jimmy Martinez 3. Approval of the Agenda for February 19, 2020. Michael Hyde made a motion to accept the agenda. David Harris seconded and the motion was approved 5-0. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None. 5. For Possible Action- Discussion and deliberation of minutes of the Pahrump Park & Recreation Advisory Committee meeting of January 15, 2019. Vanessa Simmons made a motion to accept the minutes after the following changes: No. 5 Brain to Brian, No. 11 this groups to the group and track to tracks. Eugene Frank seconded the motion and was approved 4-0-1. 6. Announcements (first) Open Meeting rules will be discussed on February 28th at 1:30 pm. Commissioner Debra Strickland is our BOCC Liaison. 7. Committee Comments. Michael Hyde told us the Pahrump Art Council must have the deed to VEA land. VEA wants to use the back of the land to store equipment. August 7th, 2020 VEA wants a shovel ready project and must have something ready to put up on August 7th. ---PAGE BREAK--- Page 2 February 19, 2020 Item No. 7 Continued: Helen Schneider discussed the meeting with the Tourism Board. The number of tourists going to Death Valley from Pahrump is 18 to 29 thousand per month in cars, trucks and RV. Helen Schneider stated the Board like the idea of a Theater Complex on the VEA property plus other things offered in the building plans. Helen Schneider has applied for the alternate position on the Tourism Board. 8. Possible Action – Discussion and deliberation to Elect Board Position for Pahrump Parks and Recreation Advisory Committee. Eugene made a motion to have David Harris and Brian Thompson as alternate to the Park and Recreation Advisory Committee. Vanessa Simmons seconded and was approved 5-0. 9. Possible Action – Discussion and deliberation of changing the meeting day and location of the Pahrump Parks & Recreation Advisory Committee. A motion was made by Vanessa Simmons to move the Park and Recreation meeting to Chief Tecopa Cemetery’s Multipurpose Building at the same time and date we are current doing. Eugene Frank seconded the motion and was approved 5-0. 10. For Possible Action – Discussion and deliberation of the Park Reservation Requests for field usage. None. Baseball has worked it out. 11. Possible Action- Discussion and deliberation of the Pahrump Park & Recreation Advisory Committee by-laws. Eugene Frank and Vanessa Simmons will look at the by-laws and present something to the committee next month. 12. Possible Action- Discussion and deliberation of Movies in the Park for 2020 Raiders of the Lost Ark, Star Trek-4, Back to the Future-1, Star Wars-I, A Beautiful Day in the Neighborhood, Playing with Fire, Small Foot, and St. Stubby-An American Hero were approved and the starting date of May30th and ending August 8th (unless weather cancel a movie). Eugene Frank made the motion and was seconded by Vanessa Simmons. The vote was 4-0-1. 13. Possible Action – Discussion and deliberation regarding July 4, 2021. Eugene Frank made a motion to not do anything in 2020, but to consider 2021. Vanessa Simmons seconded the motion and was approved 5-0. ---PAGE BREAK--- Page 3 February 19, 2020 14. Possible Action – Discussion and deliberation regarding the Fairgrounds. Purpose-To obtains development updates and current status and discusses fairground development progress. Buildings on the fairground can be built by the county and then rent the buildings out by the county. Also, FFA and 4-H need to use the new fairgrounds for their activities. The fairgrounds will need a close firehouse and Rt. 106 might have to be widen. The Nevada Standardbred Association will have water to the barns. Racing would be from October to April with 80 to l00 days of racing and the track available for other things the rest of the time. We are NO. 1 in this state for horse racing in the future, and an International TV company is coming. 15. For Possible Action – Discussion and deliberation regarding the Kellogg Park Development Project. Purpose – To obtain development updates and current status and discuss park development progress. Plans for Phase 1, and other park related subject matter. There will be four light poles done March 9, 2020. Water will be done as soon as possible. Most holes are covered or barricaded up (some have disappeared). Eugene Frank will report from Jimmy on the status of progress, money spend and what moneys are left. Current status on hand out! Form was given to Jimmy by Eugene to show this progress on Phase 1a. David Harris made a motion to accept the park form for future status of Kellogg Park. Helen Schneider seconded the motion and was approved 5-0. 16. For Possible Action – Discussion and deliberation regarding Ian Deutch, Petrack, Simkins, and Blosser parks, etc. (Item 11) Ian Deutch Park – Lighting at the skate park area will cost $200,000 and money will come from grant (which are due in March and paid out in June) and general funds. 4ft light poles are $90,000 alone. Field one is closed until the first baseball game of the season. Reason: seeding, leveling, and sand for the field. Petrack Park – fully running Simkins Park- getting ready for play. Blosser Park- Rules on the dog will go up in March. Plus a drinking fountain ($6,000) and poop station will be added. ---PAGE BREAK--- Page 4 February 19, 2020 17. General Public Comment (second). None. 18. Announcements (second). None. 19. ADJOURMENT Meeting adjourned at 8:18 pm. Our next regular meeting is March 19th, 2020 at the Chief Tecopa Cemetery Building at 6:30pm. APPROVED this 2020.
