PAHRUMP PARK AND RECREATION ADVISORY COMMITTEE DECEMBER 19, 2022 DRAFT MINUTES Pursuant to NRS, a meeting of the Pahrump Park and Recreation Advisory Committee was held on December 19, 2022, at 6:30 pm at the Bob Ruud Community Center. 1. Call to Order and the Pledge of Allegiance The Pledge of Allegiance was recited at 6:30 pm 2. Roll Call Members Present: Chair Vanessa Simmons, Secretary Dave Harris, Dave Clasen, Loyce Seastrunk, Harris, Jimmy Martinez – Buildings and Grounds, Courtney Kenny – Administrative Assistant. Members Absent: Pam Hiler, Donna Cox – Board of County Commissioners Guests: Dorthy Van Zuilen – Pahrump Youth Softball Association, Shirley Seastrunk – Pahrump Valley Little League, William Simpson – Rock Ridge Schutzen, Amy Carlson – Pahrump Jr. Trojans Soccer Club 3. Approval of the agenda for December 19, 2022 Loyce Seastrunk made a motion to approve the agenda for December 19, 2022. Dave Clasen seconded the motion. Vote 4-0 4. GENERAL PUBLIC COMMENT (three minute time limit per person). Action will not be taken on the matter considered during this period until specifically included on an agenda as an agenda item (First). Public Comment - None 5. For Possible Action – Discussion and deliberation of minutes of the Pahrump Park and Recreation Advisory Committee meeting of November 21, 2022. Loyce Seastrunk made a motion to accept the minutes as written. Dave Clasen seconded the motion. Vote 4-0 ---PAGE BREAK--- 6. Announcements (First) No announcements at this time. 7. Committee Comments (This item limited to announcements or topics/issues proposed for workshops/agendas). Dave Harris commented that the Nye County Parks & Recreation Advisory Committee has met for the first time in years on December 7, 2022 in the Simpson Center of the Hadley subdivision of Round Mountain, NV. The major concern of this advisory committee is the improvement of the Carver’s Recreation Area (rodeo and trap shoot area). 8. For Possible Action – Discussion and deliberation of the field allocations requests for January through June 2023. After Committee Discussion – Public Discussion. Jimmy Martinez from Buildings and Grounds stated the need to do field allocation at this time was due to the fact my organizations wanted to start using park facilities beginning in January. Jimmy Martinez stated at this time no new groups have requested field access but it looks like some of the group’s number of signups will have increased. Petrack Park will be the biggest challenge due to the fact the number of groups, types of activities, number of participants. Groups using park facilities will need to be willing to work together about needed times and space needed. At times different groups may have to different parks due to time and space conflicts. Individual reported number of participants for spring groups are normal to some increase. In the future a lack of space may require a limit to the number of participants a league could have. Jimmy Martinez stated the Building and Grounds would do their very best in trying to meet the needs of all the groups that have requested field allocation this spring if all possible. Public Comment – A question was raised why youth groups do not use public school fields and facilities. Cost and insurance are two problems. No Action Taken 9. For Possible Action – Discussion and deliberation of Major Event Park Reservation Requests. Jimmy Martinez states there are no major park events scheduled through February 2023 currently at this time but the board will be updated at the January board meeting. Major events hosted in the parks may have to scheduled up to 3 months in advance. No Public Comment No Action Taken ---PAGE BREAK--- 10. GENERAL PUBLIC COMMENT (Second) No Public Comment 11.
