Page 1 May 7, 2020 Pursuant to NRS, a meeting of the Pahrump Parks & Recreation Advisory Committee was held on May 7, 2020 at 6:30pm by teleconference. Chairman Michael Hyde, Vice-Chairman Jaydee Webb, Secretary Helen W. Schneider, Eugene Frank, Vanessa Simmons, David Harris, and Brian Thompson. 1. Pledge of Allegiance The pledge was recited at 6:30pm. 2. Roll Call Members present David Harris, Helen Schneider, Michael Hyde, Vanessa Simmons and Eugene Frank. Jaydee Webb and Brain Thompson were absent. Guests: Jimmy Martinez, Debra Strickland and John Koenig. 3. Approval of the Agenda for May 7, 2020. Eugene Frank made a motion to accept the agenda. David Harris seconded and the motion was approved 5-0. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None. 5. Announcements (first) Thank everyone for attending this meeting. The Governor will open the parks on Saturday at 7:00 a.m. The restrooms will be open, no playground equipment can be used and everyone will have to 6 feet apart. 6. For Possible Action- Discussion and deliberation on report to the board by Mr. Jimmy Martinez on the Pahrump Parks. Dog Park is closed. Vanessa Simmons said some people were being charged to use the park for the key for the chain on the park gate. Rules for the dog park will be posted soon. Kellogg Park grooming and grading are done. There is $58,200.00 left in the park account. Jimmy needs to use the form to report work – including starting date, the bid on grading and electric, and all in-housework on the park. ---PAGE BREAK--- Page 2 May 7, 2020 7. For Possible Action – Discussion and deliberation on VEA August 6th 2019 letter of intent. New VEA board will be elected in May. Mike’s letter and reply from CEO of VEA were discussed. Debra Strickland stated that we as a board are not to present to VEA but to the Nye County Commissioners Board and John Koenig agreed. Mike stated the board did present to the NCCB and the Pahrump Art Council. 8. Possible Action – Discussion and deliberation regarding the Fairgrounds involving the racetrack, horse barns and possible scheduling of events in the future fairgrounds. Mike Hyde discussed the Nevada Standardbred Association. 9. For Possible Action – Discussion and deliberation of the need for the Nye County Park and Recreation Advisory Committee and the separate Pahrump Park and Recreation Advisory Committee since there is no town of Pahrump. Last Nye County Park and Recreation Advisory Board was in 2014. There was $10,000.00 grant money where is the money. We were told the moneys were for Beatty’s park, Tonopah’s pool and park, and Amargosa Arena. John Koenig discussed that there was a town on Pahrump. 10. General Public Comment (second). John Koenig said we need to review open meeting training book Mike Hyde stated for a year and a half we have had no commissioner attend our meetings. ARV received a grant for $150,000.00 for their sport area at the fairgrounds. 11. Announcements (second). Eugene Frank asked the Park and Recreation by-Laws be put on the agenda for June 17, 2020. 12. ADJOURMENT Meeting adjourned at 7:37 pm. Our next regular meeting is June 17th, 2020 at the Chief Tecopa Cemetery Building at 6:30pm. APPROVED this 2020. Chair
