PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE Meeting Minutes for October 8, 2024 Pursuant to NRS, October 8, 2024, a meeting of the Pahrump Public Lands Advisory Committee was held at the Veterans Memorial Building, 751 East Street, Pahrump, NV 89048 1. Pledge of Allegiance and Call to Order. 5:05 p.m. 2. Roll Call. Mike Zaman, Robert Adams, Jim Hannah, Frank Slaghuis, Commissioner Deb Strickland, and Bureau of Land Management PFO Manager Nick Pay. Tim Davidheiser, excused absence 3. Approval of the agenda for October 8, 2024. No changes. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person). Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). None. 5. For Possible Action - Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee meetings of September 10, 2024. Jim Hannah moved to approve with correction of Blake Butler’s last name. 2nd by Frank Slaghuis. Yes by all. 6. Announcements (First). Bonanza Solar project 60-day comment period closes December 19, 2024. Bureau of Land Management presentation on the Western Solar Plan October 16, 2024 at Bob Rudd Community Center. Nye County Water Board approved drilling a well(s) in Basin 162 in vicinity of utility level solar construction to reduce truck traffic. 7. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). None. 8. Presentation by Nye County Board of County Commissioners (BOCC) Chair Debra Strickland on her September visit to Washington, D.C. to meet with high level federal public land managers. Commission Strickland reported a successful trip. Addressing LATCH funds and PILT discrepancies were highlighted. 9. For Possible Action – Discussion, deliberation, and possible decision to propose a Board of County Commissioners agenda considering new language for Nye County Code 10.10 (use of county roads by Off Highway Vehicles). Nye County: County Code (municipalcodeonline.com) Jim Hannah moved we ask Staff to edit NCC 10.10 to simplify and distinguish County roadways from State highways. 2nd by Frank Slaghuis. For Possible Action – Discussion, deliberation, and possible decision to propose Off Highway Vehicles licensing language for the Nevada Division of Outdoor Recreation. Commissioner Strickland will check Utah regulations as a possible template. Jim Hannah moved to continue. 2nd by Frank Slaghuis. Yes by all. 11. For Possible Action – Discussion, deliberation, and possible decision regarding: a) Inspection and minor repairs to the range fence along Roadrunner Road. No decision made. b) Recommendation to Board of County Commissioners (BOCC) to work with Bureau of Land Management (BLM), civic and recreation groups, grant sources, etc. to replace the missing cattleguard on the old Highway 160 west of the intersection of SR-160 and Roadrunner Road. See attached backup. Jim Hannah moved that we propose installation of a cattleguard to accommodate standard pickups. 2nd by Frank Slaghuis. 3 ayes. Robert Adams voted no. 12. For Possible Action – Discussion, deliberation, and possible decision regarding a Southside Trailhead development. Commissioner Strickland reported this will be on the October 15, 2024 Board of County Commissioners agenda as item #21. Frank Slaghuis moved to continue. 2nd by Jim Hannah. Yes by all. 13. For Possible Action – Continued discussion, deliberation, and possible decision to approve or change Pahrump Public Lands Advisory Committee’s Board of County Commissioners (BOCC) agenda item recommending certain parcels be zoned as Open Space per NCC 3.12.010.B.2. as step one in the designation of a southside recreation management area to preserve our rural western quality of life including Pahrump’s viewscape and outdoor recreation opportunities. See attached backup. Jim Hannah moved we approve the proposed agenda item as written. 2nd by Frank Slaghuis. Yes by all. 14. For Discussion – BLM proposed western solar plan. Bureau of Land Management releases proposed Western Solar Plan I Bureau of Land Management (blm.gov). The public comment period closed September 30, 2024. 15. For Possible Action – Discussion, deliberation, and possible decision to recommend the best planning for use of public land regarding the Gridliance expansion and improvement agreement with Nye County. Commissioner Strickland will be meeting with Gridliance. Jim Hannah moved to continue the item. 2nd by Frank Slaghuis. For Possible Action – Discussion and deliberation to consider the following applicants to fill four positions, two alternates and two upcoming expirations, and provide appointment recommendations to the Board of County Commissioners (BOCC): Philip Alexander, Timothy Davidheiser, Jim Hannah, Mitchel L. Peterson, Nicole Underwood. Robert Adams moved to recommend the reappointment of Timothy Davidheiser and Jim Hannah and continue the appointment of the alternate seats when applicants are present. 2nd by Frank Slaghuis. Yes by all. 17. For Possible Action – Discussion, deliberation, and decision to set a time and date for the next meeting. Frank Slaghuis moved we meet November 12, 2024. 2nd by Mike Zaman. Yes by all. 18. GENERAL PUBLIC COMMENT (Second). None. 19. ANNOUNCEMENTS (Second). Commissioner Strickland planned a flight over Ash Meadows. 20. ADJOURNMENT. 6:20 p.m.
