Page 1 March 20, 2019 Pursuant to NRS, a meeting of the Pahrump Park & Recreation Advisory Committee was held on March 20, 2019 at 6:30pm at the Bob Rudd Community Center located at 150 N. Hwy 160 Pahrump, NV 89060. Chairman Jaydee Webb, Secretary Helen W. Schneider, David Harris, Nancy Roth, Jennifer Nation, Rich Lauver and Eugene Frank. 1. Pledge of Allegiance The Pledge was recited at 6:30 pm. 2. Roll Call Members present Jaydee Webb, David Harris, Helen Schneider, Jennifer Nation, and Eugene Frank arrived at 6:46 pm. Nancy Roth, Rich Lauver and Donna Cox (Nye County Board Member) were absent. Guest: Jerry Nation, and Matt from the Town of Pahrump. 3. Approval of the Agenda for March 20, 2019. David Harris made a motion to accept the agenda as written. Jennifer Nation seconded and the motion was approved 4-0. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). Chili Cook Off is big deal in the U.S. and the support for our local one is great. April is National Pickle Ball Month. Little League starts this weekend over 350 participants this year (Good luck to everyone). 5. For Possible Action – Discussion and deliberation of any Park Reservation Requests for 2019 Spring Schedule. The current schedule is working. Baseball and soccer worked it out. Traveling baseball team is using the fields but with no schedule dates, no insurance, and no lights. 6. For Possible Action – Discussion and deliberation of minutes of the Pahrump Park & Recreation Advisory Committee February 13, 2019. David Harris made a motion to approve the minutes of February 13, 2019 with a change to all typos errors to be corrected. Jennifer Nation seconded the motion and approved 4-0. 7. For Possible Action – Discussion and deliberation of filed allocations for field usage. None ---PAGE BREAK--- Page 2 March 20, 2019 8. Announcements (first) Nancy Roth resignation letter was read. Letter is to be taken to county office and ad put in the newspaper for a replacement member to our committee. Jaydee Webb will be gone for at least two months on family business. Helen Schneider will be gone from April 3 to April 16th. Horse Arena closed for the next 14 days. 9. Committee Comments. Next agenda should include replacement position on the committee. Pickle ball to be added to agenda. Sub-committees must have public meetings. Fact- Finding committees are not public meetings. 10. For Possible Action – Discussion and deliberation regarding the Fairgrounds. Purpose-To obtain development updates and current status and discusses fairground development progress. Drainage study meeting was today. Meeting April 11 is on the fairground to consider plans and grading. Well draws 150 gallons per minute. The Spring Mountain Race Course has their own plans for water and the run off from the mountains. The fairgrounds plans have four different areas in the fairgrounds plans for drainage. 11. For Possible Action – Discussion and deliberation regarding the Kellogg Park Development Project. Purpose – To obtain development updates and current status and discuss park development progress. Plans for Phase 1, and other park related subject matter. Kellogg well was switched on Monday March 18th. Again there was only one bid for cleaning and grubbing Kellogg Park. The bid was not in line with the engineering company suggested cost. Construction manager is breaking up the project into smaller parts. Remember the company must be bonded and pay higher wages. Matt is checking with the engineer’s on what a fair bid should be and then tell the Nye County Commissioners what is fair .This park needs to get started on Phase 1A and have a ground breaking ceremony soon. 12. For Possible Action – Discussion and deliberation regarding Ian Deutch, Petrack, Simkins, and Blosser parks, etc. Ian Deutch Park – is ready for Little League. Painting was done on snack bar. New bleacher backs and shade over bleachers is done. Simkins Park lights- lights on the park were tested yesterday. Hooray! Petrack Park- Tennis courts will be resurfaced will tennis and pickle ball lines. This project should be done soon. Blosser Park has been turned into a 3 acre dog park. Fencing will split the area into two and gravel will be added to parking area. ---PAGE BREAK--- Page 3 March 20, 2019 13. Possible Action – Discussion and deliberation regarding July 4, 2019. David Harris made a motion that Pahrump Parks and Recreation Advisory Committee will pass on the 4th of July at Petrack Park for this year and will work toward July 4, 2020. Jennifer Nation seconded the motion and was approved 5-0. 14. For Possible Action – Discussion and Deliberation regarding Movies in Park for 2019. The Nye County Commissioners have approved $l5,000.00 for the 2019 Movies in the Park. This will cover advertising, movie rights, and the company to do the films for us ($6,500.00 for equipment usage). We will have Swank provide the movies and the movie rights. Movie schedule may change in the order that they are shown and June 8 will be changed to June 7. 15. General Public Comment (second). None. 16. Announcements (second). None. 17. ADJOURN Meeting adjourned at 7:53 pm. Our next regular meeting is April 17, 2019 at the Bob Ruud Community Center at 6:30pm. This meeting will be in Room A. APPROVED this 2019. Chair
