PAHRUMP VETERANS MEMORIAL ADVISORY COMMITTEE DRAFT MINUTES June 16, 2022 Pursuant to NRS, a meeting of the Pahrump Veterans Memorial Advisory Committee was held on June 16, 2022, at 4:00pm at the Bob Ruud Community Center. 1. Pledge of Allegiance and Call to Order The meeting was called to order at 4:00pm by Chair Carl Jones. 2. Roll Call Those in attendance were Chair Carl Jones, Co-Chair Alice Lubbers, Secretary Dina Williamson Erdag, Beverly Baker, Stephen Hall, Eddie Williams, Liaison Frank Carbone, and Bldg./Grounds Jimmy Martinez. Excused absent were Greg Cardarelli and Jannis Saunders. Absent was Bruce Cox. 3. Approval of the agenda for June 16, 2022. Dina Williamson Erdag made the motion the agenda be approved as presented; Alice Lubbers seconded. Motion passed 6-0. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None. 5. For Possible Action – Discussion and deliberation of minutes of the Pahrump Veterans Memorial Advisory Committee, meeting of April 21, 2022. Alice Lubbers made the motion the April 21, 2022, minutes be approved as presented, Stephen Hall seconded. Motion passed 6-0. 6. Announcements (first) Alice Lubbers reminded everyone that there would be road construction on Hwy 160 between Hwy 372 and Basin from 6/27/22-8/1/22. Alice Lubbers also stated that she has informed Bldg./Grounds for the Veterans Memorial that there are burials in the Veterans Section of the Chief Tecopa Cemetery that are mis- aligned. Everything in a Veterans Cemetery should be neat and tight, that is the military way of doing things. She also said she had been notified by the public that there are five burial spots without grave markers. Upon research with the Town staff, it was found that the markers have been ordered but have not yet arrived. For Possible Action – Discussion and deliberation regarding approval of past actions on out-of-cycle events at the Pahrump Veterans Memorial by the Chairman, Vice Chairman or Activities Coordinators. None. 8. For Possible Action – Discussion and deliberation of certificates of appreciation and plaques to be presented from the Pahrump Veterans Memorial Advisory Committee. Stephen Hall made the motion that Betty Winterhalter, Irene Piechota, and Angela Rocha (and family) each be presented with a Certificate of Appreciation for their assistance with flag placement at the Veterans Memorial for the 2022 Memorial Day, and that they be presented to them at the Pahrump Veterans Memorial Advisory Committee meeting on July 21. Beverly Baker seconded the motion. Motion passed 6-0. 9. For Possible Action – Discussion and deliberation for an update on the progress of Memorial Building renovations. Jimmy Martinez informed this Committee that construction bids go out next week, bids will be reviewed by the BOCC an awarded in August, work should start in September or October. Carl Jones requested that this agenda item be added to each agenda until renovations are completed. 10. For Possible Action – Discussion and deliberation for an update on the progress of the painting of the pergolas. Jimmy Martinez informed this Committee that the painting of the pergolas was completed, as well as the work on the War Memorial Walk has been completed. 11. For Possible Action – Discussion and deliberation of sub-committee reports due at the May 19, 2022 meeting of the Pahrump Veterans Memorial Advisory Committee. None 12. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) Chair Carl Jones wanted to tell all members of this Committee that they are doing a great job and at the top. ---PAGE BREAK--- PAHRUMP VETERANS MEMORIAL ADVISORY COMMITTEE DRAFT MINUTES June 16, 2022 13. For Possible Action – Discussion and deliberation regarding the approved amendments to the Veterans Memorial Standard Operating Procedures (SOP’s) regarding guidelines for types of decorations that can be placed on the gravesite and columbarium areas in the Veterans section of the Chief Tecopa Cemetery. Status update of request for Board of County Commissioners approval. Liaison Frank Carbone informed the Committee that we needed to send Courtney in the Town Office a copy of the proposed amendments and request that they be added as an agenda item on a future meeting of the BOCC acting as the Pahrump Town Board for approval. Alice Lubbers stated she will take care of this process. 14. For Possible Action – Discussion and deliberation of Town of Pahrump mandatory attendance by all advisory committee members at an Open Meeting Law training session, and status of availability of online training. Liaison Frank Carbone informed the Committee that OML training will be offered again in the Fall and those members who did not attend the training at the beginning of 2022 must attend in order to remain on any Advisory Committees. 15. For Possible Action – Discussion and deliberation of status of pricing and advertising for a new order of Donation Benches for the Pahrump Veterans Memorial. Carl Jones reported to the Committee that there has been a large increase in pricing for bench/lettering/shipping of the Donation Benches and it will be a while until we place another order due to the current pricing. 16. For Possible Action – Discussion and deliberation on issuing “on-the-spot” Certificates if Appreciation for immediate thank you for committee participation, contributions, or actions. This process would not require a committee agenized item or approval from our members, rather the approval would be via the Pahrump Veterans Memorial Advisory Committee, Chair or Vice-Chair. After some discussion with various opinions on how we should proceed with this agenda item it was decided to move this agenda item to the July meeting so that members could prepare suggestions for a procedure to follow that would be acceptable. 17.
