1. Pledge of Allegiance and Call to Order. The pledge was recited. 2. Roll Call. Brad Harris, Ryan Williams, Charles Ballew, Jimmy Lewis, Matt Mattoon, Erica Muxlow, Jimmy Martinez, Deb Strickland. 3. Approval of the agenda for September 14, 2023. Brad Harris motioned to approve the agenda for September 14, 2023. Jimmy Lewis second. There was no opposition. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First) There was no public comment. 5. For Possible Action - Discussion and deliberation of minutes of the Pahrump OHV Park Advisory Committee meeting of March 30, 2023. Erica Muxlow motioned to approve the minutes for March 30, 2023. Brad Harris second. There was no opposition. 6. For Possible Action – Discussion and deliberation regarding either reviewing new committee member applications, promoting alternates to voting members of the OHV Advisory Committee, or retiring resigned members. Brad Harris motioned to promote Loyce Seastrunk and Charles Ballew from alternates to voting members of the OHV Advisory Committee. Jimmy Lewis second. There was no opposition. 7. Liaison/Nye County Staff/Town Staff Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). There were no staff comments. 8. Announcements There were no announcements. ---PAGE BREAK--- 9. For Possible Action – Discussion and deliberation regarding the budget. Tom Bolling will provide a status on how the budget has been spent and what we can expect moving forward. Brad Harris motioned to approve additional backup. Erica Muxlow second. There was no opposition. Deb Strickland stated that one sound barrier is up, which satisfies the requirement for grant. The budget balance is $51,060.90 which will be utilized to cover the barrier fencing. We are waiting for the weather to cool down before proceeding. We have all the materials we need except for concrete. Jimmy Martinez stated that the plan is to start the barrier fencing in October and buy more concrete and a concrete mixer with grant funding. We will meet the requirements we need to meet before December. Jimmy Lewis asked if putting up the fencing would interfere with the culvert or other work. Deb Strickland suggests that Jimmy Lewis work directly with Tom Bolling to ensure we have the proper order of operations. The Board of County Commissioners requested an extension to spend the grant money we have, in case that is needed. Jimmy Lewis, offered that he owns a cement mixer that can accommodate 1-2 bags at a time and can bring that to town for use. Jimmy Martinez agreed that this would be helpful. 10. For Possible Action – Discussion and deliberation regarding purchasing a tractor. The committee discussed possible methods of purchasing tractors to reduce cost such as auctions, bulk buys and fractional ownership. Ryan Williams stated that partial ownership may not satisfy the grant requirements and we should look into this. Jimmy Lewis motioned that the OHV Advisory Committee do research on tractors and ask grant staff to see if they can find another grant source to purchase a tractor for OHV. Erica Muxlow second, there was no opposition. 11. For Possible Action – Discussion and deliberation regarding a new plan moving forward to best utilize the remaining funds. Jimmy Lewis motioned to continue using the remaining funds to finish the sound barrier, drainage culverts, and continue clearing and preparing the area, Brad Harris second. Brad Harris motioned to set the next meeting to October 12th at 6pm. Jimmy Lewis second, there was no opposition. 13. GENERAL PUBLIC COMMENT (Second) Deb stated that the Fall Festival is coming up and there will be a booth set up for Town of Pahrump committees that want to sit at that booth and talk to the public. Brad Harris stated that we have discussed the Fall Festival and do not believe we have enough information to share. 14. ADJOURNMENT Meeting adjourned.
