PAHRUMP VETERANS MEMORIAL ADVISORY COMMITTEE October 20, 2022 Meeting Minutes 1. Pledge of Allegiance and Call to Order. The meeting was called to order at 4:00pm by Chairman Carl Jones. 2. Roll Call. Those in attendance were Chair Carl Jones, Vice Chair Alice Lubbers, Secretary Dina Williamson Erdag, Beverly Baker, Jannis Saunders, Bruce Cox, Eddie Williams, Liaison Frank Carbone, and Jimmy Martinez. Absence excused were Greg Cararelli and Stephen Hall. 3. Approval of the Agenda for October 20, 2022. Beverly Baker made the motion to approve the October 20, 2022 agenda, and Bruce Cox seconded. Motion passed 7-0. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None. 5. For Possible Action – Discussion and deliberation of the minutes of the Pahrump Veterans Memorial Advisory Committee meeting of September 15, 2022. Alice Lubbers mad the motion to approve the September 15, 2022 minutes, and Eddie Williams seconded. Motion passed 7-0. 6. Announcements (first) Alice Lubbers announced that Veterans Day flags will be placed on November 9 at 8:00am and will be taken down on November 14 at 8:00am. She asked for volunteers to help. 7. For Possible Action – Discussion and deliberation regarding approval of past actions on out-of- cycle events at the Pahrump Veterans Memorial by the Chairman, Vice Chairman or Activities Coordinators. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). Frank Carbone announced that Open Meeting Law training must be attended yearly by all members, it is a requirement for being accepted to serve on the committee. Dina Williamson Erdag announced that of the four committee members due for re-instatement to this board only three have submitted their applications, Jannis Saunders has not yet been received at the Town Office. 9. Discussion and deliberation of certificates of appreciation and plaques to be presented from the Pahrump Veterans Memorial Advisory Committee. Carl Jones said he is working on getting a plaque made for John Koenig the prior Liaison, there has been a problem with getting the DAV nonprofit certificate in order to buy the plaque at a discounted price. 10. Discussion and deliberation for update on the progress of Memorial Building renovations. Jimmy Martinez says that the plans are in Building & Safety at this time, but anticipates that we may be able to break ground in three weeks. They plan to remove all the contents in the building next week. 11. Discussion and deliberation of Sub-committee reports of the Pahrump Veterans Memorial Advisory Committee. Carl Jones reported that a new bench order is still pending. 12. For Possible Action – Discussion and deliberation regarding possible change to SOP’s, Subparagraph “I Holidays”, page b. (submitted by Alice Lubbers) Eddie Williams made the motion that the SOP’s be amended as follows: I. Holidays b) During Veterans Day, flags will be placed by Pahrump Veterans Advisory committee members or their designated volunteers November 10th and picked up on November 13th two days before and picked up two days after the holiday. The motion was seconded by Barbara Baker. Motion passed 7-0. ---PAGE BREAK--- PAHRUMP VETERANS MEMORIAL ADVISORY COMMITTEE MINUTES SEPTEMBER 15, 2022 13. For Possible Action – Discussion and deliberation regarding renewal of January 1, 2023 expiring terms of current members Alice Lubbers, Dina Williamson Erdag, Jannis Saunders, and alternate member Eddie Williams. The motion was made by Beverly Baker and seconded by Eddie Williams to accept the application for renewal for Alice Lubbers. Motion passed 6-0. The motion was made by Bruce Cox and seconded by Alice Lubbers to accept the application for renewal for Dina Williamson Erdag. Motion passed 6-0. The motion was made by Alice Lubbers and seconded by Bruce Cox to accept the application for renewal as an alternate for Eddie Williams. Motion passed 6-0. No action was taken for Jannis Saunders because she did not submit an application. 14. For Possible Action – Discussion and deliberation regarding meeting attendance as outlined in Pahrump Veterans Memorial Advisory Committee Bylaws, with review of and comparison to the 2022 Meeting Attendance Record. (Submitted by Dina Williamson Erdag) Dina Williamson Erdag presented the 2022 attendance sheet for review by members. She also presented page three of the current Bylaws that states the attendance requirements. There was some discussion from members that they felt that there are committee members who do not take their attendance and participation on this committee seriously. 15. GENERAL PUBLIC COMMENT (second) None. 16. COMMITTEE COMMENTS (second): Carl Jones commented that he thought that the committee had made a prior action to meet in November but go dark in December. The Secretary, after reviewing the minutes for the prior 2022 meetings, could not find that this action had been taken. She will add this to the November meeting agenda. Alice Lubbers stated that the review of the 2022 attendance sheet will need to be amended if there will be a November meeting. The Secretary will add this to the November agenda. 17. ANNOUNCEMENTS (second): None 18. ADJOURNMENT The meeting was adjourned at 4:45pm.
