November 10, 2022 Pursuant to NRS, a meeting of the Pahrump Tourism Advisory Committee was held at 8:00AM on November 10, 2022 in the Board of County commissioners Chambers in Pahrump, Nevada. 1. PLEDGE OF ALLEGIANCE AND CALL TO ORDER The meeting was called to order by Chairman James Horton at 8:04 am in the Board of County Commissioners Chambers. 2. ROLL CALL Attendees: PTAC members - James Horton, Karen Spalding, Debbie Davis, Jack Sanders and Catherine Tillett. Excused – Arlette Ledbetter, PTAC Tourism Director and Tim Burke.. Unexcused – Vicki Gladsjo and DeAnna O’Donnell. Also in attendance were Bob Adams, Pahrump OHV Tourism Ambassador, Frank Carbone, BOCC Liaison. Guests: Abby Wines, Management Analyst with Death Valley National Park, Arnold Nye County Public Information Officer, Joan Heaton, Russ Heaton and Charles Ballew. James Horton announced that Kelli Graham has resigned from the PTAC. The committee opening has been posted. 3. APPROVAL OF AGENDA FOR November 10, 2022 Agenda approved with Abby Wines’ presentation being moved down, if needed. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person). Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item. (FIRST) NONE 5. FOR POSSIBLE ACTION- DISCUSSION AND DELIBERATION OF THE MINUTES OF THE PAHRUMP TOURISM ADVISORY COMMITTEE MEETING OF May 12, 2022. Karen Spalding moved to approve the minutes of the March 10, 2022 meeting as corrected. Jack Sanders seconded and motion was approved unanimously. 6. ANNOUNCEMENTS NONE 7. COMMITTEE COMMENTS (This item limited to announcements or topics/issues proposed for future workshops/agendas NONE ---PAGE BREAK--- PAHRUMP TOURISM ADVISORY COMMITTEE MINUTES ITEM # SUBJECT November 10, 2022 8. PRESENTATION BY ABBY WINES, MANAGEMENT ANALYST FOR DEATH VALLEY NATIONAL PARK Abby Wines gave a very informative presentation, complete with slides, on the current state and future plans for Death Valley National Park. Further discussion followed with questions by those attending. Abby plans to give a presentation to the BOCC in the future. 9. FOR POSSIBLE ACTION – DISCUSSION AND DELIBERATION TO POSSIBLY PROVIDE ASSISTANCE IN SECURING FINANCING FOR THE CONVENTION CENTER PORTION OF THE FAIRGROUNDS PROJECT. Frank Carbone suggested that it would be more beneficial if the PTAC would form a Community Center Ad Hoc committee to present ideas to the BOCC in lieu of a mentioned PTAC Sub- Committee. Following discussion, Karen Spalding moved to form a Community Center Ad Hoc Committee with members of the PTAC and the community. The motion was seconded by Jack Sanders and was unanimously approved. Karen Spalding volunteered to be the Committee Chair and Charles Ballew and Debbie Davis agreed to be members. 10. FOR POSSIBLE ACTION – DISCUSSION AND DELIBERATION REGARDING TOURISM DIRECTOR’S REPORT. PTAC Director, Arlette Ledbetter unfortunately was ill and unable to attend as she was at a doctor’s appointment. 11. FOR DISCUSSION ONLY – REPORT BY ROBERT ADAMS, PAHRUMP’S OHV TOURISM AMBASSADOR. Bob Adams, Pahrump’s OHV Tourism Ambassador gave an update on activities. Bob announced the BLM has hired a Recreation Specialist for Nevada which should be very beneficial for the State and Nye County. A route going from downtown Pahrump to the north end of Pahrump is being explored. 12. FOR POSSIBLE ACTION- DISCUSSION AND DELIBERATION REGARDING THE BOCC’S DIRECTIVE THAT PTAC BEGINS HANDLING THE TOWN’S SPECIAL EVENTS. Frank and James led with a discussion of a PTAC Special Events Committee to gather information, ideas and suggestions helpful to the town regarding the organization and presentation of its special events. Catherine Tillett suggested appointing a Special Events Coordinator with volunteers to staff. James is going to report this suggestion to the BOCC. ---PAGE BREAK--- PAHRUMP TOURISM ADVISORY COMMITTEE MINUTES ITEM # SUBJECT November 10, 2022 13. FOR POSSIBLE ACTION – DISCUSSION AND DELIBERATION FOR ANY TOURISM- RELATED RECOMMENDATIONS TO THE BOARD OF COUNTY COMMISSIONERS, WITH RESPECT TO PTAC’S ROLE AS AN ADVISORY COMMITTEE TO THE BOCC. Karen Spalding reported on Nevada Silver Trails recent activities. Debbie Davis suggested looking for a way to add additional murals throughout the town. 14. FOR POSSIBLE ACTION – DISCUSSION AND DELIBERATION REGARDING ANY APPLICANTS FOR THE VACANT 2ND ALTERNATE SEAT FOR PTAC AND ANY SUBSEQUENT RECOMMENDATION TO THE BOCC TO FILL SUCH A VACANCY. James began the discussion by explaining how the PTAC is made up. James, also disclosed his ties with an applicant, through his own employment at Preferred RV. The committee did not see it as a conflict of interest. Charles Ballew, Jr. then introduced himself, giving his background and interest serving on the PTAC. Debbie Davis moved to recommend to the Board of County Commissioner the approval Charles Ballew, Jr. to fill the 2nd Alternate PTAC position for a term of three years beginning on January 1, 2023 through December 31, 2025. The motion was seconded by Catherine Tillett and approved unanimously. James will make the recommendation at the next BOCC meeting. 15. GENERAL PUBLIC COMMENT (Second) Arnold Nye County Information Officer announced the need to find a Parade Chairman for the 2023 Harvest Festival. The County pays for the parade and is looking for someone to chair it. Arnold, also, reported the need for more volunteers from the town to help on all of the committees. Charles Ballew recommended putting an article in Pahrump Life as a means of getting volunteers. Frank Carbone announce the Balloon Festival was taking place November 11- 13. This year it was being presented by Doug Dubin’s non-profit organization. 16. COMMITTEE COMMENTS (Second) – NONE 17. ANNOUNCEMENTS (second) Next meeting is scheduled for January 12, 2023 beginning at 8:00 am in the BOCC Chamber. Debbie Davis announced the need for volunteers to count the General Election Ballots at VEA. The court gave short notice that the count would be allowed. CatherineTillett reported the Nugget would be hosting Legacy Racing at the end of January. 18. ADJOURNMENT Adjourned at 9:45 a.m.
