PAHRUMP OHV PARK ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump, NV 89048 April 4, 2024 5:30 PM 1. Pledge of Allegiance and Call to Order. The pledge was recited. 2. Roll Call. Jimmy Lewis, Ryan Williams, Loyce Seastrunk, Brad Harris, Debra Strickland, Jimmy Martinez, Jessica McCutcheon. 3. Approval of the agenda for March 7, 2024. Jimmy Lewis motioned to remove item 11. Ryan Williams second. There was no opposition. Brad Harris motioned to approve. Ryan Williams second. There was no opposition. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). There was no public comment. 5. For Possible Action - Discussion and deliberation of minutes of the Pahrump OHV Park Advisory Committee meeting of March 7th, 2023. Correction to March 7, 2024. Jimmy Lewis motioned to approve. Brad Harris second. 6. For Possible Action – Discussion and deliberation regarding either reviewing new committee member applications, promoting alternates to voting members of the OHV Advisory Committee, or retiring resigned members. Jimmy Lewis spoke with Matt Mattoon, who is unable to attend POHVPAC meetings moving forward. Jimmy Lewis motioned to Resign Matt Mattoon. Brad Harris Second. Liaison/Nye County Staff/Town Staff Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). Debra Strickland provided updates regarding the Southside Trailhead, and proposed Northside trailhead. Additional updates were shared regarding other Nye County trailheads. Debra Strickland provided updates regarding Valley Electric’s involvement with providing power structures for the Fairgrounds. 8. Announcements. There is a Poker Run on 4/27. Charles Ballew mentioned that PinkBox is opening soon, possible relationship opportunity with POHVP. 9. For Possible Action – Discussion and deliberation regarding the budget, town/county staff to provide a status on how the budget has been spent and what we can expect moving forward. No further updates were provided, additional work pending professional design completion. 10. For Possible Action – Discussion and deliberation regarding Design and Operations Sub-Committees. Sub-Committees to provide status on their respective areas. A potential relationship with local equipment rental businesses was discussed. Jimmy Martinez voiced concerns about hosting a soft opening prior to project completion. Jimmy Lewis reiterated that the 4-phase plan will cater to all local OHV user groups. The committee discussed professional services for facility design, previous contact was specific to trailhead design rather than OHV parks. 11. For Possible Action – Discussion and deliberation regarding grant availability and application submission. Item removed during approval of agenda. 12. For Possible Action – Discussion and deliberation regarding community contact information procurement for the purpose of distributing POHVP updates and engaging with the community. The committee discussed having a form for the community to add contact information to, so we can distribute updates and generate interest. Ryan Williams motioned to set the next meeting for Thursday June 6th @ 5:30 in the Veterans Memorial Building. Brad Harris second. There was no opposition. 14. GENERAL PUBLIC COMMENT (Second).
