PAHRUMP PARK AND RECREATION ADVISORY COMMITTEE DRAFT MINUTES February 17, 2021 Pursuant to NRS, a meeting of the Pahrump Park and Recreation Advisory Committee was held on February 17, 2021 at 6:30pm at the Bob Rudd Community Center. 1. Pledge of Allegiance and Call to Order. The Pledge was recited at 6:30pm. 2. Roll Call Members Present: Chairman Helen W. Schneider, Secretary Bonnie Darrell, and Vice- Chairman Vanessa Simmons ABSENT, Brian Hayes ABSENT, Pamela Hiler Alternates: David Harris, Eugene Frank PHONED IN, Commissioner Debra Strickland ABSENT. Town of Pahrump: Courtney Kenney. Advisor: Jimmy Martinez Guests: Peter Nicastro, Tim Bohanon. 3. Approval of the Agenda for February 17, 2021. Pamela Hiler made a motion to accept the agenda. David Harris seconded, and the motion was approved 5-0. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None. 5. For Possible Action – Discussion and deliberation of minutes of the Pahrump Park and Recreation Advisory Committee, meeting of January 20, 2021. David Harris made a motion to accept the minutes as written. Pam Hiler seconded the motion and approved 4-0. Eugene Frank abstained; he did not have a copy. 6. Announcements (first) Jimmy Martinez discussed that the minutes and the recorder must match. Remember to stick to agenda items. Courtney Kenney stated she would send out templates for the minutes and the agenda. 7. For Possible Action – Discussion and deliberation of the Pahrump Park and Recreation Advisory Committee By-Laws. David Harris made a motion to table voting on the By-Laws until all members are in attendance. Pam Hiler Seconded. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) None. 9. For Possible Action – Discussion and deliberation to approve the 2021 field allocation schedule for Ian Deutch Memorial Park, Simkins Park, and Petrack Park. Courtney Kenney provided the Field Allocation Schedule. David Harris asked Jimmy Martinez if he had any problems with the schedule. Jimmy stated that he felt we were good through the summer of 2021. Pam Hiler made a motion to accept the 2021 Spring Field Allocation Schedule as presented. David Harris seconded. Passed 5-0. 10. For Possible Action – Discussion and deliberation of Movies in the Park for 2021. After committee discussion – Public Discussion. Website for choosing movies was distributed. Swank Motion Pictures, Inc. Parks & recreation/New Releases. Look at choices and pick 10 G or PG. School is out May 20 – August 9th which leaves 12 weekends for movies. Movies will be on Field 4 at Ian Deutch Park. Our picks for movies will be submitted to the County Commissioners for approval. 11. For Possible Action – Discussion and deliberation regarding July 4, 2021. After committee discussion – Public Discussion. Pamela Hiler and Helen Schneider created a sign-up form for the July 4th celebration. Helen Schneider spoke to Fire Captain Lewis and the Sherriff; both are willing to field teams for the event. Possible use of larger softballs to slow the game down. It will be a Co-ed game. Jimmy Martinez will forward the Fall Festival Form to Helen to use to modify the July 4th form. Helen Schneider will forward the completed form to Courtney to get on the website. 12. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of the Fairgrounds. After committee discussion – Public Discussion. Jimmy Martinez stated the detention basin should be finished by Friday February 27, 2021. The Environmental Study will be complete by the end of April 2021. Public Comment: Tim Bohanon from Nevada Standardbred Association stated that his lease is limited to five years. All activity is paused for now. He has plans for a racetrack and casino. He will need a 2-mile radius around his planned development for neighbors. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of Kellogg Park. After committee discussion – Public Discussion. Jimmy Martinez updated the committee on the parking and gutter installation. Morales Construction’s bid was approved to complete the restrooms and septic by the County Commissioners. On track to complete with grant money. Park will be usable by late June or July. Eugene Frank express concern about the completion of Phase 1B of the Park. Jimmy Martinez stated that there is no layout for that section yet. Jimmy Martinez stated that all building funds will be depleted after the dog park opens. Eugene Frank requested a detailed plan about the rest of the park at the next meeting. 14. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the other parks in Pahrump (Ian Deutch Memorial Park, Simkins Park and Blosser Park). After committee discussion – Public Discussion. Jimmy Martinez updated the committee regarding the Skate Park updates at Ian Deutch. It is a possibility that the grant might fall through. County funds might have to be used to complete the project. 15. GENERAL PUBLIC COMMENT (second). Tim Bohanon inquired as to what types of grants we are looking for. Jimmy Martinez stated – Block Grants. 16. ANNOUNCEMENTS (second). None. 17. ADJOURNMENT Meeting adjourned at 7:20 pm. Pam Hiler made the motion. Motion seconded by Bonnie Darrell and approved 5-0.
