PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE DRAFT MINUTES March 11, 2025 Pursuant to NRS, March 11, 2025, a meeting of the Pahrump Public Lands Advisory Committee was held at the Veterans Memorial Building, 751 East Street, Pahrump, NV 89048 1. Pledge of Allegiance and Call to Order. 5:02 p.m. 2. Roll Call. Commissioner Strickland, Mike Zaman, Jim Hannah, Robert Adams, Frank Slaghuis, Mason Voehl of the Amargosa Conservancy. 3. Approval of the agenda for March 11, 2025. No changes. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person). Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). None. 5. For Possible Action - Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee meeting of February 11, 2025. Frank Slaghuis moved to approve as written. Second by Jim Hannah. Yes by all. 6. Announcements (First). Jim Hannah announced the Wild West Extravaganza will be May 4-5, 2025. 7. Committee and County Official Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). Commissioner Strickland reported on the Nye County Staff / Bureau of Land Management (BLM) meeting earlier in the day. BLM Pahrump Field Office now has a reality specialist. Other topics discussed were the Amargosa Resource Management Plans renewal, the Battleborn Trail, confirmation that contaminated water from the Test Site is not moving toward Pahrump, and the Bell Vista shooting range will be in the federal Nye County Lands Bill. 8. For Possible Action – Continued Discussion, deliberation, and possible decision to make recommendations to support the proposed Mineral Withdrawal around the Ash Springs National Wildlife Refuge(NWR). Save Ash Meadows - Amargosa Conservancy or Robert Adams moved we support the mineral withdrawal around Ash Meadows as stated in the linked Amargosa Conservancy document. Second by Frank Slaghuis. Public comment by Manson Voehl discussing the size of the withdrawal being a point of contention. Voted three yes. Jim Hannah voted no. 9. For Possible Action – Continued Discussion, deliberation, and possible decision on the design of the Northside Trailhead, and ask that the footprint corners be marked. Continued from the February 11, 2025, meeting. Jim Hannah moved to continue. Second by Frank Slaghuis. Discussion regarding Nevada Department of Wildlife (NDOW) forms for volunteer inspection and repair of NDOW’s Spring Mountain wildlife guzzlers. Please read and possibly complete forms at Discussion will continue pending completion of Nevada Department of Wildlife (NDOW) on-line paperwork. 11. For Possible Action – Discussion, deliberation, and possible decision to make a plan of action in marking Phase 1 of the Battleborn Trail at Crawford and Nevada Highway 160 to Roadrunner and Nevada Highway 160. Robert Adams reported map file issues. Jim Hannah moved to continue discussion at the next meeting. Second by Frank Slaghuis. Yes by all. 12. For Possible Action – Discussion, deliberation, and decision to set a time and date for the next meeting. Frank Slaghuis moved to meet April 8, 2025. Second by Mike Zaman. Yes by all. 13.
