PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump, NV 89048 August 12, 2025 5:00 PM Pursuant to NRS, August 12, 2025, a meeting of the Pahrump Public Lands Advisory Committee was held at the Veterans Memorial Building, 751 East Street, Pahrump, NV 89048 1. Pledge of Allegiance and Call to Order. 5 p.m. 2. Roll Call. Frank Slaghuis, Mike Zaman, Jim Hannah, Robert Adams, Commissioner Strickland, and Shaaon Gaad and Tamalyn Taylor of Southern Nye County Conservation District Tim Davidheiser excused absence. 3. Approval of the agenda for August 12, 2025. No Changes. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). Shaaon Gaad and Tamalyn Taylor of Southern Nye County Conservation District introduced themselves. 5. For Possible Action - Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee meetings of June 10, 2025 Jim Hannah moved to approve. Second by Frank Slaghuis. Yes by all. 6. Announcements (First). None. 7. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). For Discussion a. Layout and design of the PPLAC Fall Festival booth in partnership with Southern Nye County Conservation District and Nevada Department of Agriculture. Discussion of booth content. Robert Adams stated that Early Detection Rapid Response (EDRR) is a common goal to effectively manage public land. Tamalyn Taylor mentioned protecting burrowing owls near construction sites. b. Volunteers will need to sign up to set up and staff the booth Thursday, September 25, 2025 – Sunday, September 28, 2025. Signup sheet was passed around. 9. For Discussion – Continued discussion on Northside Trailhead design. Remove from agenda pending completion of studies. 10. For Discussion – Discussion of Nevada Department of Wildlife (NDOW) volunteer forms and guzzler inspection reports. Nevada Department of Wildlife (NDOW) wants volunteers to create NDOW accounts. Three members have created accounts. 11. For Discussion – Report on work with Gridliance and Valley Electric Association (VEA) to identify Right of Way or easements of a portion of Phase 1 of the Battleborn Trail between Higley Road and North Crest Avenue. Still awaiting easement on five parcels noted on the June 6, 2025, agenda. Robert Adams will find the Use of Valley Electric Association Right of Way agreement from several years ago. 12. For Discussion – Discussion of Bureau of Land Management approval of mineral exploration in the Amargosa Valley. DS Megan L. to meet with BLM. Robert Adams read a publication into the record stating on July 17, 2025, the Bureau of Land Management (BLM) approved exploratory drilling application by St. Cloud Mining Company for up to 43 boreholes on public lands within three miles of Ash Meadows National Wildlife Refuge. Commissioner Strickland said Nye County Public Land Director Megan Labore would meet with the BLM this week. 13. For Discussion – Discussion of federal approval of Utah RS2477 applications. Utah's Hole-in- the-Rock is a state and county highway, rules federal judge. Discussion of two wins in Utah’s RS2477 assertion battles. 14. For Possible Action – Discussion, deliberation, and decision to set a time and date for the next meeting. Frank Slaghuis moved we meet September 9, 2025. Second by Jim Hannah. Yes by all. 15.
