PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE MEETING MINUTES for August 13, 2024. Pursuant to NRS, August 13, 2024, a meeting of the Pahrump Public Lands Advisory Committee was held at the Veterans Memorial Building, 751 East Street, Pahrump, NV 89048. 1. Pledge of Allegiance and Call to Order. 5 p.m. 2. Roll Call. Mike Zaman, Robert Adams, Jim Hannah, Frank Slaghuis, Commissioner Deb Strickland. 3. Approval of the agenda for August 13, 2024. No changes. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). None. 5. For Possible Action - Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee meetings of July 9, 2024. Jim Hannah moved to approve. 2nd by Mike Zaman. Yes by all. 6. Announcements (First). Pahrump’s Harvest Festival September 19-22, 2024. Two BLM listening sessions left. Nevada Off Road Association (NVORA) Off Highway Vehicle Summit in Virginia City September 3-5, 2024. Robert Adams will attend. 7. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). Deb Strickland, Mike Zaman, and Robert Adams attended the BLM listening session August 5, 2024. Robert Adams attended the BLM listening session August 9, 2024. 8. For Discussion – Correspondence with Nevada Department of Wildlife (NDOW) regarding inspections and further actions of Carpenter Canyon NDOW wildlife watering guzzlers. Go to Nevada Department of Wildlife - Volunteers (kalkomey.com) and sign up or sign in to report your time and milage. Robert Adams reported timesheets were emailed to NDOW and he’s reached out to NDOW for a trail meet with NDOW guzzler inspection and repair team. What day works best for PPLAC members? For Possible Action – Discussion, deliberation, and possible decision regarding inspection and minor repairs to the range fence along Roadrunner Rd. August 12, 2024 Robert Adams did a slow drive-by inspected the fence from the VEA transmission line east to where the repair crew ran out of barbed wire. All intact. Jim Hannah moved we accept the inspection report. 2nd by Frank Slaghuis. 11. For Possible Action – Discussion, deliberation, and possible decision regarding: • Southside Trailhead development plan. Jim Hannah moved to continue the item. 2nd by Frank Slaghuis. Yes by all. • Recommendations for an adjacent SRMA (Special Recreation Management Area) on public land. Jim Hannah moved to continue the item. 2nd by Frank Slaghuis. Yes by all. 12. For Discussion – RTP (Recreational Trails Program) pre-applications report. Pre-applications submitted: Northside Trailhead (TH) and Battleborn Trail kiosks. Northside Trailhead: Grant Funding Request: $128,794.00 Required Match: $6,779.00 Total Project: $135,573.00 Battleborn Trail Kiosks: Grant Funding Request: $5,266.00 Required Match: $1,317.00 Total Project: $6,583.00 13. For Possible Action – Discussion, deliberation, and possible decision to make recommendations of best planning for use of land made available for public use by the Gridliance expansion and improvement agreement with Nye County.
