PAHRUMP VETERANS MEMORIAL ADVISORY COMMITTEE MEETING MINUTES August 18, 2022 Pursuant to NRS, a meeting of the Pahrump Veterans Memorial Advisory Committee was held on August 18, 2022, at 4:00 pm at the Bob Ruud Community Center – Main Hall. 1. Pledge of Allegiance and Call to Order. The Pledge was recited. 2. Roll Call Committee members present: Carl Jones, Alice Lubbers, Jannis Saunders, Beverly Baker, and Stephen Hall. Commissioner Frank Carbone was present. Members absent: Dina Williamson- Erdag, Greg Cardarelli, Bruce Cox, and Eddie Williams. All excused. No members of the public were present. 3. Approval of the Agenda for August 18, 2022 Beverly Baker made the motion to approve the agenda as written. Stephen Hall seconded the motion. All members approved. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First) – None. No public in attendance. 5. ANNOUNCEMENTS (First) The Veterans Day graveside flag placement event is scheduled for November 9, 2022, 8:00, Chief Tecopa Cemetery. Flag pick up date: November 14, 2022, 8:00. All committee members are encouraged to participate. The September 15th committee meeting location will be the DAV building. September 9th and 10th, the DAV will conduct the “Forget-Me-Not” fund drive at Albertsons, Walgreens, Walmart, and Smiths. Commissioner Carbone asked committee members their thoughts on the possibility of DMV kiosks for auto registration renewals placed at local grocery stores/Walmart. All members thought it was a great idea. Additional details will be made available as soon as commissioner Carbone has them. Stephen Hall announced the Veterans Crisis Line and Military Crisis Line phone numbers have changed. The new number is 988, then press 1. 6. For Possible Action – Discussion and deliberation of minutes of the Pahrump Veterans Advisory Committee, June 16, 2022 Beverly Baker made the motion to approve the minutes as written. Alice Lubbers seconded. All members approved. For Possible Action – Presentation of certificates of appreciation to be presented from the Pahrump Veterans Advisory Committee to Betty Winterhalter, Irene Picchota, and Angela Rocha (and family) for their assistance with flag placement at the Veterans Memorial for the 2022 Memorial Day activities. The certificates and pens were presented to Betty and Irene on July 21st. Angela was not available. Per her request, the certificate and pen will be given to her at her office. 8. For Possible Action – Discussion and deliberation regarding approval of past actions of out-of-cycle events at the Pahrump Veterans Memorial by the Chairman, Vice Chairman, or the Activities Coordinators. None. 9. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas.) None. 10. For Possible Action - Discussion and deliberation for an update on the progress of Memorial Building renovations. Commissioner Carbone stated the building contract needed to be revised from repair/remodel the building to complete tear down and rebuild. No contract or completion dates are currently available. 11. For Possible Action – Discussion and deliberation of sub-committee reports of the Pahrump Veterans Memorial Advisory Committee. Alice Lubbers discussed the cemetery wreath stand project. Purchasing Shepard hooks or wreath stands are cost prohibitive. The prices range from $12 to $40 each. Multiplied by 100-150, wreaths could be as high as $6,000. Other alternatives will continue to be researched. 12. Committee Comments (This item limited to announcements or topics proposed for future workshop/agendas.) None. 13. For Possible Action – Discussion and deliberation regarding the approved amendments to the Veterans Memorial Standard Operating Procedures (SOP’s) regarding guidelines for types of decorations that can be placed on the gravesite and columbarium areas in the Veterans section of the Chief Tecopa Cemetery. Status of request for Board of County Commissioners approval. Commissioner Carbone stated the SOP will hopefully be on the Commissioners’ agenda for September 2022. ---PAGE BREAK--- PAHRUMP VETERANS MEMORIAL ADVISORY COMMITTEE MEETING MINUTES August 18, 2022 14. For Possible Action – Discussion and deliberation on using “on-the-spot” Certificates of Appreciation for immediate thank you for committee participation, contributions, or actions. This process would not require a committee agenized item or approval from our members, rather the approval would be via the Pahrump Veterans Memorial Advisory Committee, Chair, or Vice Chair. Alice Lubbers stated using “Thank You” cards would be much easier to use rather than “Certificates of Appreciation.” The cards can easily be made via Microsoft Publisher software. She will bring samples to the September meeting. Carl Jones made the motion to use “Thank You” cards for “On the Spot” awards. Beverly Baker seconded. Motion was approved. 15.
