PAHRUMP OHV PARK ADVISORY COMMITTEE DRAFT MINUTES March 11, 2021 Pursuant to NRS, a meeting of the Pahrump OHV Park Advisory Committee was held on March 11, 2021 at 5:00pm at the Bob Rudd Community Center. 1. Pledge of Allegiance and Call to Order The pledge was recited, and the meeting was called to order at 5:00pm. 2. Roll Call Jimmy Lewis, Jimmy Tyler, Erica Muxlow, Dal Shemp, Brad Harris, Mark Broedling, Doug Powell, Debra Strickland, Jimmy Martinez, John Mazlo. Not Present was Kevin Harris. 3. Approval of the Agenda for March 11, 2021. Jon Mazlo motioned to approve the minutes. Dal Shemp seconded the motion. There was no public comment. The agenda was unanimously approved with no opposition. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). There was no public comment. 5. For Possible Action – Discussion and deliberation of minutes of the Pahrump OHV Park Advisory Committee meeting of February 04, 2021. Brad Harris motioned to approve the minutes. Dal Shemp seconded the motion. There was no public comment. The minutes were unanimously approved with no opposition. 6. For Possible Action – Discussion and deliberation of any OHV Committee Requests. Dale Shemp nominated Mark Broedling to join the Operations Committee. Brad Harris seconded the motion. There was no opposition to Mark joining the Operations Committee. 7. Announcements (first) Jimmy Lewis discussed Bob Adam’s work helping us set up the OHV Advisory Committee and working with grant funding. Moving forward, Bob will continue to bring ideas to the OHV Advisory Committee. Deb Strickland announced that Pahrump Sanitation has been receiving wood shavings from the Silverton Hotel from the bedding material at the horse facility. Those shavings will be given to the OHV Park by the truckload. (This item limited to announcements or topics/issues proposed for future workshops/agendas) None. 9. For Possible Action – Discussion, deliberation, and possible decision to nominate and elect a Vice Chair to the Pahrump OHV Park Advisory Committee. Dale Shemp nominated Mark Broedling for Vice Chair. seconded the motion. All voted in favor. Mark Broedling accepted the nomination for Vice Chair. 10. For Discussion – Layout Committee activity report. The Layout Committed focused on parking as a top priority and proposed that parking is in a central location, as recommended in the National Off-Highway Vehicle Conservation Council’s park guidelines. This will allow the best access to various activities that will occur in the park. We have received a waiver for paving the parking area and will instead use Type 2 gravel. Nye County is responsible for building the access road. We are still waiting on the Environmental Assessment study to be completed before proceeding. 11. For Possible Action – Discussion, deliberation, and possible decision to approve a parking plan with access from Ironwood Road. Brad Harris motioned to approve the parking plan. Erica Muxlow seconded the motion. The parking plan with access from Ironwood Road was approved without opposition. 12. For Possible Action – Discussion, deliberation, and possible decision to set a time and place for the next meeting. None. 13. General Public Comment (second). None. 14. Announcements (second). Future OHV Advisory Committee meetings will be held on the second Thursday of each month. 15.
