PAHRUMP VETERANS MEMORIAL ADVISORY COMMITTEE DRAFT MINUTES March 18, 2021 Pursuant to NRS, a meeting of the Pahrump Veterans Memorial Advisory Committee was held on March 18, 2021 at 4:00pm at the Bob Rudd Community Center. 1. Pledge of Allegiance and Call to Order The meeting was called to order at 4:05pm by Chair Carl Jones, followed by the Pledge of Allegiance. 2. Roll Call Those in attendance were Chair Carl Jones, Vice Chair Alice Lubbers, Secretary Dina Williamson Erdag, Beverly Baker, Greg Cardarelli, Cles Saunders, Jannis Saunders, Alternate Stephen Hall, Alternate Bruce Cox, Liasian Frank Carbone, Bldg/Grounds Jimmy Martinez. 3. Approval of the Agenda for March 18, 2021. There were no changes to the agenda. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). Richard Goldstein commented on agenda item 10 and suggested that the Town pay for shirts for all committee members. 5. For Possible Action – Discussion and deliberation of minutes of the Pahrump Veterans Memorial Advisory Committee, meeting of February 18, 2021. Stephen Hill asked that the minutes be amended to show him as an excused absence since he was at the ER with his brother and could not notify anyone. Greg Cardarelli made the motion to accept the minutes as amended, Beverly Baker seconded. Motion passed 7-0. 6. Announcements (first) None. 7. For Possible Action – Discussion and deliberation regarding approval of past actions on out-of-cycle events at the Pahrump Veterans Memorial by the Chairman, Vice Chairman or Activities Coordinators. None. 8. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) ---PAGE BREAK--- PAHRUMP VETERANS MEMORIAL ADVISORY COMMITTEE DRAFT MINUTES March 18, 2021 Dina Williamson Erdag requested that the following items be added to the April meeting agenda, a) Discussion of adjusting member renewal dates to agree with the Bylaws, b) Discussion about updating the information that appears on the Town website (outdated Bylaws, SOP’s, Committee Members names not current), and c) Advertising of Contribution Wall bronze plaques. 9. For Possible Action – Discussion and deliberation of certificates of appreciation and plaques to be presented from the Pahrump Veterans Memorial Advisory Committee. None. 10. For Possible Action – Discussion and deliberation on the possible design, type, and purchase of Advisory Committee shirts. Cles presented a shirt, log, and pricing to be considered for Committee members to purchase. There was general discussion. Cles Saunders made the motion to accept the logo designed, style and color of shirt, and pricing of the shirt presented, Bruce Cox seconded. Motion passed 7-0. 11. For Possible Action – Discussion and deliberation on assignment of members to the sub-committee lists. After the sub-committee list was distributed from February agenda approval, a couple of follow up questions were received. Stephen Hall wanted to be added to a sub-committee, and Alice Lubbers said Deco Rocks needed to be added to the sub-committee listing. Dina made the motion that Stephen Hall be added to the Memorial Maintenance Monitor & Flags Installed on Special Occasion sub-committees, and that a Decorative Rock sub- committee be added with Carl Jones and Alice Lubbers on that project. Cles Saunders seconded the motion. Motion passed 7-0. 12. For Possible Action – Discussion and deliberation on the attendance guidelines stated in the Bylaws. Copies of the most recent Committee Bylaws (revised 2/16/17) were distributed to all members. Carl Jones made the motion that this agenda item be moved to the April agenda, Beverly Baker seconded the motion. Motion passed 7-0. 13. For Possible Action – Discussion and deliberation on updated past and future OML attendance dates. Dina Williamson Erdag informed the members of the email she received from Samantha Tackett at the County office regarding OML requirement for Town Advisory Committees that each member shall at least once during the first year of the member’s initial term of office, and at least once during every subsequent year that the member serves in office, attend training relating to OML ---PAGE BREAK--- PAHRUMP VETERANS MEMORIAL ADVISORY COMMITTEE DRAFT MINUTES March 18, 2021 Also, that Courtney Kenney, Town Administrative Coordinator, said she could not find a record accounting for attendance of PVMAC members at OML training. Therefore, every member will be required to attend OML training in 2021, when it becomes available. Cles Saunders moved that all members plan to attend OML training, Greg Cardarelli seconded. The motion passed 7-0. 14. For Possible Action – Discussion and deliberation on a possible “In Kind” form for tracking members time on projects and events. A sample “In Kind” form, from another organization, was distributed to members. There was some discussion about how and why the form would be used. Cles Saunders made the motion that all members take the sample form, work on it to fit our needs, and bring their forms back to the April meeting to further review and discussion, Beverly Baker seconded the motion. Motion passed 7-0. 15. For Possible Action – Discussion and deliberation on a possible plan for a Memorial Day event to be held at the Pahrump Veterans Memorial. After a brief discussion about timing of this event, Dina Williamson Erdag made the motion that the members of the Memorial Day event sub-committee move forward with planning, organizing, and including other Veterans organizations in this event for May 2022, Cles Saunders seconded the motion. Motion passed 7-0. 16. GENERAL PUBLIC COMMENT (second). Jimmy Martinez reported that the Town is moving forward to make repairs on the Multi- purpose building, however costs will need to come from Town funds not insurance company as hoped. Jimmy has designs and a work plan prepared that is being reviewed for approval. He requested that an agenda item be added to the April PVMAC agenda to review the plans with this committee. Frank Carbone requested that an agenda item be added to the PVMAC April agenda for review and training on Parliamentary procedures so that members become aware of how the committee meetings are to be run. Jimmy Martinez also reported that the table & chair racks for the multi-purpose room have been completed and are in storage. 17. ANNOUNCEMENTS (second). Carl Jones said he received an email from a concerned individual about birds pooping on the Donated Benches at the Memorial Site, he said he passed the information on to Building & Grounds. 18.
