PAHRUMP OFF HIGHWAY VEHICLE PARK ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump, NV 89048 April 10, 2025 5:30 PM 1. Pledge of Allegiance and Call to Order. The pledge was recited. 2. Roll Call. Joe Toste, Ryan Williams, Mitchel Peterson, Brad Harris, Doug Martin, Jimmy Lewis, Skip Hadduck. 3. Approval of the agenda for April 10, 2025. Ryan Williams motioned to approve the agenda, Mitchel Peterson second. 4. For Possible Action – Discussion and deliberation of minutes of the Pahrump Off Highway Vehicle Park Advisory Committee from the joint meetings on February 6, 2025, and March 6, 2025. Brad Harris motioned to approve both minutes, Ryan Williams second. 5. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). There was no public comment. 6. COMMITTEE COMMENTS (This item is limited to announcements, brief discussions of public comments, correction of factual inaccuracies, direction to staff, or topics proposed for future committee meetings. deliberation of topics not on the agenda is prohibited by the Nevada Open Meeting Law). Ryan Williams announced that he would be stepping down from the committee before the next meeting due to personal reasons and explained the transition process for securing a new secretary. For Possible Action – Discussion and deliberation to follow-up on general public comment from Maryan Hollis during the Pahrump Off Highway Vehicle Park Advisory Committee meeting of January 9, 2025. This member of the public was not present, but Ryan Williams noted that she informed him that her questions were answered satisfactorily. This agenda item will be removed from future agendas. 8. Liaison/Nye County Staff/Town Staff Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). Stephanie Urga provided an update regarding current grant funding, with $5,400.00 remaining from the initial Phase 1 grant, with $70,000.00 remaining from the second Phase 2 grant. She also provided updates regarding application for additional grants from the Nevada Off Highway Vehicle program, asking for $88,000.00 total. Brad Harris asked whether progress towards opening the youth track would improve our odds of receiving funding, Stephanie Urga confirmed that it would be beneficial. Jimmy Lewis noted that he had seen a positive response on social media and has had positive conversations with the Nevada Off Highway Vehicle Commission. Stephanie Urga provided context regarding the importance of connectivity to the North and South trailheads that are being developed. She also noted the importance of Off Highway Vehicle registration and volunteers for future grant applications. Travis Mullaney noted that there were 18 VIN inspections performed on site for Off Highway Vehicle registrations during the soft opening. Jimmy Martinez noted that there were 50 volunteer forms handed out during the soft opening, and most were filled out. Jimmy Martinez noted that he would be meeting with the engineering firm, GC Wallace, regarding the next phase. Jimmy Lewis to aid in providing additional details for that meeting. Jimmy Martinez provided additional details regarding potential updated sound wall construction that would be more effective than the 20ft dirt barrier previously discussed. ---PAGE BREAK--- PAHRUMP OFF HIGHWAY VEHICLE PARK ADVISORY COMMITTEE MEETING MINUTES 9. For Possible Action – Discussion and deliberation regarding the youth track soft opening on March 29, 2025, and future youth track ride days. Jimmy Lewis congratulated and thanked the committee and public for a successful soft opening, thanking Tower Pizza for donating pizza, and Parker’s Kawasaki for having a presence and aiding in VIN inspections. Debra Strickland noted that the only complaint she heard about was the length of the volunteer form. Jimmy Martinez to investigate providing a shorter, more concise volunteer form. The committee discussed potential negative sentiment towards the event. The only piece of feedback received was regarding the track being overwatered in sections. The committee discussed future water needs for the next ride day, with prep work being completed the day before. The committee discussed a potential fee structure in the distant future, which would require a way to collect funds. An agenda item will be added to the next agenda to discuss in detail. Brad Harris suggested that moving forward, the youth track should only be open once a month to help build a volunteer base and manage the facility effectively. Jimmy Lewis inquired about water truck availability. Jimmy Martinez noted that the water truck would be available for the committee to utilize. Jessica McCutcheon commented that her grandson was present and had an amazing time on the youth ride day. The committee noted the same sentiment among all users. Jimmy Lewis expressed the need for someone to run point for volunteer organization during the next ride day, and Brad Harris agreed to step up. Jimmy Lewis motioned to set the date and time for the next ride day to May 10, 2025, from 9:00 a.m. – 2:00 p.m., with the same rules as the first. Ryan Williams second. Brad Harris inquired about more signage for the property. For Possible Action – Discussion and deliberation regarding the budget, town/county staff to provide a status on how the budget has been spent and what we can expect moving forward. Brad Harris noted that he has individuals willing to drop off more dirt free of charge. Debra Strickland asked about a starting gate. The committee noted that a motocross starting gate was not needed yet, but an entry gate was installed. 11. Announcements. There were no announcements. 12. For Possible Action – Discussion and deliberation to set the date and time for the next meeting. Jimmy Lewis motioned to set the date and time of the next meeting to May 1, 2025, at 5:30 p.m., in the Veteran’s Memorial Building. Skip Hadduck second. 13. GENERAL PUBLIC COMMENT (Second). Jessica McCutcheon, representing Beck Environmental, mentioned their partnership with Get Outdoors Nevada and their receipt of an award, along with comments regarding the tie-in of trailheads with the park. Stephanie Urga discussed procuring trail maps from Jimmy Lewis. Jimmy Lewis mentioned that crossings on highways will involve Nevada Department of Transportation, and Debra Strickland noted that the powerline crossing Nevada Highway 372 near the California border may be able to be utilized. 14.
