PAHRUMP ARENA ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump NV 89048 January 22, 2026 7:00 p.m. / 19:00 1. Pledge of Allegiance and Call to Order. Robert called meeting to order at 7:00 p.m. 2. Roll Call. Robert Tibbits, Darius Mann, Tawny Wald, Annie LaHaye, Shane Chapman, Scot Tibbits, Debra Strickland, Trish Phelps, David McCarty, Lisa McCarty, Annie Dugan, Frank Bolkley, Maryan Hollis. 3. GENERAL PUBLIC COMMENT (Three-minute time limit per person). Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item. (First). None 4. Approval of the Agenda for January 22, 2026. Scot makes a motion to approve, Tawny seconds, no discussion, no public comment, Pass 6-0 5. For Possible Action – Discussion and deliberation of the Minutes of the Pahrump Arena Advisory Committee meeting on January 8, 2026. Scot motions to accept, Tawny seconds, no public comment, Pass 6-0 6. Announcements (First). None 7. Liaison/ Nye County Staff/ Town of Pahrump Staff Comments (This item limited to announcements/ topics/ issues proposed for future workshops or agendas). Soccer Fields moved forward at the last Board of County Commissioners meeting and are now out for bid. ---PAGE BREAK--- PAHRUMP ARENA ADVISORY COMMITTEE MEETING MINUTES ITEM # SUBJECT January 22, 2026 8. For Discussion Only – Discussion of possible designs for arena at the fairgrounds. Discussed the need for additional backup items for future meetings of: Drawings, Flood Shed Map, L16 Space parameters, Footprints of other facilities, Planning Department or other source for bleacher capacity based on parking availability, possible seed money sources if specific brands are used for future sanctioned events (Professional Rodeo Cowboys Association, National Cutting Horse Association, National Reined Cow Horse Association, National Reining Horse Association, American Quarter Horse Association, etc.). 9. Committee Comments (This item is limited to announcements or topics/issues proposed for future workshops/agendas). None 10. GENERAL PUBLIC COMMENT (Three-minute time limit per person). Maryan Hollis- Dislikes the distance of entire fairgrounds project from Mountain Falls. She showed the board an incorrect map. It showed Dalton Avenue and stating that it was the Mountain Falls fenceline, implied several times that it is up against their fence. Says it will negatively impact property values. Says she can see the soccer fields from her house. Liaison offered to help her on her phone to see the correct mapping information as her comment had well exceeded three minutes. Angeli Dugan began her public comment and then began what appeared to be a heated exchange between herself and other members of the public in attendance. At this time Ms. Hollis was still back and forth with liaison about mapping comprehension discrepancies. Non-public comment conversations became disputive. Robert Tibbits Called for Order three times but was not acknowledged. Tawny Wald assisted in the call for order. Order was restored. Robert resumed public comment. Angeli Dugan scolded and berated Tawny for being so rude and demanded the identity of the man she was arguing with. It was explained that order had been called. Angeli moved on to say that she is very concerned about property values in Mountain Falls being affected, even though she herself does not live there. She expressed her extensive knowledge of horses and ended her comment with her stating that she would prefer a covered arena at the fairgrounds due to her animal welfare concerns, as she has witnessed animals faint from heat exhaustion. She complained about the Pahrump Arena Advisory Committee board, the public, town staff, the Board of County Commissioners, etc., not listening to her and Maryan and shutting the Fairgrounds project down. ---PAGE BREAK--- PAHRUMP ARENA ADVISORY COMMITTEE MEETING MINUTES ITEM # SUBJECT January 22, 2026 11.
