PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump, NV 89048 January 13, 2026 5:00 p.m. 1. Pledge of Allegiance and Call to Order. 5:00 p.m. 2. Roll Call. Tim Davidheiser, Jim Hannah, Mike Zaman, Phillip Alexander, Frank Slaghuis, Nicole Underwood, Robert Adams, Commissioner Strickland, Alison Pharr, Dioue Sauter, Denise Frenkle. 3. Approval of the agenda for January 13, 2026. No changes. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). Alison Pharr introduced herself as representing Solar United Neighbors. 5. For Possible Action - Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee meetings of November 13, 2025. Jim Hannah moved to approve. Second by Frank Slaghuis. Yes by all. 6. Announcements (First). Commissioner Strickland announced Nye County Solar Consortium Recreation will meet the January 15, 2026, at 2:00 p.m. They are seeking members. The Nye County Lands Bill is moving forward. 2025 calendar year grants received: Off Highway Vehicle Park Experience $700,000.00 for a new well, $111,000.00 for Southside Trailhead, $200,000.00 for Northside Trailhead. 7. Second by Frank Slaghuis, Yes by all. 9. For Possible Action – Discussion and deliberation and possible decision to state PPLAC’s 2026 goals and objectives. Jim Hannah moved to continue to the next meeting. second by Frank Slaghuis, yes by all. 10. For Possible Action – Discussion and deliberation to nominate and elect 2026 PPLAC officers, Chair, Vice-chair, Secretary. Frank Slaghuis moved we elect Mike Zaman as Chair, Jim Hannah as Vice Chair, Robert Adams as Secretary. 2nd by Robert Adams. Yes by all. 11. For Discussion – Report and discussion of encroachment by squatters around the Northside Trailhead on federal public land and Nye County parcels. On Bureau of Land Management property on east side. Nye County on right. After discussion Commissioner offered to ask Nye County Code Compliance to plot exact locations of structures to determine whose land they are on. 12. For Possible Action – Discussion, deliberation, and decision to set a time and date for the next meeting. Frank Slaghuis moved we meet February 10, 2026, second by Jim Hannah, yes by all. 13. GENERAL PUBLIC COMMENT (Second). Alison Pharr asked to be on the next agenda to make a short presentation on federal revenue sharing for solar projects on Bureau of Land Management managed land. 14.
