July 17, 2019 Page 1 Pursuant to NRS, a meeting of the Pahrump Parks & Recreation Advisory Committee was held on July 17, 2019 at 6:30 PM at the Bob Rudd Community Center located at 150 N. Hwy 160 Pahrump, NV 89060. Chairman Jaydee Webb, Secretary Helen W. Schneider, David Harris, Rich Lauver, Vanessa Simmons, Michael Hyde, and Eugene Frank. 1. Pledge of Allegiance The Pledge was recited at 6:31 pm. 2. Roll Call Members present David Harris, Helen Schneider, Michael Hyde and Eugene Frank (6:35). Matt Luis and Jimmy Martinez from the Town of Pahrump. Rich Lauver, Vanessa Simmons and Donna Cox (Nye County Board Member) were absent. Guest: Andra Braden. 3. Approval of the Agenda for July 17, 2019. David Harris made a motion to accept the agenda as written. Helen Schneider seconded and the motion was approved 4-0. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None. 5. For Possible Action- Discussion and elect of officers on the Pahrump Parks and Recreation Advisory Committee. No action taken. Change to members of the committee for next month. 6. For Possible Action – Discussion and deliberation of minutes of the Pahrump Park & Recreation Advisory Committee June 19, 2019. Michael Hyde made a motion to approve the minutes of June 19, 2019 as written. Eugene Frank seconded the motion and approved 4-0. 7. For Possible Action – Discussion and deliberation of the Park Reservation Requests for field usage. None. Announcements (first) Thank you Matt for all your hard work on the Pahrump Parks—we will miss you. Nye County Parks and Recreation Committee will met soon in Tonopah. 9. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) Michael Hyde stated Valley Electric Association has 6 million dollars for a Community Center. They have the land next to their building – 5 areas. Michael Hyde and Eugene Frank are going the look into this. We need V.E.A. to attend out next meeting.For Possible Action – Discussion and deliberation regarding the Fairgrounds. Purpose to obtain development updates, current status and development progress. Drainage study- almost done. Well will not give a much water as quoted before. Well will be for the first l8 areas. Engineering study still needs to be done which includes the 8 multi- purpose fields. 10. For Possible Action – Discussion and deliberation regarding the Fairgrounds. Purpose to obtain development updates, current status and development progress. Dust in park area has been handled by Code Enforcement. The walking trails are in place with dirt. The 1.6 million for the park is $600,000.00 to $700,000.00 short in funds. Park will have two horseshoe pits and two pickle ball courts. The committee would like to see the plans and talk to the project manager next month. 11. For Possible Action – Discussion and deliberation regarding the Kellogg Park development project. Purpose to obtain development updates, current status and development progress. 12. For Possible Action – Discussion and deliberation regarding Ian Deutch, Petrack, Simkins and Blosser Park, etc. Purpose to obtain updates and current status of said parks. Petrack Park –Pooper station has been returned. PVOC is asking want a Pooper station for field B would cost. Simikins Park- Children are playing in the park until 9:00 pm. Lights are on for events later if needed. No neighbors have a problem with the new lights. The Chamber of Commerce is planning to do 2020, because July 4th is on a Friday. We have to decide what we should do. 14. Possible Action – Discussion and deliberation of Movies in the Park for 2019. Good attendance at the movies a high of 325 to a low of 150. Ralph Breaks the Internet was the best attendance and a holiday weekend. 15. For Possible Action – Discussion and deliberation of various sports and clubs in Pahrump. Club sports is growing in Nevada. Children are doing school sports and on other days of the weeks doing club sports. Club sports are now running 9 months or year around. The need for parks is even greater than before. 16. General Public Comment (second). None. 17. Announcements (second). A party for Matt Luis will be July 24th at the Bob Rund Center starting around noon. 18. ADJOURMENT Meeting adjourned at 7:41 pm. Our next regular meeting is August 19, 2019 at the Bob Ruud Center at 6:30pm. This meeting will be in Room B.
