PAHRUMP OFF HIGHWAY VEHICLE PARK ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump, NV 89048 September 4, 2025 5:30 p.m. 1. Pledge of Allegiance and Call to Order. Pledge was recited. 2. Roll Call. Jimmy Lewis, Brad Harris, Skip Hadduck, Joe Toste, Doug Martin, Mitchel Peterson. 3. Approval of the agenda for September 4, 2025. Motion to approve agenda by Jimmy Lewis. Second by Skip Hadduck. 4. For Possible Action – Discussion and deliberation of minutes of the Pahrump Off Highway Vehicle Park Advisory Committee meeting of August 7, 2025. Motion to approve minutes by Jimmy Lewis. Second by Brad Harris. 5. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). No comment. 6. COMMITTEE COMMENTS (This item is limited to announcements, brief discussions of public comments, correction of factual inaccuracies, direction to staff, or topics proposed for future committee meetings. deliberation of topics not on the agenda is prohibited by the Nevada Open Meeting Law). Jimmy Lewis advised the proposed sound wall solution has been discussed with a contractor who reached out to him. Details will be presented at the next meeting. 7. For Possible Action – Discussion and deliberation regarding the budget, town/county staff to provide a status on how the budget has been spent and what we can expect moving forward. No update. Pending an answer for a track building bid. 8. Liaison/Nye County Staff/Town Staff Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). No update at this time. Pending a survey for power at the fairgrounds. 9. For Possible Action – Discussion and deliberation regarding the scheduling of the next youth track ride day. Jimmy Lewis motioned to set the date of September 13, 2025, from 4:00 p.m. to 7:00 p.m., or dusk. Second by Brad Harris. Approved by all, no opposition. 10. For Possible Action – Discussion and deliberation regarding future grant funding for electrical, irrigation, and track design. No updates. 11. For Possible Action – Discussion and deliberation regarding track design bidding with different track builders to use latest Off Highway Vehicle Park grant funding. For Possible Action – Discussion and deliberation regarding the funding, construction, and fencing of upcoming adult veteran rider, all-terrain vehicle (ATV), and utility terrain vehicle (UTV) tracks. No update. Jimmy Martines will research previous fencing costs for the youth track as a reference for discussion at the next meeting using. 13. For Possible Action – Discussion and deliberation regarding the details of future operations and events for each track and the facility in general. This item will be pushed to the next meeting. 14. Announcements. Skip Hadduck’s board position soon to expire. 15. For Possible Action – Discussion and deliberation to set the date and time for the next meeting. Jimmy Lewis motioned to set the next for October 2, 2025, at 5:30 p.m., at the Veterans Memorial Building. Second by Mitch Peterson. No opposition. 16. GENERAL PUBLIC COMMENT (Second). Arnold mentioned creating flyers for promotion of events and recruiting volunteers. Asked about getting some new photos to post online content. 17. ADJOURNMENT. Meeting was adjourned.
