PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE MEETING MINUTES ITEM # SUBJECT December 10, 2024 Pursuant to NRS, December 10, 2024, a meeting of the Pahrump Public Lands Advisory Committee was held at the Veterans Memorial Building, 751 East Street, Pahrump, NV 89048 1. Pledge of Allegiance and Call to Order. 1700. 2. Roll Call. Mike Zaman, Robert Adams, Jim Hannah, Frank Slaghuis, Commissioner Deb Strickland, Tim Davidheiser, guests Nicole Underwood and Phillip Alexander. 3. Approval of the agenda for December 10, 2024. No changes. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person). Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). None. 5. For Possible Action - Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee meetings of November 14, 2024. Jim Hannah moved to approve as written. 2nd by Frank Slaghuis. Yes by all. 6. For Possible Action – Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee meetings of May 14, 2024. Frank Slaghuis moved to approve as written. 2nd by Jim Hannah. Yes by all. 7. Announcements (First). None. 8. Committee Comments (This item is limited to announcements or topics/issues proposed for future workshops/agendas). The Nevada Off Highway Vehicle Commission Winter grant selection meeting is this Friday in Las Vegas. For Possible Action – Discussion, deliberation, and possible decision to make recommendations to Board of County Commissioners following the December 3, 2024, public hearing of Nye County Bill No. 2024-03. Jim Hannah moved that Section two category be removed from form 17.10.080. 2nd by Tim Davidheiser. 4 yes votes. Robert Adams voted no. 10. For Possible Action – Discussion, deliberation, and possible decision on content of our 2024 yearend report. Submitted Recreational Trails Program applications to fund both the Northside and Southside Trailheads. Right of way applications submitted to Bureau of Land Management for Battleborn Trail routes in Bureau of Land Management Price Field Office jurisdiction. Efforts to mitigate adverse impacts of proposed utility level solar projects. Nevada Department of Wildlife partnership inspecting and repairing westside Spring Mountain guzzlers. Shooting range. Use of Nye County Open Space per Nye County Code 3.12.010.B.2. to protect public land recreation area adjacent to the Southside Trailhead. 11. For Possible Action – Continued discussion, deliberation, and possible decision to approve or change Pahrump Public Lands Advisory Committee’s Board of County Commissioners (BOCC) agenda item recommending certain parcels be zoned as Open Space per NCC 3.12.010.B.2. as step one in the designation of a southside recreation management area to preserve our rural western quality of life including Pahrump’s viewscape and outdoor recreation opportunities. Jim Hannah moved we continue the item to February. 2nd by Robert Adams. Yes by all. 12. For Possible Action – Discussion, deliberation, and decision to set a time and date for the next meeting.
