PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE DRAFT MINUTES August 10, 2021 Pursuant to NRS, a meeting of the Pahrump Public Lands Advisory Committee was held on August 10, 2021, at 5:00pm at the Bob Ruud Community Center. 1. Pledge of Allegiance and Call to Order The meeting was called to order at 5:00pm. 2. Roll Call Roll Call: Mike Zaman, Jim Hannah, Rick Tretter, Robert Adams, Deb Strickland, Nick Pay, Ryan Gallagher, James Grof, Jane Errett. 3. Approval of the agenda for August 10, 2021. No objections. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). Comments germane to PPLAC reported with topic addressed. 5. For Possible Action – Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee meeting of July 13, 2021. Move to approve by Jim Hannah. 2nd by Mike Zaman. Yes, by all. 6. Announcements (first) Commissioner Strickland reported working out trail connectivity routing between Carpenter Cyn. & So. Wheeler Rd. with Spring Mtn. Raceway Project Mgr. Russ Mead. 7. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) Robert Adams reported continuing the route connectivity fight to Esmeralda Co. BOCC. 8. For Possible Action – Discussion, deliberation, and possible decision to participate in National Day of Service (Sept. 11) events with KVMP-TV. Janet Errett reported KVMP sponsored National Day of Service event on Sept. 11 meeting at BRCC at 9am. BLM LEO Ryan Gallagher volunteer to provide cleanup areas map. For Possible Action – Discussion, deliberation, and possible decision of Southside TH (Trail Head) plan and improvements continued from the July 13, 2021, meeting of the Pahrump Public Lands Advisory Committee, regarding the RIDE COMMAND mapping app to be reviewed. Please download the RIDE COMMAND mapping app at or Play Store or Apple apps. Kathy Ujifusa, Jim Hannah, Robert Adams. Continued to future meeting date. 10. For Possible Action – Discussion, deliberation, and possible decision to plan a Public Lands Day event at Southside Trail Head or discussion of another possible location. Move to approve by Robert Adams. Second by Rick Tretter. Yes, by all. 11. For Possible Action – Discussion, deliberation, and possible decision to address graffiti abatement on public land, continued from the July 13, 2021, meeting of the Pahrump Public Lands Advisory Committee. Discussion led by BLM LEO Ryan Gallagher; no action taken. 12. For Possible Action – Discussion, deliberation, and possible decision for Stewardship of the OST (Old Spanish Trail) Jim Hannah to give report regarding mapping existing trails that are believed to be the OST, continued from the July 13, 2021, meeting of the Pahrump Public Lands Advisory Committee. Jim Hannah continued to future meeting. 13. Presentation – Progress of shooting range in vicinity of Irene and Oyster, progress presented by Debra Strickland. Commissioner Strickland reported land swap item will be item 34 on the August 17 BOCC agenda. 14. Presentation – Progress on Pahrump Public Lands Advisory Committee social media by Kathy Ujifusa. Continued to future meeting. 15. Presentation – How NSSF may help mitigate BLM required mitigation of Bell Vista informal shooting range hazardous waste pickup, continued from the July 13, 2021, meeting of the Pahrump Public Lands Advisory Committee.
