PAHRUMP VETERANS MEMORIAL ADVISORY COMMITTEE FEBRUARY 16, 2023 DRAFT MINUTES 1. Pledge of Allegiance and Call to Order. The meeting was called to order by Chair Carl Jones at 4:00pm. 2. Roll Call. In attendance were Chair Carl Jones, Vice Chair Alice Lubbers, Secretary Dina Williamson Erdag, Beverly Baker, Bruce Cox, Greg Cardarelli, Stephen Hall, Alternate Eddie Williams, Liaison Frank Carbone, and Jimmy Martinez. 3. Approval of the Agenda for February 16, 2023. The agenda was accepted as presented. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None 5. For Possible Action – Discussion and deliberation of the minutes of the Pahrump Veterans Memorial Advisory Committee meeting of November 17, 2022, and cancelation of January 19 2023 meeting. The committee found three corrections to the November 17, 2022 minutes. In agenda item #4 the correct spelling of Jerry’s las name is Dumont. In agenda item #11, Beverly Baker only requested a certificate for Jannis Saunders, no plaque. In agenda item #20 the word “unnecessary” was misspelled. Beverly Baker made the motion to approve the November 17, 2022 minutes as corrected, Stephen Hall seconded. Announcements (first) • Frank Carbone further elaborated on his comment made in the November 17, 2022 minutes, agenda item #20, he wanted to make sure the committee understood that he did not feel this committee was unnecessary, he just wanted committee members to understand that for all advisory committees each members individual attendance, attention, and involvement in the committee’s work was the indicator of how “necessary” a committee might appear to be. • Alice Lubbers reminded everyone that the Veterans Extravaganza was scheduled for March 3, 10:00am-2:00pm at the Ruud, and help was needed for set-up on March 2, 4:00pm. 7. For Possible Action – Discussion and deliberation regarding approval of past actions on out-of- cycle events at the Pahrump Veterans Memorial by the Chairman, Vice Chairman or Activities Coordinators. None 8. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). Carl Jones reminded everyone of the importance of attending the upcoming Open Meeting Law training. 9. For Possible Action - Discussion and deliberation of acceptance of new member application from Gerard Dumont as an alternate member, with an even year expiration of 1/1/2024, on the Pahrump Veterans Memorial Advisory Committee. Beverly Baker stated she felt that Jerry Dumont would be an outstanding addition to this committee. Alice Lubbers made the motion to accept Jerry Dumont as an alternate member to the Pahrump Veterans Memorial Committee, with an even year expiration of 1/1/2024. Carl Jones seconded the motion. Motion passed 7-0. 10. Discussion and deliberation regarding changing Bruce Cox’s membership expiration date to be a two-year term, expiring on 1/1/2025. This change is necessary because he was moved from an alternate position to a regular member position, assuming an odd year expiration position. Alice Lubbers made the motion to change Bruce Cox’s membership expiration date to 1/1/2025, Stephen Hall seconded the motion. For Possible Action - Discussion and deliberation regarding election of new officers for the 2023 year for the Pahrump Veterans Memorial Advisory Committee. Alice Lubbers volunteered to become the committee Secretary. Carl Jones made the motion that Alice Lubbers become the Secretary, Beverly Baker seconded the motion. Motion passed 6-0. Bruce Cox made the motion that Beverly Baker become the Vice Chair, Carl Jones seconded the motion. Motion passed 6-0. Alice Lubbers made the motion that Bruce Cox become the Chair, Carl Jones seconded the motion. Motion passed 6-0. At this time Bruce Cox assumed control of the meeting. 12. For Possible Action - Discussion and deliberation of not having a Pahrump Veterans Memorial Committee meeting during the month of December 2023. Alice Lubbers made the motion that the Pahrump Veterans Memorial Committee not have a meeting during the month of December, 2023. Beverly Baker seconded the motion. Motion passed 7-0. 13. Discussion and deliberation of future certificates of appreciation and plaques to be presented from the Pahrump Veterans Memorial Advisory Committee. Dina Williamson Erdag made the motion that a plaque be prepared and attached to the exterior of the Multi-purpose building to honor the late Ron Frazier for his support of local veterans and veterans organizations through his articles in his Pahrump Life. There are already two other plaques on the exterior of the multi-purpose building, one for the Blue Star organization, and one for the late Butch Harper. The motion died for lack of a second. 14. Discussion and deliberation of planning an Open House/Dedication event at the Multi-purpose Building after completion of renovations. Need sub-committee assignments. A motion was not made for the Pahrump Veterans Memorial Committee to sponsor an Open House/Dedication event. Alice Lubbers and Beverly Baker stated that a sub-committee was not needed, they would handle the planning as the Activities Coordinators. Carl Jones made the motion that he would like to have the plaque and certificate to be given to John Koenig from the Pahrump Veterans Memorial Committee should be presented when the multi-purpose building is rededicated, Alice Lubbers seconded the motion. Motion passed 7-0. ---PAGE BREAK--- PAHRUMP VETERANS MEMORIAL ADVISORY COMMITTEE MINUTES ITEM # SUBJECT February 16, 2023 3 15. Discussion and deliberation for update on the progress of Memorial Building renovations. Jimmy Martinez stated that the multi-purpose building should be ready for occupancy next month. 16. Discussion and deliberation of 2023 Sub-committee assignments for the Pahrump Veterans Memorial Advisory Committee. See attached Sub-committee list from March-2022. The Sub-committee list was reviewed and discussed. Carl Jones made the motion that the sub- committee list be approved as corrected. Stephen Hall seconded the motion. Motion passed 7-0. See attached Sub-committee list now dated February 16, 2023. 17. Discussion and deliberation regarding mandatory attendance at one of the Nye County Open Meeting Law (OML) and Ethics training sessions being held on February 17, February 23, and February 27. See attached notification letter dated January 24, 2023 from the Office of the County Manager. Each member was asked which OML and Ethics training meeting they planned to attend, and each member stated they were going to attend the Friday, February 17, 2023 session. 18. Discussion and deliberation regarding current BOCC status for change to SOP’s, Subparagraph “I Holidays”, page b. Per Commissioner Frank Carbone the BOCC approved and passed these SOP changes. 19. Discussion and deliberation regarding current BOCC status of approved applications of members with expiring terms of January 1, 2023. Per Commissioner Frank Carbone the BOCC approved and passed these applications. 20. Discussion and deliberation regarding target dates to be set by the Pahrump Veterans Memorial Advisory Committee for the Bylaw Review committee preliminary review, submission to Advisory Committee for first review, submission to Advisory Committee for final review, and submission to BOCC for approval). See attached Pahrump Veterans Memorial Advisory Committee Bylaws dated November 17, 2015. The Bylaw Review committee will consist of Dina Williamson Erdag, and Carl Jones, with input from Liaison Frank Carbone. The Bylaw Review committee will complete all aspects of their work within 120 days from today’s date. Dina Williamson Erdag made the motion, Carl Jones seconded the motion. GENERAL PUBLIC COMMENT (second): • Jerry Dumont stated he has a complete pictorial history of the development of the Pahrump Veterans Memorial on his website MCL1199.org. 22. COMMITTEE COMMENTS (second): *Alice Lubbers stated that the BOCC should be given a report that includes Jerry Dumont’s website link. * Carl Jones stated that he wanted to express his thanks to Frank Carbone, Beverly Baker, Jimmy Martinez, Dina Williamson Erdag, Alice Lubbers, Stephen Hall, Greg Cardarelli, and Bruce Cox for their support of his chairmanship of the Pahrump Veterans Memorial Advisory Committee. A great deal has been accomplished, especially with no budget. 23. ANNOUNCEMENTS (second) None 24. ADJOURNMENT The meeting was adjourned at 5:30pm. APPROVED THIS day OF 2023
