PAHRUMP VETERANS MEMORIAL ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump, NV 89048 February 19, 2026 4:00 p.m. 1. Pledge of Allegiance and Call to Order. The meeting was called to order at 4:00 p.m. by Bruce Cox, Chairman. Location: Veterans Building, Chief Tecopa Cemetery. Copies of the January 15, 2026 meeting minutes and the February 19, 2026 agenda were available. 2. Roll Call. In attendance: Bruce Cox, Chair, Alice Lübbers, Secretary, Jerry Paradise, Marge Paradise, Sterling Ripley, Stephen Hall, Frank Carbone, and Eddie Williams. Absent: Beverly Baker, excused. Commissioner John Koenig, County Commissioner and Jimmy Martinez, Building and Grounds supervisor were present. No Public present. 3. Approval of the Agenda for February 19, 2026. Eddie Williams made the motion to accept the agenda as written. Stephen Hall seconded. Motion was approved. No Public input. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). None. No Public input. 5. For Possible Action - Discussion and deliberation of the Pahrump Veterans Memorial Advisory Committee meeting minutes for January 15, 2026. Sterling Ripley made the motion to accept the minutes as written. Stephen Hall seconded. Motion was approved. Announcements (First) • The annual Veterans Extravaganza is March 6, 2026, 10:00 a.m. to 2:00 p.m. at The Bob Ruud Center. • The annual Baker to Vegas Fun Run: March 28 -29, 2026. • Subcommittee assignments sign-up list is available. • Suggestions for the Veterans Advisory committee’s twentieth anniversary. • The commissioners approved Stephen Hall’s committee membership renewal. • Memorial Day graveside flag placement, Saturday, May 23, 2026, at 9:00 a.m. 7. For Possible Action – Discussion and deliberation regarding approval of past actions on out-of-cycle events at the Pahrump Veterans Memorial by the Chairman, Vice-Chairman, or Activities Coordinator. None. No Public input. 8. For Possible Action - Discussion and deliberation regarding a revision in committee By-Laws for the secretary to chair committee meetings in the absence of the committee Chairman and Vice- chairman. Currently, if the Chairman and Vice-Chairman are absent, the meeting is cancelled. Unfortunately, this situation occurred a few months ago. There are three elected positions on the committee. It only makes sense the secretary can chair a meeting. The Current bylaw wording is: “The Secretary shall be responsible for all minutes, reports, agendas, correspondence, and records of the Advisory Committee.” The revised wording: “The Secretary shall be responsible for all minutes, reports, agendas, correspondence, and records of the Advisory Committee. The secretary shall assume the duties of chairing a committee meeting in the absence of both the Chairman and Vice-chairman.” Sterling Ripley made the motion to accept the revised wording of, “The secretary shall assume the duties of chairing a committee meeting in the absence of both the Chairman and Vice-chairman.” Stephen Hall seconded. Motion was approved. No Public comment. 9. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). • 2026 Anniversary event suggestion. Prepare a PowerPoint presentation of the history of the Veterans Advisory committee. Possibly present at the Library and Commissioners’ meeting. Bruce Cox suggested presenting at the Pahrump Museum. • Discuss Annual Thank You BBQ co-organizers, Stephen Hall and Eddie Williams. Organize room set-up, menu, BBQ tank gas, ice, plates, silverware, napkins, table covers, ice rafts for drinks and food, building reservations, attendance numbers, etc. Eddie Williams stated he will co-organize with Stephen Hall and discuss the Event with Jimmy Martinez. For Possible Action - Discussion and deliberation regarding future Certificates of Appreciation and plaques to be presented by the Pahrump Veterans Advisory Committee. None. No Public input. 11. General Public Comment (second). None. No Public input. 12. Committee Comment (second). Jimmy Martinez discussed the vertical VA grave marker in the veteran’s section of the cemetery. He discussed with the family members that only flat VA grave markers are acceptable in the Veterans section. He provided the written Veterans section guidelines. The family will replace the grave marker with an appropriate flat VA grave marker. No Public input. 13. Announcements (second). 14. The next meeting of the Pahrump Veterans Memorial Advisory Committee is March 19, 2026, at 4:00 p.m. at the Veterans Building, Chief Tecopa cemetery. 15. Adjournment. The meeting was adjourned by Bruce Cox, Chairman at 4:30 p.m.
