Pahrump Public Land Advisory Committee May 15, 2023 DRAFT MINUTES Pursuant to NRS, a meeƟng of the Pahrump Public Lands Advisory Committee was held on May 15, 2023, at 5:00pm at the Bob Rudd Community Center. 1. Pledge of Allegiance and Call to Order. 3pm 2. Roll Call. Mike Zaman, Robert Adams, Frank Slaghuis, Jim Hannah, Nick Pay (BLM), Tom Bolling (NCPW), NC Commissioner Deb Strickland. 3. Approval of the agenda for May 15, 2023. No changes. 4. General public comment (Three-minute Ɵme limit per person.) AcƟon will not be taken on the maters considered during this period unƟl specifically included on an agenda as an acƟon item (First) 5. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). Robert Adams reported James Horton (PTAC) is helping movie producer find a Pahrump locaƟon for a dinosaur movie. Deb Strickland reported our north county public land resource board is asking our support for a mustang/burro gather. Bring this back later. 6. For Possible AcƟon – Discussion and deliberaƟon regarding need for and locaƟon of mustang/burro fencing. NCPW Director Bolling reported the fence in disrepair is on private property. 4 property owners are uncooperaƟve. Bring this back later. 7. For Possible AcƟon – Discussion and deliberaƟon to ask Nye County to enter a temporary Memorandum of Understanding (MOU) with the BLM to mark certain routes for the Pahrump-Beaty Offroad Adventure Trail pending route designaƟon by Right of Way (ROW), Travel Management Plan (TMP), etc. See backup by clicking blue link. BLM PFO Manager Nick Pay strongly recommends NC make applicaƟon for non-maintained ROWs. Robert Adams moved PLAC work with NCPW & BLM to prepare and submit ROW applicaƟon(s) for approval of Nye BOCC. 2nd by Frank Slaghuis. For Possible AcƟon – Discussion and deliberaƟon to recommend conveyance of RecreaƟon and Public Purpose (R&PP) lease to patent ownership by the Town of Pahrump of the 427-acre parcel known as the Pahrump Fairgrounds (APN# 027-741-01) without a reversionary clause. Nick Pay reported that BLM is already working on this request. 9. For Possible AcƟon – Discussion, deliberaƟon, and possible decision to comment (June 20 deadline) on April 4th Federal Register release to change the BLM Planning Rule. htps://www.govinfo.gov/content/pkg/FR-2023-04-03/pdf/2023-06310.pdf Deb Strickland reported that advisory commitees can’t comment as bodies. 10.
