PAHRUMP PARK AND RECREATION ADVISORY COMMITTEE MEETING MINUTES June 15, 2022 Pursuant to NRS, a meeting of the Pahrump Park and Recreation Advisory Committee was held on June 15, 2022, at 6:30 p.m. at the Bob Ruud Community Center. 1. Pledge of Allegiance and Call to Order. The Pledge of Allegiance was recited at 6:31 p.m. 2. Roll Call Members Present: Chair Vanessa Simmons, Vice Chair Pamela Hiler, Secretary Dave Harris, Dave Clasen, Loyce Seastrunk, Town Representatives: Jimmy Martinez / Buildings and Grounds, Courtney Kenney / Administrative Coordinator. Guests: Helen Schneider. Dorothy Van Zuilen / Pahrump Valley Softball Association, Lloyd Pugh / Pahrump Valley Youth Sports, Will Simpson / Rock Ridge Schutzhund Club, Richard Swingle / Pahrump Valley Little League, Rosalee Clasen / American Youth Soccer Organization, Laurie Tully / Spring Mountain Sprinters, Amy Carlson / Junior Trojans Soccer Club, Anthony Miller / Pahrump Valley Softball Association. Brian Hayes / Girls of Troy Softball. Members Absent: Mark Broedling, Commissioner Donna Cox. 3. Approval of the Agenda for June 15, 2022. Loyce Seastrunk made a motion to approve the agenda for June 15, 2022, as written. Vanessa Simmons seconded the motion. Approved 5-0 4. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) Dave Harris attended the meeting of the Lakeview Golf Course Advisory Committee and has provided a written summary of the meeting. A copy is printed and if anyone would like a copy please see me after the meeting. 5. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None. 6. For Possible Action – Discussion and deliberation of minutes of the Pahrump Park and Recreation Advisory Committee, meeting of May 18, 2022. A correction was made to the spelling of Bonnie Darrow. Pam Hiler made a motion to accept the minutes with correction noted of the park and Recreation Advisory Committee meeting of June 15, 2022. Dave Clasen seconded the motion. Vote 5-0 7. For Possible Action – Discussion and deliberation of Major Event Park Reservation Requests. Pioneer Day at Ian Deutch Park all day on July 23, 2022. The whole park will be used for this event. This event is hosted by a local church which promotes a historical theme. The group is planning for up to 1,000 people to attend the event. Public Discussion: No public comment at this time 9. Presentation – Discussion of Field Allocation request forms for July-December of the 2022 Fall Season. There was a total of 10 requests to use fields in Simkins, Petrack and Ian Deutch Park. Field placement is based on the total number of participates of each group and their need for certain type of fields. There are three groups that involve dogs. Park requests are placed on a calendar. The groups were notified that final field allocation for all the requests will be place on the agenda for the meeting on July 20, 2022. This will allow town staff the time to try to fit all the requests for park use on the calendar. Groups will be notified when the field allocations are completed. Public Discussion: Each group in attendance were allowed time to speak on the type of activity, age of and number participates, days and times requested. 10. For Possible Action – Discussion and deliberation to accept the removal of Brian Hayes from the Pahrump Parks and Recreation Advisory Committee, due to more than three consecutive unexcused absences. Chairperson Vanessa Simmons sent an email to Brian Hayes, and he recognized that he received the notice. Brian Hayes sent an official letter of resignation to the Town Office. Loyce Seastrunk made a motion to accept the resignation. Pam Hiler seconded the motion. Vote 5-0 11. For Possible Action – Discussion and deliberation to select the active voting members and alternate positions to the Pahrump Park and Recreation Advisory Committee. Chairperson Vanessa Simmons, Vice Chairperson Pam Hiler, Secretary Dave Harris, Voting Members are Mark Broedling and Loyce Seastrunk, Alternate Member Dave Clasen. One Alternate Member position is open at this time. Dave Harris made a motion to accept the noted positions as listed. Vanessa Simmons seconded the motion. Vote 5-0 12. For Possible Action – Discussion and deliberation to 1) Review the current By-Laws for the Pahrump Parks and Recreation Advisory Committee and 2) Determine if the updated draft by-laws are finalized for Board of County Commissioners final approval. Pam Hiler made a motion to accept the draft By-Laws of the Pahrump Parks and Recreation Advisory Committee to be sent to the Board of County Commissioners for final approval. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of the Fairgrounds. After committee discussion – Public Discussion. Engineering is working on the development of a well and septic system for the fairgrounds. Grant money will help pay for the development of these projects. OHV part of the fairgrounds is waiting on a dust permit from the State at this time. Public Discussion – No public comments at this time 14. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of Kellogg Park. After committee discussion – Public Discussion. Approval was given to start the construction of a new well at Kellogg Park. Water is needed for irrigation and restroom facilities. Continued development is waiting for more funding to start at the beginning of July. Dave Harris suggested that a notice be given to Lakeside RV Park about the location of the dog park at Kellogg Park and there are lights at the dog park. Public Discussion – Helen Schneider mentioned the value of having areas for small, medium and large dogs which works out well. 15. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the other parks in Pahrump (Ian Deutch Memorial Park, Simkins Park, Petrack Park and Blosser Park). After committee discussion – Public Discussion. Ian Deutch Park Little Leagues will use park throughout July for All-Stars competition practice. Skate Park is still having use even as the temperature is warming up. Simkins Park is still having problems with the wild horses. Petrack Park’s swimming pool is open now. Swim lessons are full and there is a waiting list. A full staff for the swimming pool allows for full operation on a daily basis. Average pool attendance is about 200 hundred per day. The horseshoe improvements and expansion is near completion. No shade cover for the new pits but will be added when costs go down. Blosser Park is working on watering issues and weed control. Replace of well is in the planning stage for the park. The possibility of public donations for park improvements is being worked on by Vanessa Simmons. There may be different regulations for donations between the town and the County. For Possible Action – Discussion and deliberation of Movies in the Park for 2022. After committee discussion – Public Discussion. Attendance at the first movie was between 400 – 450 people and the second movie the attendance was between 225 – 275 people. There are some small problems with the younger teenagers at the park during the movies. Public Discussion – No public comment at this time. 17. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) (Second) An advertisement will go out to notify the general public there is an opening on the Park and Recreation Advisory Committee. It will run for two weeks. 18. GENERAL PUBLIC COMMENT (second). No Public Comment. 19. ANNOUNCEMENTS (second). None. 20. ADJOURNMENT Our next scheduled meeting of the Town of Pahrump Park and Recreation Advisory Committee will be on July 20th at 6:30 pm in the Bob Ruud Community Center. Adjournment at 7:49 pm.
