PAHRUMP ARENA ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump NV 89048 January 8, 2026 7:00 p.m. / 19:00 1. Pledge of Allegiance and Call to Order. Robert called meeting to order at 7:00 p.m./19:00 2. Roll Call. Robert Tibbits, Darius Mann, Tawny Wald, Shane Chapman, Scot Tibbits, Jimmy Martinez, Courtney Kenney, Debra Strickland, Peugh, Aliyah Mann, Gale Baker, Kim Ness, Michelle Chappel, Trish Phelps. 3. GENERAL PUBLIC COMMENT (Three-minute time limit per person). Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item. (First). None 4. Approval of the Agenda for January 8, 2026. Darius makes a motion to approve, Shane seconds, No discussion no public comment, 4-0-1 abstention 5. For Possible Action – Election of Chair of the Pahrump Arena Advisory Committee. Darius motions Robert Tibbits to remain the chair, Tawny seconds, no public comment, Pass 4-0-1 abstention 6. For Possible Action – Election of Vice Chair of the Pahrump Arena Advisory Committee. Robert motions Darius Mann to remain Vice chair, Tawny seconds, no public comment, Pass 4-0-1 abstention 7. For Possible Action – Election of Secretary of the Pahrump Arena Advisory Committee. For Possible Action – Election of alternate positions and members at large. Darius motions Scott Tibbits, Annie Layhae, Kamal Mann, Shane Chapman as sitting members while disclosing the relationship with Kamal Mann, Tawny seconds, no public comment, Pass 5-0 9. For Possible Action – Discussion and deliberation of the Minutes of the Pahrump Arena Advisory Committee meeting on December 11, 2025. Scot motions to accept, Shane seconds, no public comment, Pass 5-0 10. Announcements (First). Pahrump Valley Rough Riders January 17, 2026, High School rodeo February 6-8. 11. Liaison/ Nye County Staff/ Town of Pahrump Staff Comments (This item limited to announcements/ topics/ issues proposed for future workshops or agendas). Nothing. 12. For Possible Action – Discussion and deliberation regarding arena reservations and follow up on existing reservations. Scot motions to remove Amp Live Productions the from calendar due to the producer not responding to town staff , Darius seconds, Darius asked Courtney to inform Amp Live Productions that if they wish to put in another reservation they are to be present at a meeting either via zoom or in person before their reservation is to be brought to a vote, no public comment, Pass 5-0. Scot motions to remove the stall fees from high school rodeo as the stalls were voted to be torn down in the December 2025 meeting, Shane seconds, no public comment, Pass 5-0. 13. For Possible Action – Discussion and deliberation regarding arena upgrades, repairs, and equipment purchases. Jimmy is still pursuing the blade and will have a more informed update next meeting. 14. Committee Comments (This item is limited to announcements or topics/issues proposed for future workshops/agendas). Meeting on January 22, 2026, at 7:00 p.m. to discuss possible fairground arena designs. 15. GENERAL PUBLIC COMMENT (Three-minute time limit per person).
