PAHRUMP OHV PARK ADVISORY COMMITTEE DRAFT MINUTES June 09, 2022 Pursuant to NRS, a meeting of the Pahrump OHV Park Advisory Committee was held on June 09, 2022 at 5:00pm in the Bob Ruud Community Center. 1. Pledge of Allegiance and Call to Order The pledge was recited. 2. Roll Call Jimmy Lewis, Jimmy Tyler, Erica Muxlow, Brad Harris, Loyce Seastrunk, Matt Mattoon, Bob Adams, Deb Strickland, Jimmy Martinez 3. Approval of the agenda for June 09, 2022. Erica Muxlow motion to approve the agenda for June 9th, 2022, Brad Harris second. There was no opposition. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). There was no public comment. 5. For Possible Action – Discussion and deliberation of minutes of the Pahrump OHV Park Advisory Committee meeting of May 05, 2022. Erica Muxlow motioned to approve minutes for May 5th, Brad Harris second. There was no opposition. 6. Announcements (first) Jimmy Lewis recommends that we create a presentation to show our progress with the current project. And that we will be submitting the application. 7. Committee Comments. (This item limited to announcements or topics/issues proposed for future workshops/agendas) There were no committee comments. 8. Liaison/Nye County Staff/Town Staff Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) Deb Strickland informed that committee that there is a meeting on June 13, 2022, at 3pm regarding Big Dunes in Amargosa Valley, asking for help regarding building a 1-mile road into the dunes. They asked for support from OHV + 2 other committees. Since we do not ---PAGE BREAK--- PAHRUMP OHV PARK ADVISORY COMMITTEE DRAFT MINUTES June 09, 2022 currently need additional funds, it would be best to write a Letter of Support for this project. Stephanie Elliott, Grants Administrator will write the letter and we can add this as an agenda item in our next meeting. 9. For Possible Action – Discussion and deliberation regarding the budget. Tom Bolling will provide a status on how the budget has been spent and what we can expect moving forward. Tom Bolling was not present. We will receive an update on the budget in our next meeting. Jimmy Martinez stated that we purchased the pallet of concrete, which costs about a couple hundred dollars. 10. For Possible Action – Discussion and deliberation regarding the perimeter fence and sound barrier. Jimmy Martinez confirmed that we are constructing the perimeter fence using drill pipe and 3-strand wire, and we are waiting on pricing for this. Brad Harris asked for clarification on why we have not yet purchased materials. Jimmy Lewis explained the order of operational activities that must occur to get the perimeter fencing in place. Jimmy Lewis stated that moving dirt and adding a fence can get in the way of building the sound barrier. So far, we have completed the survey, perimeter trail, and have examined the dirt. Our next step in this process is building the sound barrier, but we are blocked by the fact the dust permit has not been approved by the State. Additionally, after speaking with a few experts in pushing dirt, it doesn’t make sense to move the dirt until we have a substantial amount of water available. Deb Strickland stated that ideally, we would not be moving dirt in the summer. 11. For Possible Action – Discussion and deliberation regarding Advisory Board updates on their respective areas. We discussed the Big Dunes project in Amargosa Valley. Jimmy Lewis recommended that we support this project by writing a letter of support. He explained that the BLM needs assistance from the County in getting a better surface road. They would address the silt beds and haul material out of the area. There is cooperation between BLM and Nye County. The funds from this would come from a separate grant from the State OHV Commission specifically for this activity. 12. For Possible Action – Discussion and deliberation to set the date and time for the next meeting. General Public Comment (second). Bob Adams represents the Conservation Commission on the State OHV Committee. Bob Adams stated that the OHV Commission grant application is due July 19th. We may need to review the grant to ensure that we have requested enough funds because there has been inflation and other factors that have impacted prices since the original application in 2017. The 2nd grant cycle is in November, and it is now a good time to get started on this as well. 14. Announcements (second). There were no announcements. 15. ADJOURN The meeting was adjourned.
