January 9, 2020 Pursuant to NRS, a meeting of the Pahrump Arena Advisory Committee was held at 7:00 PM at the Chief Tecopa Cemetery, Multipurpose Building located at 751 S East St Pahrump, NV 89048. 1 1. Pledge of Allegiance and Call to Order. Robert called to order at 7:00 PM 2. Roll Call Loyce S, Cody C, Robert T, Darius M, Steve C, Steve P, Debbie P, Michelle C, Jimmy M, Debra S, Scot T, Bailey C, Victoria S 3. Approval of the Agenda for January 9, 2020. Scot made a motion to accept, Cody second all in favor. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First) None 5. For Possible Action - Discussion and deliberation of Minutes of the Pahrump Arena Advisory Committee, meeting of November 14, 2019. Darius made a motion to approve, Cody second, all in favor 6. Announcements (First) Marla Stevens has a barrel race Jan 11th, 2020 7. For Possible Action – Discussion and deliberation of applicants for the Pahrump Arena Advisory Committee. Scot made a motion to approve all three; Michelle, Cody & Darius application, Steve C second. All in favor. 8. For Possible Action - Discussion and deliberationto elect the 2020 officers for the Pahrump Arena Advisory Committee. Scot made a motion to retain all positions as last year. Steve second, all in favor to officers and members to stay the same. 9. For Possible Action - Discussion and deliberation to use the money form the arena fund to purchase new lights, due to safety concerns. Debra let everyone know that from where the county as county official so so that all the funds have been used on other areas of the town for other areas. And looking for grants for the covering of the arena but can’t find a grant for covering the arena or lights. But as of right now no grants are available. Jimmy said he believes the account has $400-$465,000. ---PAGE BREAK--- PAHRUMP ARENA ADVISORY COMMITTEE AGENDA ITEM # SUBJECT January 9, 2020 2 Scot made a motion to NOT use the arena funds to purchase the lighting, Steve P second, Steve P and Scot are in favor, Loyce, Cody Michelle and Steve C are against, Robert and Darius Obstained. Steve C made a motion to use the arena funds to purchase and begin process of lights and have arena be part of the process. Loyce made a second, Loyce, Steve C, Michelle, Darius, Cody are in favor, Scot and Steve P are against. Scot asked if next meeting we could have an amount in arena fund. 10. For Possible Action - Discussion and deliberation regarding the arena water truck. Jimmy said the water truck is up and running and found parts and back up and running. Also Jimmy recommended to purchase another water truck. Steve recommended to ask for a “screened” water truck for the county from a government agency. 11. For Possible Action – Discussion and deliberation of Arena Reservations. Scot made a motion to approve Cody Second. All in fovor for Marla Stevens Buckles for Bailey on Jan 11th. Robert let everyone know that Pro Rodeo was canceled. 12. For Possible Action – Discussion and deliberation to change the location of the Pahrump Arena Advisory Committee meetings from the Bob Ruud Community Center to Chief Tecopa, Multipurpose Building with meeting time from 7:00 P.M. to 6:30 P.M. Time change, Commissioner Strickland made a motion to change time to 6:30 P.M from 7:00 P.M.due members getting off work and making meetings it would not work for a few members there was n second. Due to that Commissioner Strickland decided to remove her motion. Location, Steve C made a motion to change meeting to Tocopa, Michelle Second. Vote is all in favor but Scot T is a No Location passed and will be changed to Tecopa Multipurpose Building. 13. For Possible Action - Discussion and deliberation to purchase the land west of the arena. Scot made a motion for Town of Pahrump to look into look into purchasing the land. Cody second, All in favor. Debra said the amount will be around $150,000.00 14. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) Scot asked about arena fixes, and need to put blow sand in. Steve P asked to have a workshop on Jan 18th.8:00 AM truck loads. Michelle requested to talked with a person in town. Debra also is working on manure loads.
