PAHRUMP PARK AND RECREATION ADVISORY COMMITTEE DRAFT MINUTES May 19, 2021 Pursuant to NRS, a meeting of the Pahrump Park and Recreation Advisory Committee was held on May 19, 2021 at 6:30pm at the Bob Rudd Community Center. 1. Pledge of Allegiance and Call to Order. The pledge was recited at 6:37 PM 2. Roll Call Members Present: Chair Helen W. Schneider, Vice-Chair Vanessa Simmons, and Secretary Bonnie Darrell: Phoned In, Pamela Hiller and David Harris, Commissioner Donna Cox, ABSENT, Town of Pahrump: Courtney Kenney. Advisor: Jimmy Martinez Guest: Diane Roberts 3. Approval of the Agenda for May 19, 2021. Pamela Hiller made a motion to accept the agenda. Vanessa Simmons seconded, and the motion was approved 5-0. 4. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) None. 5. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). Diane Roberts asked multiple questions regarding; VEA Community Center – which fell through, per Jimmy Martinez. What is Wonderful Wednesday that was discussed at the last meeting, and The Jazz Festival that will be taking field “Pop Up Mall” Every Wednesday on Field A? Discussion that Softball should stay on Field A. Courtney Kenney stated she knows the person who wants to do this. Helen Schneider said she would check on some of this information for the next meeting. 6. For Possible Action – Discussion and deliberation of minutes of the Pahrump Park and Recreation Advisory Committee, meeting of April 21, 2021. Number 16, General Public Comment, please change “Citizen” to Donna Cox. Motion to change the 4/21/21 minutes made by Pam Hiler and seconded by Vanessa Simmons. Passed 5-0. 7. For Possible Action – Discussion and deliberation of any Park Reservation Requests. Jimmy Martinez stated: Circus is June 17th – 20th, Wet N Wild Water War at Petrack Park June 12th. 9. For Possible Action – Discussion and deliberation to reappoint alternate positions to the Pahrump Parks & Recreation Advisory Committee. Discussion regarding David Harris moving from an alternate board position to a board position. Motion was made by Vanessa Simmons, 2nd by Pamela Hiler, David Harris abstained, passed 4-0. Alternate positions will be advertised. 10. For Possible Action – Discussion and deliberation regarding the July 4, 2021 festival and Vendor Application form. After committee discussion – Public Discussion. Paperwork for Non-Profits and Vendors needs the dates changed for application submission. Forms need to be added to the newspaper with Insurance Forms. Motion to accept the 4th set of applications with the changes made by Vanessa Simmons, Pam Hiler 2nd, passed 5-0 11. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of the Fairgrounds. After committee discussion – Public Discussion. Jimmy Martinez stated that the Memorial Weekend May 28-30th is the launch site will be available with a permit. Jimmy Martinez stated the environmental study is still not complete. 12. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of Kellogg Park. After committee discussion – Public Discussion. Jimmy Martinez stated some of the brick wall and septic system work has begun. The dog park trees will be planted. Vanessa Simmons asked Jimmy about dedicating trees at the park. Jimmy is not sure if this can be done. Helen Schneider asked if there is a landscaping grant maybe people could donate a specific type of tree. 13. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the other parks in Pahrump (Ian Deutch Memorial Park, Simkins Park and Blosser Park). After committee discussion – Public Discussion. All parks are in a good place. For Possible Action – Discussion and deliberation of Movies in the Park for 2021. After committee discussion – Public Discussion. May 29th Croods 2. 15. GENERAL PUBLIC COMMENT (second). None. 16. ANNOUNCEMENTS (second). Softball game will be at 8:30 or 9:00 Amon the 4th of July. There will be awards and a traveling trophy. Helen Schneider announced that the next meeting will be June 23rd tentative location Bob Ruud Community Center. Meeting a week later so we will be able to discuss July 4th. 17. ADJOURNMENT The meeting adjourned at 7:31. Vanessa Simmons made the motion, it was seconded by Pam Hiller and approved 5-0. APPROVED this 2021. Chair
