PAHRUMP OHV PARK ADVISORY COMMITTEE DRAFT MINUTES December 01, 2021 Pursuant to NRS, a meeting of the Pahrump OHV Park Advisory Committee was held on December 01, 2021 at 4:00pm in the Board of County Commissioner’s Chambers. 1. Pledge of Allegiance and Call to Order The pledge was recited, and the meeting was called to order at 4:00pm. 2. Roll Call Mark Broedling, Brad Harris, Jimmy Tyler, Jimmy Lewis, John Mazlo, Erica Muxlow, Doug Powell, Dal Shemp, Debra Strickland, and Bob Adams. 3. Approval of the Agenda for December 01, 2021. Mark Broedling motioned to approve the agenda. Dal Shemp second the motion. There was no opposition. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). There was no public comment. 5. For Possible Action – Discussion and deliberation of minutes of the Pahrump OHV Park Advisory Committee meeting of August 12, 2021. Erica Muxlow motioned to approve the minutes, Mark Broedling second. There were no objections. 6. Announcements (first) Deb Strickland encouraged participating in the following BLM solar projects meetings. This is important because you’re building a track and want to make sure the public lands are open and available to enjoy. December 8, 2021, 6pm - 8pm Rough Hat Clark County Solar Project December 9, 2021, 6pm - 8pm Rough Hat Clark County Solar Project December 15, 2021, 6pm - 8pm Copper Rays Solar Project December 16, 2021, 6pm - 8pm Copper Rays Solar Project Jimmy Lewis stated that the only areas that are available to solar are the only areas available to OHV. We are competing for land and their sister projects will have an impact on our projects. The Rough Hat Nye County solar project will severely impact access. Jimmy Lewis stated that we have had poor attendance and anyone who is no longer able to participate in the OHV Committee should consider resigning their position because there are other people interested in serving on the committee. ---PAGE BREAK--- PAHRUMP OHV PARK ADVISORY COMMITTEE DRAFT MINUTES December 01, 2021 Deb Strickland stated that the application process must be followed to fill the remaining alternate seat and the application is available online at the Nye County website. John Mazlo motioned to add an agenda item to the next meeting’s agenda for an alternate committee member to a permanent seat. Dal Shemp second the motion. There was no public comment or opposition. 7. Committee Comments. (This item limited to announcements or topics/issues proposed for future workshops/agendas) Jimmy Lewis asked, who oversees getting the fence materials? We want to make sure that we are spending the money we have allocated and moving forward where possible. Deb Strickland responded that staff (Jimmy Martinez) will be ordering the fencing material. There were no further updates. 8. Presentation – Discussion of the current status and Environmental Assessment update. Deb Strickland stated that the environmental assessment is complete. We have met our deadline of Dec 31st and the assessment is waiting for one final signature from CBDG. The assessment is good for 5 years for all land 427 acres. 9. For Possible Action – Discussion and deliberation regarding Advisory Board updates on their respective areas. Brad Harris stated that he has held off on moving forward with social media until the environmental assessment was complete. Now that we know we are moving forward, we can start working on the social media campaign. Deb Strickland will email Arnold to request that he attend our meeting to help us officially communicate and advise. John Mazlo motioned to add a social media presentation from Arnold to the next meeting’s agenda. Dal Shemp second. There was no opposition. 10. Presentation – Discussion of a proposal for adding a new project to the Pahrump OHV Park Advisory Committee for a karting track in the Town of Pahrump. Presentation given by Tim Reichert. Tim Reichert presented a proposal for setting up a karting track on the fairgrounds land. (See attached slides in the backup). The closest karting track at Las Vegas Motor Speedway was closed and has been converted to Amazon vehicle storage. Building a state-of-the art track can attract racers and families from neighboring states and generate revenue. ---PAGE BREAK--- PAHRUMP OHV PARK ADVISORY COMMITTEE DRAFT MINUTES December 01, 2021 Tim Reichert is proposing a turnkey operation - including track design, paving, tools, knowledge, timing, lighting system, 250 Nascar tires for tire barriers, and staff to oversee the operations. The karting operation would need approximately 20-30 acres, including a parking lot, which can be shared and coordinated with other Fairgrounds projects and events. The Committee discussed various aspects of the project, including funding, logistics of shared resources, contributions to the OHV fund. The next step would be for Tim Reichert to work with Deb Strickland and the wider Fairgrounds Committee. 11. For Possible Action – Discussion and deliberation to set a time and place for next meeting. Erica Muxlow motioned to set the next meeting for Thursday, January 6th at 5pm. Dal Shemp second the motion. There was no opposition. 12. General Public Comment (second). There was no public comment. 13. Announcements (second). Deb Strickland stated that she has the following action items: Contact Arnold regarding social media. Notify staff to post the position for the open OHV Committee seat. 14.
