PAHRUMP PARK AND RECREATION ADVISORY COMMITTEE DRAFT MINUTES May 18, 2022 Pursuant to NRS, a meeting of the Pahrump Park and Recreation Advisory Committee was held on May 18, 2022, at 6:30pm at the Bob Ruud Community Center. 1. Pledge of Allegiance and Call to Order. The Pledge of Allegiance was recited at 6:31 PM 2. Roll Call Members Present: Chair Vanessa Simmons, (By Phone), Vice Chair Pamela Hiler, Dave Harris Town Representatives: Jimmy Martinez/Buildings and Grounds, Courtney Kenney/Town Administrative Coordinator. Guests: Tim Bohannon, Helen Schneider. Members Absent: Mark Broedling, Secretary Bonnie Darrow, Brian Hayes and Commissioner Donna Cox 3. Approval of the Agenda for May 18, 2022. Vanessa Simmons made a motion to approve the agenda for May 18, 2022 as written. Dave Harris seconded the motion. Approved 3-0 4. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) Vanessa Simmons made a recommendation that a committee be set up to see how donations could be given to the town to benefit the parks in Pahrump. She offered to head this committee and requested an item to be placed on next month’s agenda in relation to this issue. Vanessa Simmons had a question about the Park & Recreation Committee’s new By- Laws and has it been approved by the Board of County Commissioners. 5. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). Helen Schneider had a question about the membership of this committee. She mentioned she thought the members in good standing were Vanessa Simmons, Pamela Hiler, Dave Harris, and Mark Broedling. She thought that this should be publicly stated. 6. For Possible Action – Discussion and deliberation of minutes of the Pahrump Park and Recreation Advisory Committee, meeting of April 20, 2022. Dave Harris made a motion to accept the minutes of the Park and Recreation Advisory Committee meeting of April 20, 2022 as written. Vanessa Simmons seconded the motion. Announcements (first) Courtney Kenny wanted to clear up some confusion that occurred during last month’s meeting she missed. Bonnie Darrow had sent an email of her resignation to both Vanessa Simmons and Courtney Kenney so we could have accepted her resignation last month. On last month’s agenda item that stated that were two vacancies which was correct, but the Park & Recreation did not act due to the confusion over Bonnie Darrell resignation. It was suggested that Chair Vanessa Simmons send a letter to Brian Hayes that this board will remove him due to a lack of attending the meetings. Courtney Kenney mentioned the listing of agenda items in a specific way to aid the filling of Park & Recreation board positions during the meeting. Also mentioned that the town uses a free-market condition when it comes to scheduling events using the town’s parks. This was an issue due to the possibility of having two circuses use Petrack Park within a week of each other. Community Center events go through the town office to be approved and the board will be notified of these events. A new regular agenda item has been added that will be the Major Event Park Reservation Requests. An explanation was given of who must pay or not pay for using the town’s facilities. 8. For Possible Action – Discussion and deliberation of Major Event Park Reservation Requests. Update on future Major Event Park Reservation Requests: Ruud Community Center will close between May 27th to June 14th due to voting. Ian Deutch Memorial Park will host on July 23rd the Blue States Pioneer Day Celebration with an outdoor festival permit. Petrack Park will host the Faith in Blue Day on October 8th. The gazebo area of Ian Deutch Park will host PDOP Pumpkin Days between October 20th to 23rd. The October Fest at Petrack Park has been cancelled and replaced by Balloon Fest on November 11th – 13th in in Petrack Park. Pahrump Valley Obedience Club on October 29th – 30th on Fields B-C at Petrack Park. On November 17th – 20th Petrack Park will host the Pow Wow celebration. Field allocation requests will be taken in June and decided during the July meeting for the fall usage seasons. Public Comment: Tim Bohannon stated the “Faith in Blue” Day was to support law enforcement. 9. For Possible Action – Discussion and deliberation to accept the resignation of Bonnie Darrell. Dave Harris made a motion to accept the resignation of Bonnie Darrell from the Parks & Recreation Board. Vanessa Simmons seconded the motion. Vote 3-0 10. For Possible Action – Discussion and deliberation to accept the applications to the Pahrump Parks and Recreation Advisory Committee, due to two vacancies. The applicants are; Dave Clasen and Loyce Seastrunk. The committee members discussed the ability of members, old and new, to attend all future meeting of the committee either in person or by phone. Loyce Seastrunk is employed by the Nye County and not by the Town of Pahrump. Dave Harris made a motion to accept the applications to the Pahrump Parks and Recreation Advisory Committee of both Dave Clasen ---PAGE BREAK--- PAHRUMP PARK AND RECREATION ADVISORY COMMITTEE DRAFT MINUTES May 18, 2022 and Loyce Seastrunk to fill the vacant positions. Vanessa Simmons seconded the motion. Vote 3-0 11. For Possible Action – Discussion and deliberation to select the active voting members and alternate positions to the Pahrump Park and Recreation Advisory Committee. Vanessa Simmons made a motion to table this agenda item to the next regular scheduled meeting due to the new members joining the board. Dave Harris seconded the motion. Vote 3-0 12. For Possible Action – Discussion and deliberation to elect the Secretary position for the Pahrump Parks and Recreation Advisory Committee. Pam Hiler made a motion to elect Dave Harris to the position of Secretary of the Pahrump Park and Recreation Advisory Committee. Vanessa Simmons seconded the motion. Vote 3- 0 13. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of the Fairgrounds. After committee discussion – Public Discussion. Jimmy Martinez reported OHV to mark boundaries to begin setting barriers on the track. Second well at the fairgrounds will go out to bid in the near future. 14. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of Kellogg Park. After committee discussion – Public Discussion. No additional development taking place at Kellogg Park due to a lack of funds till the new financial year starting in the month of July. No Grand Opening date set but park has a soft opening. Public Comment: Tim Bohannon asked what will developed next at the park and what is the possibility of acquiring grant money financing? Helen Schneider mentioned the need for handicapped playground equipment throughout the park system. 15. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the other parks in Pahrump (Ian Deutch Memorial Park, Simkins Park and Blosser Park). After committee discussion – Public Discussion. Ian Deutch Little has completed their season and All-Stars will follow through July. Town start to the fields for fall sports. A large amount of public use is taking place in the park. Town does not know if summer baseball league will use Field 1 at this time. Simkins Park has been damaged by the high winds especially the front landscape. The problem with the wind horses continues. Blosser Park and issues of water is being worked on by the town. For Possible Action – Discussion and deliberation of Movies in the Park for 2022. After committee discussion – Public Discussion. Contracts with the company have been signed. A list of movies and the dates that they will by shown was provided to board members. Advertisement will begin in the near future. 17. GENERAL PUBLIC COMMENT (second). No Public Comment. 18. ANNOUNCEMENTS (second). Jimmy Martinez reported on swimming pool at Petrack Park. It will be fully staffed with regular scheduled hours. The pool will have a soft opening on May 28th to aid in completing staff training. Pool will be open at 7:00 am and close at 6:00 pm. Swim lessons to be provided this summer with other activities. Pool opening will be advertised. 19. ADJOURNMENT Our next scheduled meeting of the Town of Pahrump Park and Recreation Advisory Committee will be on June 15th at 6:30 pm in the Bob Ruud Community Center. Adjournment at 7:35 pm. Dave Harris made a motion to adjourn the meeting and Vanessa Simmons seconded. Vote 3-0 APPROVED this 2022. Chair
