PAHRUMP ARENA ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump NV 89048 September 11, 2025 7:00 p.m. / 19:00 1. Pledge of Allegiance and Call to Order. Robert called meeting to order at 1900. 2. Roll Call. Robert Tibbits, Darius Mann, Scot Tibbits, Michele Chappel, Kamal Mann, Annie LaHaye. 3. GENERAL PUBLIC COMMENT (Three-minute time limit per person). Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). None. 4. Approval of the Agenda for September 11, 2025. Scot motioned to approve. Michelle second. No public comment. Passed 7-0. 5. For Possible Action – Discussion and deliberation of Minutes of the Pahrump Arena Advisory Committee meeting on August 14, 2025. Darius motioned to accept. Tawny second. No public comment, Passed 7-0. 6. Announcements (First). Nevada Western Horse Show will be held September 20, 2025, and then the arena will be closed for Fall Fest preparations until Monday, September 29, 2025. 7. Liaison/ Nye County Staff/ Town of Pahrump Staff Comments (This item limited to announcements/ topics/ issues proposed for future workshops or agendas). None present. 8. For Possible Action – Discussion and deliberation of arena reservations and follow up on existing reservations. Darius motioned to deny Rodeo Mafia’s reservation due to lack of follow-up from the producer. Scot second. No public comment. Passed 7-0. Michelle motioned to deny Wrecking Ball Entertainment’s reservation due to past non-payment from the monster truck producer. Kamal second. No public comment. Passed 7-0. Scot motioned to accept Pahrump High/Jr. High School Rodeo February 6-8, 2025, with the requirement that all 36 stalls be rented for one night. Tawny second. No public comment. For Discussion only- Current light restrictions and park closure at Petrack Park, and its possible effect on the arena and park users. Town staff was not present. 10. For Discussion only – 2025 Fall Fest Rodeo updates. Everything is moving forward as planned. 11. For Possible Action – Discussion and deliberation regarding arena upgrades, repairs, and equipment purchases None. 12. For discussion only – Status of purchasing leveling equipment. Aliyah Mann stated that homeless people’s animals attacking horses in the arena is becoming a problem. She was advised to contact Jimmy Martinez and the Sheriff’s department. 15.
