PAHRUMP OHV PARK ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump, NV 89048 October 3, 2024 5:30 p.m. 1. Pledge of Allegiance and Call to Order. The pledge was recited. 2. Roll Call. Jimmy Lewis, Ryan Williams, Brad Harris, Loyce Seastrunk, Skip Hadduck. 3. Approval of the agenda for October 3, 2024. Ryan Williams Motioned to approve, Loyce Seastrunk second. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). There was no public comment. 5. For Possible Action - Discussion and deliberation of minutes of the Pahrump OHV Park Advisory Committee meeting of September 5, 2024. Loyce Seastrunk motioned to approve, Ryan Williams second. 6. For Possible Action – Discussion and deliberation to consider the following applicants to fill eight positions, due to three vacancies and five upcoming expirations, and provide appointment recommendations to the BOCC: Douglas D. Martin, Mitchel L. Peterson, Joseph Toste. Joe Toste was the only applicant present and introduced himself to the committee. The committee discussed the applications. Jimmy Lewis motioned to recommend Joseph Toste as a member, Douglas D. Martin as 1st Alternate and Mitchel L Peterson as 2nd Alternate. Loyce Seastrunk second. There was no opposition. 7. Liaison/Nye County Staff/Town Staff Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). Announcements Jimmy Lewis provided updates regarding irrigation concepts and designs that were provided and may be outside of the scope of this project. Jimmy is looking into additional avenues. 9. For Possible Action – Discussion and deliberation regarding the budget, town/county staff to provide a status on how the budget has been spent and what we can expect moving forward. Town staff was not present. 10. For Possible Action – Discussion and deliberation regarding utilizing remaining funding towards continuing to move material at the Pahrump Off Highway Vehicle Park site. Jimmy Lewis explained that this agenda item was just to cover moving material around existing culverts. No action was taken. 11. For Possible Action – Discussion and deliberation regarding irrigation planning and design. Status covered in announcements, no action or discussion was taken. 12. For Possible Action – Discussion and deliberation regarding grant availability and application submission. No discussion or action was taken. 13. For Possible Action – Discussion and deliberation to set the date and time for the next meeting. Ryan Williams motioned to set the next meeting for Thursday, November 7, 2024 at 5:30 p.m. in the Veterans Memorial Building. Loyce Seastrunk second. There was no opposition. 14. GENERAL PUBLIC COMMENT (Second). Joseph Toste asked for clarification regarding the 4-phase construction plan, Jimmy Lewis responded regarding the potential to open a youth track prior to the facility’s official opening. Further discussion shelved for next meeting’s agenda. 15. ADJOURNMENT. Meeting adjourned.
