PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE Meeting Minutes for September 10, 2024 Pursuant to NRS, September 10, 2024, a meeting of the Pahrump Public Lands Advisory Committee was held at the Veterans Memorial Building, 751 East Street, Pahrump, NV 89048 1. Pledge of Allegiance and Call to Order. 5:00 p.m. 2. Roll Call. Robert Adams, Jim Hannah, Frank Staghuis, Tim Davidheiser. Guests: Mason Voehl and Amargosa Conservancy, Carolyn Allen (Amargosa Valley Town Board Chair), Mike Cottingham (Amargosa Valley Town Manager), Scott Williams, Blake Ba6ur. 3. Approval of the agenda for September 10, 2024. Secretary Adams corrected agenda errors. Agenda item 11 has no backup. The backup linked to Agenda item 11 should be linked to item 12. The backup linked to item 12 should be linked to item 13. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). A guest asked if public comment on items was during the discussion and deliberation of that item. The chair responded yes. 5. For Possible Action - Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee meetings of August 13, 2024. Frank Slaghuis moved to accept. 2nd by Jim Hannah. Yes, by all. 6. Announcements (First). Bonanza Solar project 60 day comment period open. 7. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). Robert Adams attended the Nevada Off Road Association (NVORA) Sumit in Virginia City, NV last week. 8. For Possible Action – Discussion, deliberation, and possible decision to propose a Board Of County Commissioners agenda considering new language for Nye County Code 10.10 (use of county roads by Off Highway Vehicles). For Possible Action – Discussion, deliberation, and possible decision regarding inspection and minor repairs to the range fence along Roadrunner Road. Jim Hannah moved to continue. 2nd by Frank Slaghuis. Yes, by all. 11. For Possible Action – Discussion, deliberation, and possible decision regarding a Southside Trailhead development. Please see attached backup. Frank Slaghuis moved to continue. 2nd by Mike Zaman. Yes, by all. 12. For Possible Action – Discussion, deliberation, and possible decision to recommend the designation of a southside recreation management area on public land adjacent the Southside Trailhead. Please see attached backup. Jim Hannah moved to recommend zoning noted parcels as Open Space as a first step. 2nd by Mike Zaman. Yes, by all. 13. For Possible Action – Discussion, deliberation, and possible decision to recommend the best planning of public land regarding the GridLiance expansion and improvement agreement with Nye County. Amargosa Valley Town Manager Mike Cottingham stated the Town of Amargosa Valley endorsed Gridliance proposal. Discussion of purpose of the 2-substations on the existing 230kv line. Are one or two new lines proposed? Jim Hannah moved to continue. 2nd by Frank Slaghuis. Yes, by all. 14. For Discussion – BLM proposed western solar plan. Bureau of Land Management releases proposed Western Solar Plan I Bureau of Land Management (blm.gov) Jim Hannah moved we bring back as an Action Item. 2nd by Frank Slaghuis. Yes, by all. 15.
