PAHRUMP PARK AND RECREATION ADVISORY COMMITTEE DRAFT MINUTES March 24, 2021 Pursuant to NRS, a meeting of the Pahrump Park and Recreation Advisory Committee was held on March 24, 2021 at 6:30pm at the Bob Rudd Community Center. 1. Pledge of Allegiance and Call to Order. The Pledge was recited at 6:30pm. 2. Roll Call Members Present: Chairman: David Harris, Secretary Helen W. Schneider, Bonnie Darrell, Pam Hiler, Vanessa Simmons ABSENT, Brian Hayes ABSENT, Commissioner Donna Cox. Town of Pahrump: Courtney Kenney. Advisor: Jimmy Martinez. Guests: Eddie O’Brian, Zambelli International Fireworks, Eugene Frank with his Guest who is interpreting the meeting for him. 3. Approval of the Agenda for March 24, 2021. Helen W. Schneider made a motion to approve the agenda for March 24, 2021. Bonnie Darrell seconded the motion. The motion was approved 4-0. 4. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) None. 5. For Possible Action – Discussion and deliberation to 1) Rescind action taken at the January 20, 2021 and February 17, 2021 meetings of the Pahrump Parks and Recreation Advisory Committee due to members participating in the meeting who had not yet been appointed; and 2) Rescind action taken at the January 20, 2021 and February 17, 2021 meetings of the Pahrump Parks and Recreation Advisory Committee due to not having a quorum as a result of members participating in the meeting who had not yet been appointed and not having enough official members to make a quorum. David Harris read agenda item number five. Helen made a motion to rescind action taken at the January 20, 2021 and February 17, 2021 meetings of the Pahrump Parks and Recreation Advisory Committee due to members participating in the meeting who had not yet been appointed; and rescind action taken at the January 20, 2021 and February 17, 2021 meetings of the Pahrump Parks and Recreation Advisory Committee due to not having a quorum as a result of members participating in the meeting who had not yet been appointed and not having enough official members to make a quorum. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). Commissioner Donna Cox joined the meeting. No public Comment. 7. For Possible Action – Discussion and deliberation of minutes of the Pahrump Park and Recreation Advisory Committee, meeting of October 07, 2020. Bonnie Darrell made a motion to accept the minutes of the October 7, 2020 meeting. Helen Schneider seconded it. Motion approved 4-0. 8. For Possible Action – Discussion and deliberation of minutes of the Pahrump Park and Recreation Advisory Committee, meeting of January 20, 2021. Pam Hiler made a motion to accept the minutes, as written, of the January 20, 2021 meeting. Bonnie Darrell seconded it. Motion approved 4-0. 9. For Possible Action – Discussion and deliberation of minutes of the Pahrump Park and Recreation Advisory Committee, meeting of February 17, 2021. Helen Schneider made a motion to accept the minutes of the February 17, 2021 meeting. Pam Hiler seconded it. Motion approved 4-0. 10. Announcements (first) None. 11. For Possible Action – Discussion and deliberation to accept applications and appoint positions to the Pahrump Parks and Recreation Advisory Committee, due to two vacancy(s). The applicant(s) are; Eugene Frank and Vanessa Simmons. Bonnie Darrell made a motion to accept the applications of Vanessa Simmons and Eugene Frank to the Pahrump Parks and Recreation Advisory Committee. Helen Schneider seconded the motion. The motion was approved 4-0. (At this point Eugene Frank and his guest walked up to the committee table and took a seat. David Harris said it was alright. Eugene stated that he was on the board and did not need to be voted on. He stated that he did not understand why we were voting on him and he would not be an alternate. Bonnie Darrell read back the January 20, 2021 minutes to him stating that he was no longer on the board.) David Harris made a motion for Helen Schneider to become the Chairman of the committee. Pam Hiler seconded this motion. Approve 4-0. Helen Schneider made a motion for David Harris to be the Vice-Chairman of the Committee. Helen Schneider made a motion for Vanessa Simmons to be the Vice-Chairman of the Committee. Bonnie Darrell seconded it. Approved 5-0 (Eugene Frank and his guest continuously talked to each other, and Eugene was prompted by his guest to vote. This caused confusion and a disruption in the audience.) David Harris made a motion for Bonnie Darrell to be the Secretary for the committee. Pam Hiler seconded the motion. Approved 4-0 (1 member abstained from voting) Bonnie Darrell made a motion that the Alternates for the committee would be David Harris and Eugene Frank. Pam Hiler seconded the motion. Approved 4-1. 12. For Possible Action – Discussion and deliberation of field allocations for Spring 2021. David Harris made a motion to accept the field allocations for Spring 2021. Pam Hiler seconded the motion. Motion passed 5-0. (With 1 member needing prompting from his guest to vote) 13. For Possible Action – Discussion and deliberation of any Park Reservation Requests. None. 14. For Possible Action – Discussion and deliberation of the Pahrump Park and Recreation Advisory Committee By-Laws. We revisited the possible revisions Committee By-Laws that were submitted to the Committee at the September meeting by Vanessa Simmons and Eugene Frank. Eugene Frank requested clarification of the wording of the creation of a possible 2–year plan in the by-laws under our committee “Purpose”. In the yet to be approved revised by- laws, our “Purpose” wording in part, is for the Pahrump Parks and Recreation Advisory Committee to create a possible 5-year plan for future parks and recreation projects that would then be forwarded to the County Commissioners/Town Board for their input and or approval, of the plan only. Eugene Frank wanted to know who is making the plan. The members of the committee; Helen Schneider, David Harris, Pam Hiler and Bonnie Darrell each explained the wording of the passage in the revision of the by-laws. Eugene Frank did not understand the explanations. His guest tried to explain. David Harris suggested that we table this discussion. Bonnie Darrell made a motion to table the discussion of the By-Laws until the April meeting. Pam Hiler seconded the motion. The motion was passed 5-0. (With 1 member needing prompting from his guest to vote) 15. For Possible Action – Discussion and deliberation regarding the July 4, 2021 festival. After committee discussion – Public Discussion. Helen Schneider mentioned that the forms for venders is being revised, before being placed on the website. She would like to see local food trucks at the event. ---PAGE BREAK--- PAHRUMP PARK AND RECREATION ADVISORY COMMITTEE DRAFT MINUTES March 24, 2021 Eddie O’Brian mentioned about parked cars must be moved if they are in the Fall Out Zone. Also, that if booths have lights, they need to be turned off for the fireworks. Donna Cox mentioned that if we have the vendors open until 8PM it will give them more opportunity for sales because more people come out when it is darker because of the heat. Helen Schneider discussed the hours of the vendors, with possible closing time of 8PM. Jimmy Martinez will put up fencing to protect the public. Helen Schneider and Pam Hiler are on the July 4th Committee. 16. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of the Fairgrounds. After committee discussion – Public Discussion. Jimmy Martinez gave an update. Detention basin completed. Working on well grant and OHV grant. Continuing work on Environmental Study. 17. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of Kellogg Park. After committee discussion – Public Discussion. Jimmy Martinez gave an update. Morales Contraction is starting on the restrooms this week. Parking lot and curbing gutter complete. Parking lot will remain gravel until more money is available. Dog park bidding will go out soon, currently in DA for a few weeks. After this portion of the park is complete there is no more money to continue. Eugene Frank requested a report about the phases of Kellog Park. Jimmy Martinez stated that he just had given his report. Eugene wants a written report. Mr. Frank continued to question Mr. Martinez regarding when the entire park would be finished. Mr. Martinez explain that there is no more money after the Dog Park is complete. Eugene Frank continued to ask for a report. Bonnie Darrell read back to him Jimmy Martinez’s verbal report from February 17, 2021 meeting. Helen Schneider explained that at the September 2020 meeting Eugene Frank requested the plans for the park to be at the next meeting. Jimmy Martinez brought them to the October 2020 meeting, but Mr. Frank was not in attendance. Mr. Frank has requested Mr. Martinez bring the plans back to the next meeting. 18. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the other parks in Pahrump (Ian Deutch Memorial Park, Simkins Park and Blosser Park). After committee discussion – Public Discussion. Reports from Jimmy Martinez: Ian Deutch – Totally Operational, being used by sports teams. Skate park resurfacing and lights pushed back again, possibly to June. Skate Park will possibly have Hours of Operation in the future. Jimmy Martinez stated that it was in the works. Holes are being filled, and they have added restrooms. Petrack Park – Totally Operational. New 16x6 foot new LED Full Color Display sign was installed. The company will come out next week to get it operational. 19. For Possible Action – Discussion and deliberation to approve the 2021 field allocation schedule for Ian Deutch Memorial Park, Simkins Park, and Petrack Park. Pam Hiler made a motion to approve the 2021 Field allocation schedule for the parks. David Harris seconded the motion. Approved 5-0 (With 1 member needing prompting from his guest to vote) 20. For Possible Action – Discussion and deliberation of Movies in the Park for 2021. After committee discussion – Public Discussion. Helen Schneider led the discussion of the possible movies to be shown for the Movies in the Park for 2021. All committee members discussed the choices. The final list of 14 is a mix of animated and non-animated movies: Space Jam Pokemon Detective Pikachu Scooby Doo The Zoo Thinks Like a Dog Onwar The Boss Baby Croods – A New Age Goonies Iron Giant The War With Grandpa The Mighty Ducks The Sandlot The Sponge Bob Movie The set dates for the Movie in the Park Nights are: June 5, 12, 19, 26 July 10, 17, 24, 3 Aug 7. 21. GENERAL PUBLIC COMMENT (second). Donna Cox discussed that it might be possible to apply for CARES grant money. Also that the curfew in the parks has been midnight for many years. If we would like to change that we may recommend it to the commissioners. 22. ANNOUNCEMENTS (second). Helen Schneider will have knee surgery on March 30th. The next meeting will be April 21, 2021 at the Bob Rudd Center. 23.
