PAHRUMP OHV PARK ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump, NV 89048 August 8, 2024 5:30 PM 1. Pledge of Allegiance and Call to Order. The pledge was recited. 2. Roll Call. Jimmy Lewis, Ryan Williams, Skip Hadduck, Loyce Seastrunk, Jimmy Martinez, Brad Harris (late arrival). 3. Approval of the agenda for August 8, 2024. Ryan Williams Motioned to approve, Skip Hadduck second. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). There was no public comment 5. For Possible Action - Discussion and deliberation of minutes of the Pahrump OHV Park Advisory Committee meeting of July 11, 2024. Ryan Williams motioned to approve, Jimmy Lewis second. 6. For Possible Action – Discussion and deliberation regarding either reviewing new committee member applications, promoting alternates to voting members of the OHV Advisory Committee, or retiring resigned members. Ryan Williams announced open positions. One member of the public has applied, we’re awaiting the official notice from the county. 7. Liaison/Nye County Staff/Town Staff Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). There were no comments. 8. Announcements Jimmy Lewis and Jimmy Martinez announced that there has been limited progress in the areas of track construction / irrigation. ---PAGE BREAK--- PAHRUMP OHV PARK ADVISORY COMMITTEE MEETING MINUTES 9. For Possible Action – Discussion and deliberation regarding updating the name of the Pahrump Off Highway Vehicle Park and its Advisory Committee to more accurately represent the facility. The committee discussed reasoning behind this agenda item. Jimmy Lewis requested Debra Strickland and Stephanie Urga be present for this conversation, and an additional agenda item is added to discuss the scope of the committee. 10. For Possible Action – Discussion and deliberation regarding the budget, town/county staff to provide a status on how the budget has been spent and what we can expect moving forward. Jimmy Martinez announced that the budget has not changed. 11. For Possible Action – Discussion and deliberation regarding irrigation planning and design. Jimmy Lewis mentioned that we are awaiting confirmation regarding irrigation. 12. For Possible Action – Discussion and deliberation regarding the economic impact of POHVP. Ryan Williams explained the agenda item. The committee discussed potential economic impact opportunities. A member of the public made comments regarding the need to travel out of state to recreate. Jimmy Lewis discussed the potential for events. Ryan Williams to provide specific economic impact statistics at the next meeting. 13. For Possible Action – Discussion and deliberation regarding Design and Operations Sub-Committees. Sub-Committees to provide a status on their respective areas. No updates were provided. 14. For Possible Action – Discussion and deliberation regarding potential avenues for facility operation once completed. No discussion, this agenda item to be revisited next meeting. 15. For Possible Action – Discussion and deliberation regarding potential avenues for facility operation once completed. Ryan Williams motioned to set the next meeting for Thursday September 5, 2024 at 5:30 p.m. in the Veterans Memorial Building. Loyce Seastrunk second. There was no opposition. 16.
